Pr~ gress is being made on the proposed incqrporation of Costa Mesa, now before the Coonty Board of Supervis- ors, and the matter con· cems to. a considerable ex· tent adjacent lands to New-. port Beach. It is understood that the Supervisors are in favor of incorporation as it relieves them from the tre- mendous burden of adminis- tering the affairs _of _the Mesa, which has lighting, water streets and other util· !ties t~ care for. and which is beroming more complex to the board with the rapid growth of that area. What most property owners do not appreciate-is the fact that land on the borderline of the beach and Mesa must come Into one city or the other, because the county does not care to maintain a strip be- tween the two zones. To put it more bluntly if a sutxlivision or tract or acre- a!(e seeks to annex to New· port Beach. such a district must register a protest with the board of supervisors. presenting its desires and stating its reasons for com· Ing into the one and not the other. And this choice must be made before the Supervis- ors set its date for a hearing, because the board must have a request in writing so it can have something on which to act. There are a number of 111bdivisions that have indi· cated their intention to an- nex, but have not gone be- yond the spoken word. This Is written to give warning to thO&e who do not wish to fmd • themselves in \ different I~ ca1e than they wanted. + + + People An Funny. That is shown in the reasoning of our neighboring metropolis of Los An!(eles. The county wants ss.000.000 of the $15,. 000,000 collected from the race tracks to help defray its expenses. It also asks for ii large gob of state licensi! fees. because the city must bear the enforcement costs. Then along comes a state- ment on the a=ent over the proposed highway bill. in which one senator declared Los Anl?eles wants some S214,000.000 worth of free- ways in its sector. much of the funds to come from taxes elsewhere in the state! All of which shows that people are tunny. + + + Row We Grow. An item revealed that city February building permits totalled $1.· 015,530, T"lost of whiclJ for new homes. A little story in a Santa Ana pa)ier said that county seat permits amount· ed to only $480.613. Seems to some of us that harbor lmJllVth is keeping pace with Santa Ana and the rest of the county in a rather aston· Is h I n g degree. Which is really not so astonishing when you consider that the bay district is a bout the best In the Southland. + + + )11sb and Game. BROWN California Registration The recent 811I\otmcement by the California Department of Motor Vehicles showing tha t California vehicle registra- tion has reached a new record high of 3,442.051 has particu· 1ar significance at this time when the proposed billion-dollar, l~year highway program is being so widely and vigorously ~-. . . The existence of so many machines within the State and the predicti0n that the number will probably increase to $3,725,000 by the end of this year ma kes it evident that con- siderable highway construction and improvement will be necessary to a dequately accommodate the rapidly rising automotive population. But this does not mean that the enonnous proposed tax increase on the motorist is necessary at this time. Nor does it justify the a ttempt to increase many times over the levies paid by frum, cornmereial, industrial and for-hire trucks which already pay approximately 25 per cent of the taxes even though making up less than 10 per cent of the vehicles on the road. Both private and commercial highway users are quite willing to pay their fair share for essential road building and Improvement but none of them want to get stuck with sharp. ly increased taxes not only on gasoline but also on registra· tioo fees and drivers licenses if the present tax rates will p rovide all the funds needed for some years to come. Actual- ly, it has yet to be shown that the proposed tax boost is necessary now. 'lito and Turnios Some individuals who are chronically short of cash like to talk about big sums of money. It seems t o-give them a certain satisfaction to discuss what they would do with so much money if they had it. Apparently Yugoslavia's totalitarian Tito is that way. His coontry is broke but wouldn't it be swell if the Belgrade ·treasury had Sll,583,644,621 added to it ? Yes, it would, but where would that tidy sum come from? Well, it could come from neighboring Austria as a claim for war damages-tha t is, If Austria had that much money, which it hasn't, and if the Big Four would allow the claim, which it won't.
