Report reveals 'Dixon's troubled youth
~In a motion for leniency, attorney for the former Newport Beach official convicted of
embezzlement files psychological evaluation portraying client as a lonely, disturbed man.

NEWPORT BEACH -Psychological evaluations
dating back to 1971 paint a picture of fo rmer Utili-
ties Director Robert Dixon as a lonely, sexually re·
pressed m::in who has acted out his childhood hostili·
ties through compulsive behaviors, including cm·
bezzlement. ·•
The Graduating Class of '92
Dixon, 47, faces up to 7 years in state prison for
diverting Sl.8 million from Newport Deach city cof-
fers over JO of the J 7 years he was employed there.
His attorney, Stephan OeSalcs, filed the psycho·
logical report Mond ay in Superio r Court along with
a motion 10 mitigate his client's sentence.
DeSales is asking that his client be spared prbon
time and given probation with local jail time in light
of Oi\on's long history of ps)chological probjems.
''He's a mess," DeSales said. "Psycllt>logically, he
operat.es in a fantasy \\Orld."
DeSales also emphasizes his client's cooperation,
pointing out that the ex-city offici:.il has igned all of
his assets over to Newport Ueach, including his
clothes, in order to make res1i1u11on.

probation report. "Ashamed that l injured the good
name of the public employees. Ashamed that I took
money. Deeply ashamed that l could not stop. I

unfold,'' echoed Erin Hayes,
one or three student speakers
at Friday's graduation exercises
at Corona dcl Mar High
School.
The mood of the ceremony
was upbeat, and occasionally
goofy. Students broke into the
wave at one point, blew giant
bubbles and bounced rubber
balls, one or which bounced off
the principnl's head.

to tell you about an experience 1 had.

so AJ told me about
what happened to him
at the Kragen auto
parts store on Superior
near 17th. Seems he
went in there to get one
of those covers that fits
over the dashboard of a
car to keep it from
fading and cracking.
"They didn't have one in stock for my
Cougar," AJ said, "but the young lady
said she'd order one right away and to
check back in a couple of days." AJ went
in several days later and talked to the
sam~clerk.

and was very apologetic," Al recalled. "J
told her it was no problem at all, not to
worry about it. She apologized some
more and said she would definitely order
it right away and call when it came in."
A few days later, Al got a call that the
elusive cove r had arrived. When he went
to pick it up, the Kragen store manager,
Mike, insisted on giving him a 25 percent
discount.
"l told him that wouldn't be necessary,
that it was no big deal and that J
appreciated the service," Al said.
To which Mike replied, "No sir, you'll
have to take the discount. We don't do
business any other way."
"A simple gesture like that makes you
feel pretty good," AJ said, "and it sure
makes a loyal customer out of you."
And it makes you wonder why more
businesses haven't caught on to this
revolutionary tactic.
J have bought new cars and received
le s attention than I got from Aaron
Niderost at the Aquatic Center on
Pacific Coast Highway and Balboa Blvd.
I went in to buy a short-legged wet
suit to make snorkeling the shivery
waters at Catalina more pleasurable. As
dive-shop purchases go, it was no biggie.
But a couple of days later came a note:
"Thanks so much for thinking of us al
the Aquatic Center. Hope your shorty
suit works fo r you. If you have any
questions, comments or problems, please
call or stop by and I'll take care of you.
Thanks again."
Aaron invested maybe a minute or two
of his time, and the Aquatic Center
about 65 cents of its money, including
card, envelope, stamp and wear and tear
on the ballpoint pen.
But I le.now one customer who will
drive by two or three other d ive shops to
get to their store.
Shirl ey Sheppard of Balboa tells of a
visit to Fashion Island where, "You ·
could have shot a gun through the ~
Atrium top floors and hit no one, yet the
sales clerks were too busy socializing to
eveq see a potential customer."
Shirley contrasts that observation with
kudos for, "One of the hardest working,
kindest and funniest business people I've
met, Anne Grothus, the 'love balloon'
lady. What a character!"
She notes that, "For over ">even years
l've ordered balloons for f nend ,
business people, ill people, etc Annie
never fai l to deliver with a mile, often
an outlandi b clown cosrume and always
wilh a will)' quip and spectal pcr<;0nal
touch .
"I le.now that she donate her balloons
and {her time) often for charity events
and such. She is my idea of 4i good. old
fashfoned American entrepreneur.''

"Now, the judiciary, in case after case, comes
up with decisions that stand justice on its
head," the assemblyman wrote. "Your institu·
tion has fallen beneath the Congress and Leg·
i lature in disrepute."
Wilkinson chose not to comment Tuesday
when asked about Ferguson's remarks.
"l think thnt Amburgey fOt a raw deal," Fer·
guson said when asked about his letter.
The judge ruled that Amburgey failed to
prove allegations that city leaders conspired to
ruin his 1990 re-election bid. Days before the
election, city officials filed conflict of interest
charges against Amburgey. The charges were
based on City Council minutes.
The charges were Inter dropped when Am·
burgey produced a privately made tape record·
ing proving the minutes were incorrect. Am·
burgey then filed suit, seeking $3.8 million for
damages to his reputation and business. The
judge pointed out that under state law, public
officials are immune from civil liability for ac-
tions they take in the couriC of their duties.
Ferguson said he attempted to overturn the
law years ago, but failed. .
"We tried one time, but the lobby of local
government is second only to teachers," Fer-
guson said.
The letter to Wilkinson is not the only mes·
sage Ferguson has sent to local judges.
"I help in getting judges appointed and I
want to be sure wr. appoint good judges," he
said.
In this letter, the assemblyman also targeted
the Daily Pilot for what he saw as e~ploitation
of the Amburgey story. He criticized the paper
for "crucifying" Amburgey in its coverage.
"They purposely went out to hurt this guy
like they did to (Dana) Rohrabacher," Fer-
guson said.
"Gil's apparently seen 'JFK' too many times.
There's no conspiracy," said Daily Pilot Editor
William Lobdell. "lloth Orv and Dana have a
knack for getting themselves in the news. We
just report it."

tive action, Wymer agreed to be
barred from associating with any
broker, dealer, investment com-
pany, investment adviser or securi·
ties dealer.
The civil-suit settlement did not
require Wymer to tum over his sc·
curiries trading license, but under
the agreement reached last week,
the license was revoked.
Wymer also faces criminal
charges of securities fraud, money
laundering, making false state·
ments to investigators and ob·
structing justice. He is expected to
stand trial on thos~ federal charg·
es later this year in Los Angeles.

Localauto _dealers have put
together a winning st reak of sorts
-an improvement that they hope
marks the end of a long, severe
slump.
Respondents to The Daily Pilot's
monthly survey of auto dealers in
the Newport Beach-Costa Mesa
area averaged a 22 percent sales
increase in April over April 1991
levels. The improvement followed
11 percent and 12 percent gains in
February and March, respectively.
After a few false signs of
recovery in the l.ast year, members
of the survey group are hesitant to
interpret their recent successes as
the beginning of a comeback. But
the three slraight months of
increased sales represents the
largest, most sustained
improvements the local dealerships
have achieved since the surveys
began last year.
"We're picking up quite a bit
this year," one dealership owner
said. "Every month, I think the
economy is getting better, but I

The local improvements have outstripped
nationwide gains in auto sales. Overall vehicle
sales :Jre up 6.3 percent over last year's pace so
far in 1992, including a 4.2 percent gain in the
first 10 days in June.
"I think it's a good indication, but I'm not ready
yet to go out on any street and start spending my
money."
Another dealer in the survey group said he's
encouraged by his slow, steady sales improvements
over the; last few months. He added that he's
confident he can sustain the improvements as he
enters the traditionally strong summer months.
On the negative side, one survey respondent
suid that while sales have been up in recent
months, profit margins have been down from
normal levels. He said recession-wary consumer!>
have become especially price-sen~itive, forcing
dealers to squeeze profit margins in order to
compete.
"It's slowly taking off," he said. "It's not like
any kind of dramatic improvement, but it doesn't
look like a bleep, where it jumps up a bit and
settles down. Each 10-day period seems to be
better than the last."

acquire J.M Peters

Pacific Homes Inc., a shell
company headed by a former J.M.
Peters Co. executive and his East
Coast part ner, has agreed to buy
controlling interest in the
Mruggling Peters organization for
S47.J million.
Capi1al Pac.tr-«:, a eompany

Dale Dowers and developer Hadi
Makarechian, is the third company
in recent months to negotiate to
purchase an 86 percent interest in
J.M. Peters from the Resolution
Tru~t Corp., which became owner
of the stock with the closure of
San Jacinto Savings. The other
two suitors, Kaufman & Broad
Home Corp. and Costa
Mesa-based TMC Development
Corp., backed away from the deal.
The transaction would give
Capital Pacific 2,000 lo ts and 60
unsold homes. Capital Pacific
would also assume liability for
$144.8 million of the luxury
homebu1lder's debts.
The transaction is expech.:d to
be completed by August. Just
three years ago, the 12 million
shares owned by Houston-based
San Jacinto had a market value of
Sl68 million.
Emulex will lay on
90 local employees

it will cease production of storage
products for Digital Equipment
Corp. systems and lay off 160
employees worldwide, including 90
at its facility here.
The layoffs will take place this
week. Discontinuation of its line
of storage products will allow
Emu lex to focus on its 'more
profitable computer networking
products.
CIMCO posts strong

Inc. posted net income of $1.1
million on revenues of $70.l
million for its 1992 fiscal year,
ended April 30, down from a nee
of $2.6 million on revenues of
$64.5 million in the previous fi$cal
year.
Although CIMCO's earnings
were down sharply fo r the year as
a whole, the Costa Mesa company
came on strong in its fourth fiscal
quarter. CIMCO posted net
income of $587,000, or 20 cents a
share, on revenues of $19.2 million
in fiscal 1992's fourth quarter,
which comporcd with D nee of
$723,000, or 24 cents o share, on
revenues of $17.S million in the
