NEWPORT-MESA - The d:iy of reckoning for confessed school district embezzler Stephen Wagner has been postponed. Wagner, focing' eight years and eight months tn stntc pri)()n for embezzling nearly S4 million from the Newport-Mesa Unified School District, was chcduled for sentencing on April 2 in Orange County Superior Court. But because of conflicts in Judge John Ryan's schedule, Wagner will appear in court on April 1 to set a new sentencing date, according to Deputy District Attorney Carl Biggs. School di trict attorney Spencer Covert s.iid a tentative date of April 30 has been agreed upon, but enc d.ltc must be set in court. Wagner's attorneys say their client has fully cooperated with the school district and i eriou about wanting to m:ikc restitution. But school di trict officiab say Wagner has offered only minimal cooperation. Wnher Hahn, director of Kenneth Leventhal & Co. 's Ncwpon Beach real estate consulting pracuce, predicts that Orange County housing construction will be up slightly this year from 1992's 6,000 units. He said that by 199.5, the ~ounty will be up to 12,000 units a year, and the market will peak out at 18,000 units, in· eluding 4,000 apartments, in 1997. While the 1997 pr9jection is triple last year·~ level of residential construction, it is far below the approximately 24,000 units that were built in the county annually between 1986 and 1988. Still, even a partial rebound will be an impor· tant stimulus to the local tconomy, as dramatic • decrca cs in con truction employment durin1 the rece ion were viewed as con iderable set- backs ec,onomically. Hahn predicted that after relatively strong absorption or residential units between 1996 and 1998, the county will begin 10 slide back into another recession, and hou ing starts will taper off lo 8,000 units annually by the year 2000.
