BY MARN1E McLEoo, sT,\rF wuTu · COST A MESA _, Cutbacks and curbing the urge to spend has finally paid off _for city official s, who expect their budget to be back in black by June. Midyear forecasts show that city leaders were conservative in their estim ates and now expect a $2 mil- lion excess auhe end of the 1993- 94 budget year, marking a rC\er!>al from last year's spending, ''hich forced the el imination of 50 posi-· tions and a cutback in overall city spending. But officials say they won't be- come lax in their habits becau!>e · they realize the surplus could be taken away later by the state in its attempt to balance its own budget. "We have to be cautious," said City Manager Allan Roeder. "There may be a lot of factors that could change that." The surplus is part of the city's $51.2 mill ion general fund, which makes up about 84% of the city's total S61 million budget. Although 17 people on Alvarado Street use it as a mailing address, most of them h\'e in the rear units of duplexes located on Montero Avenue or Alvarado Place. Residents of Alva rado Street and Alvarado Place agreed last month that one of the thorough- fares should be called something else to eliminate the confusion, but they differed on which street to renume and what to call 1t.
