NEWPORT BEACH The New·
port Conservancy has hired on attorney
to determine whether the cost of the
upcoming Measure A election, which
the Conservancy has promised to pay
for, will count as a campaign coniribu·
tion.
By federal law, the non-profit New·
port Conservancy can only spend 20
percent of one ye:ir's budget on lobby-
ina voters on ballot measures.
Conservancy founder and ci ty council·
woman Jean W1m said the conservancy

The Conservancy h s donated $34,000
to the Committee to Preserve the Cast·
aways and Newponcr Nonh, the politi·
cal action committee created by the
Conservancy to support Measure A.
Wau said if the election cost is fig·
urcd into the 20 percent cap, the Con·
servancy will exceed the limit.
The Conservancy can solici' separate
donations to pay for the election, but
those gifts would not be tax-exempt.
''We've made a determination that we
will hold ouf\elves responsible to sec
that the election costs are paid for,''.
Watt said. "If it is dc.emed to be a cam·
paign expense, we are.going to find the

Bork said since they naven't had luck finding
• its owner, officials are trying to place the hen
• with the Costa Mesa Hi$h School agricultur:il
progrnm. He is still waitmg for word on whct11er
· the school will be able to accept the fowl or not.
"We're going to try and place it somewhere in
the city first and if that doesn't work, then we'll
rurn it over to the Humane Society," Bork said.
Bork said finding anim;ils like this hen doesn't
happen often but isn't an unusual occurrence:
"We'll take anything that is running stray. It's
part of the service we do."
