~BA BEAUTY.' When a . lovely plan started , Sat-
urday noon by a group of ~ zealots gets under
way, Newport Beach will be
one ot the greenest cities in
the state with trees and flow·
ers and shrubs lining its
sticets and byways. The
Idea' was brought back by
Bob Murphy from F1orida,
where he no doubt went to
taste oranges, and where he
f<JUnd Miami and other sec-
t!Ons ot the Everglades over -
flowing with' plant life. "Why
not do It here," he pondered,
ao Harry Welch persuaded
Henry Kendall, chairman of
the C. of C. Gardens and
Pa,rks committee, to call the
session. Of course, Henry,
who more or less modestly
lays claim to growing the
nlttiest flowers and vege-
tables on Balboa Island,
brought samples of his
wares, "truly beau tif u I
blooms, to the gathering.
The upshot of the affrur
was the formation of a group
to bring to fruition a har-
monious planting of vegeta-
tion throughout the entire
city-to discuss the project
with the city dads, with the
city's park boa_rd. with folks
in all parts of the municipal-
ity, and to work out a com-
prehensive, intelligent me-
thod that will make Newport
Beach radiant with floral
sp I end or. Funds will be
raised to point the way to a
more abundant life filled
with fragrance. Mr. Ken-
dall suggested a name, The
4-F club-friendliness, fun,
flowers and fish, although he
met with negation on the lat-ter. Anyway the first ob-
jective will be· the beautifi-
cation of Central Ave .. when

New York City, offers to communities a model building code
which is designed to give the maximum possible protection to
the public. Codes such as this, rigorously enforced, and made
retroactive in the case of public buildings, should become the
law in every city and town in the nation.
The Changing Times
During the war, and for some time after it ended, retail
stores had to take whatever goods were offered them, even
when prices were high and quality was low. Consumers had
to be content with smaller and poorer stocks to choose from.
This was a situation that couldn't be helped-it was the cer-
taln consequence of war's insatiable demands on our produc-
ing machine.
Now. however, times seem to be rapidly changing-and
for the better. Business papers and trade journals report
that buyers for retail stores are casting jaundiced eyes on
sub-~ndard merchandise. They are q,uestioning prices that
seem out of line. They know that the consumer will again
demand the best possible product for the least possible price--
and they are out to meet that demand.
This certainly does not mean that prices are going to
Cl'.llck wide open-the pressures are still inflationary in many
.i:ases. But it does indicate that there ·is going to be less and
less shoddy merchandise-and more and more goods which
offer maximum and dependable value in their price brackets.
And, by the same token, store stocks are once more being
built up to approximations of pre-war abundance and selec-
tion.
This is retailing's traditional service to the nation. Store
operators are as pleased as anyone else to see the economy
of scarcity gradually disappear.
