Sand 'Dabs : , ~ LB.M. cm BAI.I. _Despite the furor recenUy caused by ()Ile dty councllman trying to Upaet the previous decision ot the planning commission and dty council In locating the dty hall next to the new million dollar business sec- tlcn on Central avenue, the Cllle-man campaign and sec- tionalism It created failed to Upset the determination of a majority. of the residents to go ahead with their original selection Monday afternoon. It was not a matter of con- sidering all sites, but one en- larged version of the Coast high way across from the bluff which the councilman wanted. and he brought some feeling into the issue because he left the impres- sion with one or two sec- tions of the cit y that this lo- cation had never before been considered. The issue.has been settled. we hope for all time, because It is most convenient for the majority of citizens. because It is not dangerous to ap- pn>ach or leave. and because 'it will adjoin a very high type of business develop- ment, not designed. as its op- ponent intimated, to back up objectionably to munici pal buildings. Bob All en asked pertinently if someone could periodically hold u p this im- provement (the mayor said we need so badl y) every time he gets a new idea for a city hall site. The city attor- ney a5$Ured him the council acted legally before. Occas- ion ally spurts of such sec- tionalism tend to destroy harmony sorely needed in other civic improvements which are not goi ng to be easily explained to the resi- dents of a ll sections. + + + Politics. It must be in the air, because when a group ot youngsters came to Sid- ney Davidson. principal of Harbor High the other day they prefaced their request 'for a youth center some- w here about the harbor with the reminder that failure t o h ave such a necessary gath- ering place might result in juvenile delinquency. If that Isn't getting down to cases, then 'vhat is? Their idea is worth more t han casual nod- ding of heads. because par- ents and teachers, as a body h ave hoped for some time tha t their children would find some supen ised place where they can meet and dance, or discuss the latest football game or Mary's cos- tume or bold a bridge game. And not all of these 'teen agers are permitted to at- tend public dances. Has anyone a suggestion? There ls·a lot of energy which can be directed into one or an- other channel, and not the least of community assets . may be found in the a ttitude of potential citizens. + + .. Salaries. Requests fo r raises in salaries came in an avalanche at the city council meeting Monday afternoon. and they a re worth consider- ation. In these 'bold-the- line' days whe n a cit y as well as a nation is faced with rav· ages of inflation. official .rudy must be given requests for higher salaries because they mean higher costs, and are a part of the rising tax levels. But the argument of Chief Hodgkinson is hard to refute that he wants to at - tract good men to his police department who are capable of making a decision, and also an investi.ga ti on if ne-cessary. In large cities they are not required to do this. Hodge wants men who can qualify tmder civil service, and besides men returning from services, he needs more men. No one would i:esent tbe employment of an infer- lor 4 man more than a resl- dmt who might be cited by u officer for what this resi- OOllSidered an unjustifi- arrest.
