Member of Our Beach Recreational Areas (Los Angeles Times) With the legislation enacted at the last session of the Leg- Jslature, California now is afforded a complete program for the acquisition, development, maintenance and restoration of ocean beaches for recreational areas . The legislative program which was advocated by the Shoreline Planning As.wciation of California is characterized by its officials as the most important legislation in this field that has been enacted in the history of the State. The legis- lation is covered' in five Assembly bills and a Senate resolu- tion. The State Par!< Commission is designated as the State agency to supervise. and charged with the acquisition, devel- opment. maintenance and protection of ocean beaches for public recreational purposes. No acquisition or development shall be accompfished in any county that has not adopted a master plan of beaches nor shall any money be expended un· less such sums are matched by like or greater amounts from sources other than the State. Within the discretion of the commission each city or county may contribute publicly owned beaches within its limits instead of matching state money with cash. r MWWWWW I • J u IJ II • 4S SI 4 s • 1 • u .. Boards of Supervisors are given authority to construct works for the prevention of beach erosion or the restoration of beaches within the incorporated, as well as the unincor- porated areas of the county. Such work may be performed along any portion of the ocean front regardless of ownership of the adjacent land but the consent of the governing body of Ne. n suCh incorporated area must first be obtained. Where land not exceeding 300 feet in width intervenes be- tween the highway and the high tide line. it may be acquired by the State Highway Department. If such land is not re- quired wholly for highway use, it may be tran,sferred to the control of the State Park Commission.
