come in from the custom-

they go to Huntington Beach
to the brut barge, then re-
. trace their course tO the
Dana Point fishing grounds
or elsewhere to try and get
a few rounds of casting and
""8!ood, all of which is not
conducive to anglers' tem-
pers. Could not brut receiv-
ers be installed inside the
harbor, so that outgoing
craft can get their bate be-
fore starting? In this way
the bad taste in the public's
mouths might be washed
out. What is the use of
working to bring several
thousand people here every
day to cause them to leave
disgruntled and muttertng •

handle supplies and it seems
too bad that the Harbor
Thrift Shop is out of busi-
ness with the building demol-
ished. Would be interesting
to know just how much busi-
ness our Thrift Shop did dur·
ing the years it was in exist·
ence, what amO\Ult of money
they made for the various
charities and what their

Phillips was interesting and
revealing. The Senator feels
that Commerce Secretary •
·\vallace should be thrown
out on his ear to which this
comm enta tor heartily
agrees. \Vallace has always
made an ass of himself, even
from the time he took over
the magazine plants of his
grandfather in Des Moines
and through poor business
methods had to get out from
under. On a recent visit in
the Iowa capital some of his
old friends took him to task
for his left wing views and
he retorted that he had
made the grade in Washing-
ton, so what was the differ-
ence. Have always felt that
Wallace was and is a grand-
stand artist and plays to the
crowd rather than to any
statesmanship he thinks he
might have! •

SAN DIEGO, Sept. 19 (Special} .-An entirely new tax base struc-
ture which should greatly assist overburdened taxpaying owners of
real estate properties once it is whipped into shape and passed by the
state and national legislatures ""·as suggested to members or the
League of California aties in conference here Tuesday afternoon.
Promoting the idea were U. S . Senator William F . Knowland of Oak-
land and 1\1.alcolm D8visson of the University of California. the latter
being tax consultant for the league. Both addressed the convention on
the subject. The senator said he would do his part to submit to the

Five per cent of the 995, or 45,
were referred because of suspic-
ious lung shadows, and 10, or
slightly more than 1 per cent, be--
cause of abnormal heart outline.
Fifteen, or approximately one
and one-half per cent, were asked
to check on piossible non-tubercu-
losis lung conditions such as pleu-
risy, pneumonia, cists, or bron-
chietasls.
The 995 persons X-rayed were
served u follows : Essex Wire,
Anaheim, 160: Mansur Motor com-
pany, Orange, 190; Delhi church,
Santa Ana, 116; Tree Sweet Prod-
ucts, Santa Ana, 315, and Hunt
Foods, Fullerton. 214. In these
communities the numbers of those
referred to private physicians are:
Anaheim, 22 ; Orange, 13 ; Santa
Ana, 29, and Fullerton, 6.
Another 651 X-rays were taken
during the early part of the cam-
paign. which proved to be unsatis-
factory and another three days
were scheduled but no X-rays
taken. all because of poor electric
lnstallatlom. The equipment wu
r epaired by August 9 and the pro-
gram completed on schedule.

An ex-G.l . observed the way "the other half'' lives in his
travels around the world Ex-Sergeant Wm. T. Garvey saw
what any G.I. could have seen who passed through the cities
of the Orient enroute to ''the bush"-lndia's beggars; cows
ambling nonchalantly along side-walks; Mohammedans turn-
ing to Mecca; the painted marks of religion and caste; the
roadside vendors of insect-ridden chlese and fruit, shoe laces
and worthless trinkets; the haggling over prices of wares;
the smells; scarcity or food of any sort; the ragged thousands
sleeping the clock around on the floor in any public building
or railway station; clothing beaten to shreds on flat rocks in
lieu of washing; thousands of staggering skeletons wailing for
something to eat.
It is no mystery to him why living standards are so low in
these countries. Methods employed in gaining a live lihood
in such countries are still so primitive that men can barely
produce enough to keep alive. whereas in America. capital
has built up great industries which make the United States a
land of luxuries. Few, indeed. are the locations outside Am-
erica where people take for granted automobiles, radios, re-
frigerators, bathtubs. washing machines. vacuum cleaners.
sewing machines. telephones. electricity, gas, fresh running
wa ler and modern sewage disposal.
India can't duplicate what we have in America overnight,
"because capitalism requires saving. To enjoy great.er com-
forts at a later date," the soldier explains, "we must forego
some of the satisfactions of the present. By pooling our sav-
ings with others we can purchase production eqwpme nt be-
yond our means as individuals, and produce consumer goods
cheaply and in quantity. In India capitalism is just in the be-
ginning.
"I like our American system. I like my radio and e lectric
refrigerator, an extra suit of clothes and meat on the table.
I was never impressed by the street-comer propagandist who
was always trying to prove that the 'capitalists' were OJ;>-
pressors grinding a heel on the neck of downtrodden com-
mon people. There was a time when I used to think they
didn't know what they were talking about. Now I know!
Of course there are abuses of the capitalistic system, but I've
seen how 'the other halr lives. I'm back home and glad of it.
I like it here."
Safety in Coal Mines
In a long article in the Saturday Evening Post. Elsie Mc-
Cormick discusses the problem ot safety in the nation's coal
mines. It is a story of great achievement-by operators, Wl-
ions and the United States Bureau of Mines-and it points as
well to additional safety work that remains to be done.
The mining of coal is basically one or the more danger-
ous occupations. The hazards of explosions , fires and cave-
Uis are always present. The problem is to cut the risk to
tl\e absolute minimum. The uninfonned belief that the op-
erators are Tucji fferent to this is thoroughly disproved by
Miss McCof!"ick's survey. She writes: "More than 100
different safety devices and methods have been introduced
lnto American coal mines during the past two decades, at a
cost to the operators of more than $100,000,000."
Workers themselves, st:ran,ge as it may seem. have often
blocked essential safety regulations. For instance. operators
establis h no-smoking rules in gassy mines. but some miners.
apparently feeling their personal rights are being infringed,
smoke anyway. The result is unnecessary accidents, and
more names on the roster of miners who died violently. In
one case. miners refused to wear hard safety hats furnished
by the ma nagement, on the grounds they might damage their
hair-.and this was in an industry where rock falls a re a ma-
jor cause of death and injury.
The accident rate runs high in very small coal mines of
the "marginal" type. By far the greatest progress has been
made by the larger operators.
