Across the United States, millions of home owners may not know it , but the value of their real estate has dropped. J'he result of declining real estate values is that home owners in their 50s and early-60s who were planning io rely on their home equity for retirement must choose between working more years before retirement or living much leaner during retirement. Other home owners who were planning on using their home equity for college tuition arc now forced to sacrifice their children's future. and many of them arc wondering why. For an interview lasring 15 minutes, one has to spend an hour agonizing over a medical questionnaire with such bafning questions as "Did you or any parent, grandparent, or great grandparent ever suffer blocked tear ducts?" Since when arc tear ducts significant, unless you're auditioning for a part in a soap opera? Having spent a numbing amount of time in doctors' waiting rooms, I've developed a severe case of questionnaire paralysis between my right thumb and forefinger whe re a stubby pencil fits. Last week I sought help for my a miction from a hand-ologist who specializes in right-handed traumas. Since Lhe eye, ear, nose and throat were divided up, the hands arc now separate specialities. As I stepped into the waiting room with its traditional mix of cheery plants and glum patients, the nurse weighed me down with a questionnaire as long and forbidding as a Congressional Report. "It'a a hard place for a lady or a gentleman to earn a ~aa because if you're strong on ethics, It's hard to survive,"' said Bob Nelson. owner of Nelson Com- munications Group in Costa Mesa. "It's not a market- share business. You have to wi n or you're a failure. "If Anheuser Busch gets 49 percent of the market, they're doing great. U a consultant gets 49 percent, you're a failure, you lost, clean your office out, fire your &talf and go home." . In fac~ Nelson said he qui1 reprcscn1ing indi- ~duals because consuhing candidates was too disrup- tlYC to bis firm's public rcla1ions and public affairs ~~rations. He continues to champion issues and po- ht1cal causes on behalf of clients -the public affairs aspect of political consulting. Nelson, who is a board member with both the American Association of Political Consultants and the International Association of Political Consultants, said he's among the minority in his profession who want an enforceable code of ethics in the business. He said the profession's American trade group has a code of ethics, but ii hasn't had an enforcement ac- tion in its 23-year history. "There's an awful 101 of people who will say or do anything to get their can.didale elected," Nelson said. Irvine, said she meets with po1cn1ial clients to diM:uss ideologies, ensuring that the person is a good mulch for her ethical views and "middle-of-the-road" ~ litical philosophies. "A hard right-wing candidate won't call me," Pad· berg said. "They're aoing to be practically living with the consultant for ,six months to a year, so it has to be someone they like." Getting started can be ~ifficult in 1hc political con- sultina business. Consultants can·t nttract clients with a yellow pages ad; they rely on ref crrals from past cli- ents and victories that draw at1cntion to themsel~s. Many worked previously on politicians' staffs, and some worked 1heir way up at other people's firms. "You go in and make a heck of a good s;ilc:s pitch and pray you win the campaign," Ellis snid. "The best w~y to get business is to win campaigns." When it's not elec1ion time, many consultants do public affairs work, promoting causes and helping companies get proposals passed by government en- tities. There are al o public rela1ions firms like Nel- son's that do such public affairs \\-Ork yea r-round, •ut don't represcn1 candida1cs. · For example, Thomas Wilek Associates in Irvine was able to help developer Roger Torriero get a major Santa Ana project approved in 1988, when slow-growth sentiments were at an all-time high. Judy Johnson, vice president in charge of Thomas Wilek Associa1es' public affairs division, said 1he de- velopers were able to minimize public opposition to PIGEONS From A1 times a day to feed the estimated 450 bards th:u have come to 1ru t her. "I can put a bird on 1he hand of a child." Garcia's practice has triggered some complaints from nearby merchants worried about the me~ left by the birds, but the protes1s have ,quieted, Newport Beach Police Sgt. Andy Gonis said. In fact, Garcia claims that ci ti· zens and animal conirol officers a- like now call upon her help when- ever an injured bird is found. About a month ago, Garcia suffered a mnjor eye hemorrhage and underwent surgery that has prevented her from her daily pigeon-feeding duly. But she designated a friend to con1inue the recdilfga while she recuperates. On Monday, her friend saw a man drive away in a pickup truck with numerous pigeons in the back. Ourcia believes the man is the same individual she hcaJd was kicked out of Laguna Beach for capturing birds in that city to sell to hunting and dog-training clubs. A grieving Garciu said the trapper was probably able to lure the most domesticated of her pigeons since they are 1he most friendly and used to humans. Out she said whnt particularly hurt her was that local police From A1 signs in the city was "an undue burden on Free Speech." Following a review of the ordi- nance, City Attorney Thomas Kathe said certain provisions in the code were "unenforceable." In the proposed changes, the <:... - officen didn't try to slop the man, e\!Cn as a favor lo her. .. The animal control officers all know how I love those birds and care for them," she said. Gonis snid officers did contact the pigeon-napper. But the only thing officers could do was to advise the man be must obtain 1 business permit to c:itch the birds. "We checked with the state Department of Fish and Game and the U.S. Fish and Wildlife Service and lea rned there nre no regulations protecting pigeons," Gonis said. 3<kJay limit has been dropped, but candidates will be required to take down signs no later than 10 days .following nn election. A cash deposit, equal to what it might cost the city to remove the signs, would still be required, al- though candidates who believe the bond would impair their candidacy would have the option to request a fee-waver hcnring. And, Nelson says, there are several who won't. "I try to do it as morally, ethically and inexpen- sively as possible," said Harvey Englander, owner of Campaign Managcmenl Inc. in Cosia Mesa. thei r project, MacAr1hur Pl ace, by seeking relidents' _.. input long before a proposal went before the city. ..---------....:...------------==------------------ Ellis also draws the line al some point, even when opponents turn to mudslinging. Hoag Hospital, which recently had its expansion plans approved by 1he city of Newpor1 Beach. used a similar approach. It came on the heels of an ex- pansion proposal by the Balboa Bay Club that failed. "It's not for 1he lightheaned or wimps," Ellis said. "You've go1 to do everything wi1hin the law and your power to be successful. But when ii goes nega1ive, l stick to the public record only. I stay away from an opponent's private llfe." "h's nice to finally be able to say that Hoag was not another Bay Club," said David Paine, owner of Paine & ~iates in Costa Mesa, Hoag's con ultant. However, this Is an exercise In foolish ecotjOmy. The antl--oorroslon addhives found In antlf reeze do more than prevent rust formation on the Iron parts of the cooling system. They also prevent corrosion of nonferrous parts, as well as control e18ctrolysis between dissimilar metals. In doing so, the addftJves exhaust themselves by comblnlng w~h the metals to form soluble salts. After a certain point. even the soluble salts may build up to such a degree that they settle out. leading to muddy coolant. At this point, the entire system should be flushed and the coolant replaced . HEAVY METAL SOUNDS Some car manufacturers equip their disc brakes with wear-sensing devices.
