Welles' War of the Worlds and learned that Martians had landed near Grover's Mill, NJ, killing 1..500 and spreading poison ps across the late. Despite Welles' explanation of the Check It Out program's fictitious premise at the beginning of the broadcast, alarmed listeners panicked, prayed, wept and scurried to arm themselves with weapons and gas masks -anything to protect against the alien menace. While the Newport Beach Public Library's science fiction collection may not cause the s:ame kind of uproar, the excitement of exploring the world of speculative fiction lies waiting to be discovered in print, audiovisual and sound cassette formats. From the older classics of Jules Verne, Edgar Rice Burroughs and H.O. Wells, to the latest "cyberpunk" of William Gibson and the new Ben Bova best seller, the collection has offerings for all interested in worlds beyond ours. Among the most popul:ir arc books, movies and sound tracks born out of enthusiasm for George Lucas' Star \Vars, found listed under Title Keyword: Star Wars. In addition to fiction from a range of authors, find How to Draw Star Wars Heroes in juvenile non-fiction, plus videos and sound recordings from the original SlJlr \Vars film as well as it sequels. Star Trek fans can explore the final frontier with the next generation, while disCO\'Cring earlier aspects of Spock's work in fiction and non-fiction. Also available arc M>und and video recordings, including StlJf Trek JI, The Wrath of Khan and Star Trek, The Motion Picture. Other epic adventures or "space operas" include over a dozen titles from Elcnium Trilogy author David Eddinis and Terry Brooks' Shannara series. The prolific Arthur C. Clarke, author of 2001 and 2010 and a frequent co-author in recent years, has a new solo work-out. Set in 2010, The Hommer of God is a thrilling talc involving a comet on a collision course wi1h Earth. For a narrative interpreted both dramatically and in print, check out Piers An1hony's Total Recall, then view the sc reen adaptation on video. IC your interest lies in reading abou1 science fiction, the library offers both criticism and bibliographics. Marilyn Fletcher's Readcn Guide to Twentieth Century Scienct: Fiction is a panicularly insightful reference, offering biographical skc1ches, plot summaries of major works and brief analyses o( factitious themes and styles. For writers cager 10 weave their own our-of-this-world accounts, J.N. Williamson oCfers guidance in How to Write Talcs of Horror, Fantasy and Science Fiction. The short story h:is always been a mainst:iy of spccuJative fiction. For a choice overview, enjoy the ofCcrings in Nebula Awards 27: SFWA 's Choices for the Dest Science Fiction and Fantasy of the Yeors. Especially recommended ts Terry Bison's three-page talc, "They're Made out o( Meat." Science fiction books in print and on cassette have SciFi labels on them and arc shelved together to aid in access. With little more lhan a mile be· -A From 1 lt will be a major victory ror the Newport Conservancy if it can convince 60 percent ol thc voters to OK a $68 million bond issue in 1993. If at least 60 percent approve the idea, the council will consider forming a special asseument dis- trict to purchase, mni.ntain ond preserve 138 acres of open space known u the Upper and Lo~cr Castaways and Ncwponer North. If the measure fails, The Irvine Co. will proceed with plans to build 363 homes there. The council would enact the as- sessment under lhc 1972 Land· scaping and Lighting Act. Accord· ing to the act, the city isn't re· quired to hold an advisory elcctjon to form the assessment district. That angers the Newport Tax- payers Alliance. "This tax is an end run around Proposition 13, which requires a two-thirds vote of the people," its members have printed in campaign materials and repeated in countless debates. If the measure puses, a protest hearing will be held. IC the owners of 50 percent of the property in the city say they don't want to p:iy the assessment, the proposal dies. Even if less than 50 percent op- pose the project, the city still could decide not to proceed. The organized opposition hopes 1t doesn't come to that. "It's sort of economic idiocy to be doing this at this time," said Planning Commissioner .Harry Merrill, treasurer for tltr'Allianee. "h 's just fiscally irresponsible to try to hit on people when they're having trouble mak..ing payments." The Newport Harbor Chamber of Commerce has joined the Alli· ance in opposing the measure, say- ing business people just don't need any more-ta'Xc$-; Conservancy members maintain the annual assessment is relatively low -$120 for a single-family homeowner, $102 per ur.it for apanmcnt owners and $120 per 2,000 squ:ire feet for commerci:il properties, including churches, hospitals nnd schools. "These times have made the price as affordable as it is," rcsi- • dent Ann Giffoat said. By dawn the threat Just a few miles down the coast, in Laguna Beach, voters over- whelmingly approved 1 bond issue in 1990 to buy Lacuna Canyon from The Irvine Co. Known as Measure H, the pro- posal to buy L.oiuna Canyon sur- passed the two-thirds needed for approval, getting support from al·· most 80 percent of the electorate. Mike Phillips, director of The Lnguna 0.nyon Conservancy, said he's surprised the debate has been so fiery in Newport. "We hnd some oppo ition here on Measure H, mostly from the old gu:ird," he said. "I guess in uguna Beach, preserving open sp:icc is 11 priority, You're truly struck by the finality or develop· ment. When it's gone, it's gone." In Laguna, property owners were assessed based on the value of their homes. Phillips said the average assessment was about $125 per year. The $20 million bond issue is spread over 20 years. .. ln Newport, it's three times that amount, but we have three tirncs as m:iny people," said Jean Watt, a city councilwoman and founder of The Newport Conser· vancy. The Laguna Canyon Conser· vancy will end up paying $78 mil· lion for almost 1,592 acres -if they can raise lhc money. So far, the Conservancy has pur· ch:iscd 1,362 acres at a cost of $40 million, leaving 230 acres to be bought for $38 million. "This is where The ll'\ine Co. 1s pretty bright," PhiUips said. "On the remaining acres, they have en· titlcments to build 1,839 units." He said he doesn't know if they'll be able to mnkc the finol balloon payment, which is due ne.¥t year. Tao mmy nnown.T · Opponents of Measure A say · fcnr of lhe unknown is rc:ison enough to vote "no." The Allinnce maintains, for ex· ample, that n fu'\urc council could increase the assessment annually. "That's an outlandish idea," Watt said. "ll is true that some of us arc bumbling idiots, but when you go out to the public for a vote like this. you 're not going to go and change something. She said a future council would, at lhc very least, be required to conducl another protest hearin1 before upping the tax. The justice -or lack thereof - or citywide special asse mentJ has been araued before. When a different council want· cd to create a special assessment district in 19n to purchase open space, then~Oty Attorney Dennis O'Neil warned against it. A similar district bad been ere· atcd in San Diego, and O'NeiJ told the council he hnd discussed the idea with three firms that han- dle public agency bonds. "AH concerned ~uestion the le· gality of the San Diego pl:in on a citywide basis and were reluctant to recommend it for the City of Newport Beach," be told the Daily Pilot in a story prin1ed in April 1977. . . Watt said O'Neil was a "very conscrva1ivc" city attorney. San Diego's plan never faced any legal challenges, she said. , Watt said the assessment pre· sentcd to voicrs on Tuesday would be lowered or its payback time ~hortcned if the interest rate falls below 7 percent. The district will not be established unless a fixed interest rate, 7 percent or lower. is secured. She s:iid lcgisJntioh currently in the ""orks could bring the Conser- vancy state and federal grnnts, possibly trimmina the life of the assessment district. Phillips said he believes people take open sp:ice for granted. He suggested Newport's voters should \lisit the 'Properties at least once before heading for the ballot box.
