Two torrid programs face some 20,- 000 people in the harbor area _,.,.a ter and in corpora ti on or annexation. Both are highly controversial and decisions may affect the future growth of the community for the next 25 years. The issues are so involved and so full of factual detail a nd opini on, that it will and should re- quire careful thinking to de- term!ne which is the best course to follow. \Ve all are agreed that water is the life blood of the community. but we are not all satisfied as to how and where it is and \vhat to do to guarantee an abundant supply . MWD is an expensive procedure and its proponents say it is the only way: wells are not so costly and its adherents claim there is sufficient underground fJo,v to give us sufficient. Both schools of thought have 'merit. What to do! \'l'hat to do!! + + + The Mesa_ Most Mesa residents favor in corpora- tion. At least that is my personal poll result. Only trouble with the civic leaders is their hesitan cy to do any- thing about it. It's hard to get people out to meetings and those that come rarely say anything, which doesn't .fuSwer anything. Some want drmexation to N e w po r t Beach . but they are fewer than the other side. a nd ei- ther proj ect requires a lengthy legal process. In the meantime the to,,·n is gro\\1- ing, one might say. almost like Topsy. and many prob- lems confront the sincere \Veil \vishers of the commun- ity.
