filed an appeal with the five-member

School board wrestles with .~growth
By this coming fall session, the Newport-Mesa
Unified School District will need to do some serious
shuffling of students in order (o alleviate overcrowd-
ing in some schools, especially those located on the
west side of Costa Mesa.
At last week's board meeting, the board members
perused and discussed simulations for possible
changes in grade and site configurations to accom-
modate elementary school enrollment growth, from
1989-90 through 1993-94.

Turning ovei' the rein
This week the United States of America will engage
in the most impol'tant an<L precious ritual of our
democracy: the peaceful transfer of power to implement
the results of November's election. President Ronald.
Reagan will step down from the most powerful office
on earth, to be succeeded by P resident-elect George
Bush. The transfer will be "accomplished peacefully and
in an orderly fashion, no less of a political miracle now
than it was nearly 200 years ago when John Adams
succeeded Geor_ge Washington.
Presidential inaugurations are typically .occassions to
look back at what the outgoing president has accom-
plished and to assess the opportunities presented to the
new incumbent. These parallel processes have been
underway for weeks in the national print and btoadcast
media, and the range of opinions expressed have been
reflective of the-varied nature of our-society and politics.
We do not presume to judge Ronald· Reagan's job
as president; we leave it to history to ultimately decide
how large his name should be writ. Certainly, his was
an administration of great change and accomplishments
·. in many areas. But, the ultimate consequences of many
of his policies have yet to be felt. For now, the yardstick
he proposed is as fair as any: "Are you better off now
than you were eight years ago?"
Neither would we presume to advise George Bush on
the propet way to lead the nation. He brings a wealth
of experience to the job and we certainly believe he will
act in good faith and w~th the nation's best interests
at heart. Where his experience and his heart will take
him is difficult to say -the sands of history and politics
can shift quickly and in unexpected directions, to be
sure.
Certainly, on issues close to the hearts of Harbor Arca
residents -the economy, traryportation, the environ-
ment -there will be a great deaf of debate and numerous
proposals to be weighed in the next four years. We can
be encouraged that the new president will be predisposed
to listen to the concerns of this area, as it represents
a bedrock area of support for him. (One iss\le to watch
as a test of this relationship will be the new admin-
istration's approach to . off shore oil drilling in local
waters.) ·
In conclusion, we join with all Americans in extending
our gratitude to Ronald Reagan fer eight years of service
to the nation, and we wish George Bush the best as
he assumes an often difficult and trying office for the
next four years.

Legislature set to grapple with growth
Of all the major issues con-
fronting the California State
Legislature in the 1989-90 legis-
lative session, none looms larger
than the issue of growth, for with
the growth quagmire comes the
concomitant problems asso-
ciated with a lack of affordable
housing. a deteriorating trans-
portation system. poor air qual-
ity and shrinking open pace.
Indeed, ·these arc the problems
which make up the growth issue
and which generated the glut of
no-growth initiatives o n So~th
crn California ballots in 1988.
Even though voter rejected
most of the celebrated no-
growth measures in 1988. it is
clear that their def cat doc not
mark an end to the public·s
concern for growth manage-
ment. Equally clear i the fact
political leadership on the is ue
has been in hort supply at all
levels of government.
As chairman of the Senate
Local Government Committee
and the Senate elect Commit-
tee on Pla nning for California·
Growth. I initiated an intensive
effort to learn more about
growth management. My ulti-
mate goal as a tale legislator
was to look more d~ply into
bow the California State Legis-
lature should re pond.

from a philo ophy of govern-
ment which hold that growth
is purely local in nature and
should be managed without state

myriad problems created by
poorly planned growth points to
the need for leadership at the
tate level in cuing broad policy
goal in the area of growth
management.
The core of the problem and
what will ultimately be the focus
of any tate legislation on the
issue is the fact that growth
issues extend beyond local boun-
darie into regions. Currently.
h~cver. there arc no connec-
tions between regional plan and
local decisions.
For example. a large
commercial-indu trial complex
may be built in a city in central
Orange County. thereby creat-
ing hundreds of new jobs. Unfor-
tunately. the lack of affordable
housing in Orange County for-
ces the new employees to seek
housing elsewhere. probably in
the surrounding counties. So.

Spratt was fouled and he hit

were going to co-host a Carri-

friends. Attendance expanded to

comin g Amadeus Ba ll. The
reason for this was because Jim
and Charlie tri-chaired with
Ruth Ding the Ball Com mittee's
Underwriting program. They
· decided the more the merrier for
their carefully planned West
Indian theme party. If the theme
did not seem a ppropriate for the
Amadeus Ball, the Underwriters
were caught up in the fun idea,
which was to have the guys in
black-tie sport tennis shoes ..
The original idea was for the
location to be in a tent at a
private beach. As all things
happen, the original plan was
foiled. Desperation time, where
to secure a place at the last

minute. By the stroke of good
luck, the Newporter Resort's
charming Carousel Room was
available last Saturday night.
The hotel's chef was excited
to be executing a dinner authen-
tically representing dishes from

Rasmussen played the Reggae
music. Then, when the music
was not playing and guests came
to admire and talk to them, the
birds were mum.

people in a team is quite com-
mon, but I am not aware of three
people working together."
The three arc very excited
about the new partnership,
which took eff c.ct last Dec. 1.
Each one bas worked in Big
Canyon, Harbor Ridge and
Belcourt, so by teaming up, they
believe they can expand into
other gated communities and to
the bayfront.
"Having three allows us to
expand even further, .. said Di
Tullio. "We can maximize our
efforts with our clients, so they
don't have only one person to
work with; they will have three
specialists ...
Escano joined Re/ Max a year
ago after a stint with Grubb and
Ellis. He began in the business
in 1981 , following 10 years in the
corporate arena. His · back-
ground was sales and sales
management, so evolving into
real estate just seemed natural.
In his old job, he traveled around
the country and became weary
of airplanes and living out o( a
suitcase. Being 44rootless" beg\n
to take its toll, so he decided to
try real estate and now, he has
never been happier. He is
counted among the top produc-
ers at Re/ Max.
Kenton joined Re/ Max the
middle of last year, after a real
estate career that began' in the
early 1970s. She was the premier
salesperson for Mission Hills
and Rancho Mirage. A friend
was the general contractor and
developer of the projects, and he
offered Kenton the chance of
selling them through the phases,
about a 10 .. year period.
She came to Orange County
in 1971 and did a variety of jobs
in the • field, including selling
homes in Big Canyon and The
Bluffs. She joined Re/Max after
working for Sotheby's.

conversation goes like this:
Joe: "Boy, I beard prices ar~
really going out of sight in our
neighborhood . .,
Pete: "Yeah, it seems to be
really going crazy."
Joe: ··wouJd you believe that
these homes are suddenJy worth
a million bucks?"
Pete: "No!"
Joe: "Yeah, didn't you hear,
Tony down the street turned
down an off er for a million .
bucks on his house."
We heard it and checked it
out, first with Joe and Pete, then
with Tony. The actuaJ story is
as follows: Pete is one of these
guys who has moved twice in his
life_, Those moves were (I) from
the apartment where he lived
with his new wife while in
graduate school to a cute little
home in Garden Grove and (2)
to Harbor View Homes in New ..
port Beach when the homes were
sell~ng for $40,000.
Tony would not sell his house
for $1,000,000 because he is
conservative and because he is
an engineer and does not like to
upset his life. So at the cocktail
party last weekend someone had ·
admired his house and the con-
versation went like this:
Andy: "Tony, I like your
house. If you ever think of selling
it, let me know."
Tony: "Andy, 111 never sell my
house."
Andy: "Oh, come on, Tony,
everyone will sell their house for
a price!"
Tony: "Not me."
Andy: "You mean, if I off er
you a ~lion bucks for your
house, you will not sell it to me?"
Tony: "That's right, Andy. If
you offer me a million bucks, I'm
not selling, because I do not
want to move."
Nevertheless, Tony is proud of
the million-dollar 0 off er." But
Andy did not have a million
bucks anyway, and .his question
was theoreticaJ. And Andy had
to tell Joe about the conversa-
tion.

chase your hoflle is one which
is in writing, accompllnied by
some real money-the kind that
taJks. Beware of verbal offers.
