I DMLY PILOT EDITOIUAL PAGE 'Saving' Santa Ana A master plan for "a civic center of tomorrow" In Santa Ana wu unveiled before the Boa.rd of SUperviaors lut week. The supervisor-a were deacribed as "awe- struck" by the magnitude of the plan -but in aa:ru- ment that a muter plan for futun development ta a neceasity. the courthouse site 100 f~t from the presently planned site -somethini that could eaaily be accomplished by agreement between Santa Ana and Oranae County. Prepared by a Pasadena firm, Community Facilities Planners, the preview carries the government center forward to 1980. By 1970 the center will be faced with vehicular traffic and pedestrian flows of 2,300 employes and 1,800 visito~ according to present "educated guesses." By 1980 these figures will soar to 3,500 em· ployes and 2,500 visitors daily. There are those who WOUld prefer to see county government 1omehow decentnUzed and 1pread all over the county. With a few exceptions. this is not a good Idea. One example Ls the county court system. Lawyers can serve their clients much more effectively if all the courta are in one centrally-located area. Thu is also true, in general, of other departmenta where euy interdepart· mental and department-public oontarts are important. Accordingly, the handling of traffic was a prime consideration in working out the ~~ Features include esthetic deaigna of multlple-lnel p and malls, elevat· ed walkways, accented lighting, landscaping, depressed and undereround parking areas u well as coordinated designing of all future construction and remodeling of existin& facllltJea. How fortunate this development is for the city of Santa Ana. Its central area bu been on the skids for yeani. Only In the last two years h~ its business conr munity faced up to the problem, and it may already be too late to have anything of importance in the central city other than a large civic center The plan, at least at first blush, appears to be a good one and in keeping with the idea that a county growing 11 fut and destined to be u populous as this one should be tbinklni big, and ri&ht now. The heavy irony In the situation is that Santa Ana '1 newspaper, Joni opposed not only to public achools but to au forma of government, ahquJd now find ill city and its advertisers so dependent on county government pay· rolls. The auperriJon an up aga.inJt a deadline which calls for prompt deciaion. They mutt accept near final plan.a for the new courthouse and final pl&n1 for the new county jail and sheriff facilities next month. These plans do not completely adhere to the muter plan presented last week. The dependency has become so great, in fact, that If county government were IDO'f9d to some other city to- morrow, central Santa Ana would be in miserable shape. Perhap1 the recent realilaUon of the seriOU1nea of the central city's deterioration wtl1 produce a forward· looking civic leadenblp and still the voice of doom, gloom and negativism which bN so long blighted the community. The two cm eaaily be brought into line either by havinl archt1eda already under contract make minor c.ban,.. ID their jall and coarthouae desiins or by alter- ln& the milter plan. The muter plan a1ao calla for moving Adoption now of a muter plan for the future civic center, magnificent in concept, could well be tbe single most important step in the te.1toration of Santa Ana u a county seat we can all be proud of.
