The study, which the :board voted to pay $33,000 fo r last April, concludes that ~'there is ' still lingering distrust or the dis- trict ndministration,'~ according to sources. For that reason, the report apparently concludes, the dis- trict needs to concentrate on. boosting its image before boost- ing its coffers. District officials canned a $1 million fund-raising campaign after former budget director Ste- phen Wagner made headli nes with the largest public school district embezzlement in Califor- nia history. Superintendent John Nicoll resigned shortly after amidst a community outcry for a change of schoo~ leadership. At 1he time, a professional fund-raising firm advised th e dis.trict to wai t until it hired a n.ew superintendent and ·re· stored public confidence before attempting to renew fund-raising efforts. While in 1he fin al stages of hiring new Superintendent Mac Bernd last spring, the board memb ers voted to employ former USC fund-raiser Shari Thorell to see if the time was right. After spending this year inter- viewing school district staff, community members and poten- tial corporate donors to measure !ll,lpport, Thorell concludes it's not. according 'to sources who have read the study. ~ 219-page audit report says district is fractured by division, dlsorganiz~tion. The picture that emerges from the massive curriculum audit re- port is one of a district fractured b1 division and disorganization, ac- cording to school bo:ird members who have reviewed the report. ·The 17,500-student Newport· Mesa school district has not kept up with state-mnndated curriculum changes and teachCJS are failing to actively en~age students, according to ?CCOunts of the report disclo!lcd by school board rt;1embers and audit committee officials.
