council will, between now and Oct. 27, weigh indi-
vidually and collectiv,ery the merits of four or five
probable candidates for appointment as city judge.

Newport Beach is big business. The most conser-
vative estimates indicate that, in the next five years,
our city will double in population. Problems attend-
ant to rapid development, together with the immed-
iate need for wise and able handling of sewage dis-
pos;ll, additional water, city planning and equitable
taxes, demands a top-level city government in all de-
partments.

Help the Handicapped
The demoblization of thousands of disabled vet-
erans from the armed forces makes the need for suit-
able employment opportunities greater than ever this
year. We must exceed 1946's record . This is a respon-
sibility all of us must share.
A physical handicap is not necessarily a vocation-
al handicap. Men and women whose physical activi-
ties are limited often surpass the· re.cords set by non-
handicapped . workers. The blind have proved out-
standingly, successful in inspection work requiring
a fine sense of touch rather than vi sual observation.
The deaf make excellent machinists where noise is a
distration others have to overcome. Few office jobs
require the use of both arms or both le gs, and a sur-
prising number of industrial positions can be filled
by individuals with physical impairments.
Tqe three million handicapped persons placed by
the California State Employment Service during the
war years built up splendid reco rds of efficiency,
safety and attendance. Peace time industries must
offer them the ~me opportunities as war production.
2~0;900 disabled veterans throughout the nation are
looking for jobs also, and there are · thousands still
to be discharged from the se rvice and the hospitals.
They need special co nsideration since many of them

of their service-eonnected disabilities.
