of hope is rising up through
tile community as' residents
fight back to regain control
of their neighborhood.

Finl the landlords moved
out. Then the drug dcaJcn
moved in. And, finally, six rival
gangs staked their claim in the
heart of the West Side streets.
Three years ago, police were
st.ill reluctant to admit the city
had any homegrown gangs. Just
"wannabes," they said.
Cos1a ~1es.a still touted itself
as a safe haven from the
gunfue that plagued
surroundin& cities.
All thal changed July 25. 1992, .
On that 'sweltering 1ummer
night, cu!'ftre erupted on
Shalimar Drive, injuring a
you., man in whar was 10 be
the first gang shooting rccord~d
in the history of Costa Mesa.
NCxt came a retaliation. Then
a rctaliarioo for that re1lllia1ion.
And lhc ncighbon shrank back
in fear.

Tired or being bullied by the
gangs. drug dealers and
slumJords. law-abiding \Vest
Side citizcm arc organizing an
emotional grass-roots effort to
clean up their community and
take back their streets.

Buddy, in fact, never learned
bow to be an c.qlc, according to
Dick Griffin., administrator of the
Alaska R1ptor Rchabililation
Center. "He is permanently ·
injured." Griffin says. "He should
be flying free in Alaska."
The 5-ycar-old-bald eagle was
found in the small Alaskan island
village o( Kake, where residents
m11rvclcd a1 his odd behavior.
Buddy walked through the town
beggin1 for food from children.
He was turned ow:r to the
Alaska Rap1 or Rchabili1a1io n
Center where veterinarians
eventually realized Buddy was
probably taken from his nest as a
chick and raised by humans -an
illegal act.
Eagles imprint during their firs t

afraid of other bald eagles. He had
10 be taught how tony by t1ainers
at lhe nptor center where he lives
in Sitka, Alasb. He cou&d live to
be SO years old, but he can never
be releucd ·into the wild.

Police, -residents work together to solve woes
W hen city ofricials here talk
about Costa Mesa's crime
rate, they like to compare
ii to Santa Ana.
But some residents believe
1hey're using the wrong model.
"The police say, 'Look. Santa
An:a has 10,000 gang members. We
only h:ivc 100,"' said West 18th
S1reet resident Leo Madueno.
"When they should be saying,
·NcWport Beach has no gangs.
Let's be like them.'
"There is no vision."
Police beg to differ.
"We arc :r. proactive police
department in crime prevention,"
said Lt. Al Ken!. "And I underline
'prevention.' "
Since the city's fint street
shooting in July, 1992, Kent points
out, the Costa Mesa Police
Department has:
