Aimed to' stamp out illegal activity b)' requiring Planning Commis- sion review of each business, the regulations abo re::.trict the location of massage establishments to certain commercial and light j,ndustrial areas that arc at least 500 feet away from schools, pla)·groun<ls and churches. With 43 massage businesses in the city, Newport Beach has be- come known as the unofficial "Massage Capilal of Orange Couuty." That moniker and a police department estimate that 50 percent of the city's 43 businesses are fronts for prostitution and other illegal activity scared city officials Inst year into banning new .11assage. par- lors while and crafted new re&ulatio'hs fo r them. ,,, City stafi believes the reason for th~ .Jl[Olifcration of massage par- lors is that Newport is among a few citTcs 'in the county that don't re- quire use permits for such businesses. But licensed massage professionals argued that such regulations penalize law-abiding massage therapists who offer a legitimate he.ilth service. Increasing the hours of training required and requiring mem- bership in a recognized massage organization arc the best ways to en- sure legitimate business, they contended. • . If the proposed regulations arc adopted, 40 of the 43 massage par- lors will be in the proper commercial and industrial zones to qualify for a use permit. The other three massage businesses, located in the Cannery Village and McFadden Square, must relocate to the proper zone as well as apply for a use permit. -n,. And is Ralph ever sorry he never got a chance to meet Richard Berg. Mr. Berg you sec, donated $50,000 to the Orange Coast College rowing program last week. Sure OCC, can always use a couple of new shells. But Sherwin needs toilets, ond he would be happy to label each one the "Richard Berg Memorial Throne," or, says Sherwin, "Anything else he'd like us to put on the bronze plaques." After nearly sLx years in the On the Coast dreaming, planning and doing •••••-stages; after five years of fit s and ~tarts, ins and outS, the building fronting the school's SO-meter Qlympic-size pool is about sLx weeks from completion. Dul as things stand now. the pool may have to open without toile1s or showers. "No way will that happen./' says Sherwin, a marketing and sales consultant with two sons in the water polo program, at Harbor High. "We'll • scrntch, we'll kick, we'll pester. we'll do whatever we have to do. But when this facility opens April 1, it will have proper toilet and shower facilities."
