Concerned that the $800,000 price tag for a new restroom at the bue of the Newport Beach Pier was too high, the council voted S-2, with Phil Sansone and Ruthelyn Plummer dissenting, to rebid the two projects separately. Conceptual designs of the McFadden Wharf improvement were approved last year, and propose to create a plaza at the bue of the pier, remodel the existing lifeguard bcadquartcn and to include a new public restromn on the westsidc of the structure. But Newport Beach Mayor Donald Strauss said \o spend upwards of $800,000 on a pubUc restroom was .. a little bit crazy, .. and supported Councilmembcr Evelyn Hart's motion to reject all bids and start over. The district began collecting the fees of S 1.53 per square-foot for new construction and 25 cents per square-foot for com- mercial developments' in Janu- ary, 1987;following the passage of state legis lation. The BIA sued the district d.uring that summer .... and the triaf ended this pasr August. Goldstein handed down a preliminary ruling on' Nov. 28 t~at the district has improperly collected the fees. When Goldstein has both proposals in hand, he will have JO days to make a final ruling. Greg Lindstrom, attorney for the BIA, said the district is obligated to make refupds to the plaintiffs, some of whom are homtowners. The funds were earmarked for improvements to some of the district's school facilitie and nearly $800,000 of the $3 mill ion has already been spent, Ni coll said. .. California is particularly suited to an electoral guEmUa action of this kind. · It is a media state, considering the Lt>s Angeles co- domination with New York of access to network newsholcs. Cameras and reporters would have to go downtown-not across the country-to get the story. California is getting to be racially and ethnically diverse enough to provide a perfect microcosm of national trends. At least for the first year, the California "election" held in, say, September or October of the year ante-dating the "real" election, wol\Jd have the advantage of eclipsing pollsters like Gallup and Field. Above and beyond that, the Calif omia results just might stand as a benchmark for political debates from Day One. Owning common stock is the most direct way to parti.~ipate in the company's success and to in.crease your ~apital.
