Pete Wilson replaced him and two-term board member Nancy Dooley with a Corona del Mar real estate agent who once served as the executive director of the California Republican Party and an El Toro horticulturist. "It 's fair.to say that I was disappointed," said Hoo e, who was appointed to the board in 1972. "I really don't wal)t to comment further. The governor has a right to appoint anyone he wants." Dooley, appointed to the board in J984, could not be reached for comment. The nine-member board sets policy for the Orange County Fairgrounds and Exposition Center. Board members are appointed to four-year. non-paying terms. Hoo e, who describes him elf as an in1,-e tor, was appointed when the fairground still featured a go-cart track and a golf driving range. "It was in shambles," he said. "We were just emerging when I got on the fair-board. It wa s an experience." Hoo c was there for a number of landmark decisions: including the board's decided to fund an annual racing fair in Los Alamitos to rai e money for renovation of the equestrian center at the fairgrounds. Orange County Registrar was correct to disqualify .a local attQmey from placing his name on the June 2 election ballot to challenge Judge Christopher Strople for his Harbor Municipal Court scat. But James WiJkoski -who is the first person to challenge Strople in his decade on the bench -said he isn't finished fighting, and plan to take his case to the fourth district court of appeals. "What we've got is 3 bunch of morons who cannot apply the law," said Willcoski, who has practiced law in Southern California for 21 years. The registrar disq ualified Wilkoski on grounds that his petition for nomination is one signature short of the 20 necessary. According to county registrar Don Tanney, a routine check of the people who signed Wilkosk.i's petition for nomination found that one of the 22 signatures belonged to a person who was registered at an address outside Wilkoski 's district, which enoompasses Newport Beach. The third signature in question belongs to a Newpon Beach resident who is registered to vote, but Tanney said the address that person registered under is different from their current address -a technicality which males the signature null . "If the address doesn't match the address on the registration, it doesn 't count," he said. "This is what tht: code sections say." But Wilkoski claims they're misreading the election oodcs, and pointed out that regardless of where the people lived when they registered to vote, they arc now legitimate Newport Beach residents and ~ voters. "h 's totally ridiculous that a candidate has to go through all these hoops to give the people in this country e free election - which is supposedly our claim to fame," Willc.oski said. "I won't feel quite as safe as I did in the past!' Although investigators arc not sure what the bandits were after in the mail truck, a desire to steal tax refund checks has apparently been the motive behind several unre- lated mail tampering and theft cases th roughout Costa Mesa in recent weeks, according to police reports. While Costa Mesa Postmaster Jose Diaz said this is the first rob- bery involving any of his 137 mail carriers in at least a decade, he's afraid it may signal a disturbing trend throughout the county. Just last week, an Anaheim Hills mail carrier was robbed in a similar case. ''It 's the economy," Diaz said. "I fo resee in the future more problems. l think we're not im- mune nny more." Because of the robbery, Diaz snid he held meetings with all his employees Tuesday morning warn- ing them to take more precau- tions. "lt's a rude awakening," Diaz said. He also urged residents to watch for any suspicious activities involving mail trucks or postal car- riers. Letters will be sent today or Thursday to residents who mny hnvc had mail stolen in the heist, Diaz snid. The letters will outline what residents should do in cnse nny of their mail was stolen. Typically some stolen mnil is eventually recovered, Diaz said. Meanwhile, Costa Mesa police and U.S. postal inspectors con- tinue to investigate the robbery, Costa Mesa Sgt. Mike Millington said. The robbers, who were de· scribed on ly as Asian, poSiibly in their -late teens or early 20s, were driving a reddish/brown-colored 1980s Toyota sedan, Millington said. John Wayne Airport spokesper- son Courtney Wiercioch declined to comment on the unauthorized transmissions, currently under in· vestigation by the FBI, the FAA and the Fede ral Communications Commissio n. "When the FAA is concerned about an issue like th is, we arc concerned," she said. Violations of aircraft radio ftc· qucncies arc rare, according to FAA officials, even though the sale of radio equipment capable of broadcasting on those frequencies is not limited to pilots. For as lit1le as $500, anyone can purchase a portable transmitter capable of broadcasting over air traCfic control frequencies, accord- ing to the FAA. But the penalties for unauthorized use of aircraft radio frequencies arc significant. The crime is considered a felony that can result in imprisonment. "It's something we don't toler- ate," said FCC spokcsmnn Mike Moffitt. "Any violation (of re- stricted airwaves) is serious. Any violation involving transportation safety is especially serious." Investigators are using sophisti· cated "direction-finders" to track. and identify the source of bogus broadcasts, according to Moffitt. "Every transmitter has unique characteristics," he said. "You can basically take the fingerprints of the transmitter." ROEDER From A 1 misdemeanor ticket for the alleged violations after Soffer said he wanted to initiate a citizen's ar- rest. ' J • e itc in Costa Mesa High School. 2650 Fairview Road. Costa Mesa, CA 92626 This is being written in re- bunal to an editorial written by Mr. Phat X. Chic~ a fellow member of the Costa Mesa High School Hitching Pos't staff, published in the Daily Pilot's Youth Page on March 10. In his editorial, Mr. Chiem espouses the belief that a fetus docs not " ... constitutea whole, independ- ·ent life ... " until he or she has physically separateP from their mother. I would like to taJcc this opportunity to present a differ- ent viewpoint. :. Mr. Chiem states in his article that a fetu s does no( have life because: "the fetus depends upon the mother for survival. No matter that the newborn still depends upon its mother to continue life outside the body- it is a separate entity unto itself as a newborn ." This point is shaky at best, when approached from 'a different point of view . After all. the only difference in the child 15 minutes prior to birth and 15 min utes following birth is a couple of feet in the delivery room. The child is just as dependent as it was a half- hou r ago. It possesses every- thing it will have in later life, except teeth and experiences. Would anyone be willing to kill a child fi ve minutes after their birth ? Certainly not! Yet so many arc ready, willing, and, sadly, enough able to take the life of an unborn child , who will by Clay Stockton soon take the natural course that nature, God, or whatever pow- ers ttlat be, have planned out for it, and be born. A question I would like to ask Mr. Chiem to answer is, why do mothers-to-be who cx- pericn~ a miscarriage mourn? No one cries for the loss of a mere jumble of cells, like an ant or a snail caught underfoot. Perhaps they Tccognizc the fact that a hum4n·life has been t6st. They rcalizethat they will never be allowed to hear that cfiild say their name, sec them walk, or kn()W the love which that child would f cel for them. Mr. Chiem consistently brings up the point that a fetus is d\!pendcnt upon their mother for survival, thus disqualifying "it" for inclusion in the ever-nar- rowing definition of life. Are not many others in th~ same situation of dependence? If-in- dependent surviva1 is criteria for the ri ght to (or, these days, privi- lege of) life, ther:e are thousands of homeless, mentally ill, ph ysi- call y challenged, and financiall y strapped who are candidates for ''surgical termination." Are not many patients in Intensive Care Un its dependent upon machines for their life? Should they too be killed? Or have we learned that, in the natural order of things, given time~they will gain independence again? Obvi- ously, Mr. Chiem 's "depend- Should past use of drugs by a Presidential Candidate Effect his _Cam paign Poll by Dannell Buckingham and Article by Edison Leung Photos by Mike Au~ and RichardSalcido In recent years, many people who ha ve sought high offices in the government also admitted to expenmenting wtth drug, namely marij una.
