COST A M ESA -At any given
time. an estimated 400 homeless
people are rniding in Costa Mesa,
accordina to a 1993 Orange Coun-
ty Homeless Issues Task Force
study which appears in the city's
recently released Comprehensive
Housing Afrordability Study.
Of thb 400. 22% an: believed
severely mentally ill, 16% suffer
substance abuse problems and
38% are afflicted with both of the

Rou&hly 46 of the 400 arc con-
sidered sheltered homeless since
they a1eep at the Orange Coast In·
terfaith Shelter.
"The unsheltered homeless can
be found living on the streets, or
in can," the study reports. "They
may spend the night on a bus or in
a hospital emergency room. They
may be evicted from their place of
rest at any given moment and arc
o ften only minimally protected ·
from the clements."
The task force has identified
more than half Costa Mesa's un-
sheltered ho meless as families with
children.
During fiscal year 1992-93, 38

joined the ranks of the homeless

Assemblyman Gil Ferguson fought a bl oo dy battl e on the island of Ta raw a
50 years ago. He recently visited th e is land for a 50-year reun ion of veterans.
