Tom Tolman, president of the Polic.e Employees Association, said this year's awards breakfast is not affiliated with ~he 10-4 Club in any way. He said members of the rank and fil e that he has talked to are looking forward to it. "They're excited lo be able to attend a breakfast like this, where the community can show it's sup· port.
