Newport-Mesa district
The Newport-Mesa Unified School
District was measured by the audit team
against five model standards for the oper-
ation of a school district. A definition of
each of the five standards and tne subse-
quent findings of the auditors follows:
Standard 1: A school system ls able to
demonstrate Its control of resources,
proarams and personnel.
FINDINGS
l) District planning is limited, ..
fragmented and inadequate for directing
the organization.
2) Board policies arc incomplete ond
inadequate to provide an effective
framework for curriculum management
and control.
3) Leadership changes have created
temporary instability and board functions
have become confused.
Auditors say Newport-Mesa has many talented
and dedicated educators, but there is much
confusion about where the district is heading

is a single theme running through
the highly critical curriculum
audit report made public Tuesday
night, it is that the Newport·
Mesa Unified School District had
become a rudderless ship in re-
cent years.
h is a ship with many talented
and dedicated educators on
board, but the auditors who re-
viewed school di~trict practice~
and procedures la~t December
say there is much confusion
about which way the ship 1s head-
ed.
"There is an extremely high
level of professionalism in this or-
ganization," said lead aud itor Sue
Greene, speaking to about 200
educators and community mem·
bers packed into a school district
board meeting room Tuesday
night. "I don't want anyone to
leave here tonight ... feeling de-
-pressed or bad."
But Greene's recogni tion of
the district's ambition t_, impro'e
goes h3nd in h3nd "ith serious
concerns raised b) the six ed-
ucators who conducted the audit
for the independent National
Curriculum Audit Center:
•Teachers too often make
their own decision~ about ''hat to
teach, with limited connections to
districtwide goals.
• Principals too often run their
schools \\ith incomplete guide-

• Waived a 60-day
notice by the county and
allowed county socinl seivice
officials to use donated space
at the Share Our Selves
medical facility on Superior

March 10-11, two of·
(Sunny Hills High}, is a member
of the U.S. national team for the
second year in a row. .
Weinstein jumped ahead of
Abrams, a 6-foot-5 sophomore
whose serve has been· clocked at
126 mph, 4-1, then held on for the
win in windy, chilly weather.
"Jed's patience was great,"
Mang said. "Geoff likes those big,
bashing balls. Jed's a smact play·
er; he'~t give anybody a good
game. Dig guys sometimes take a
while to get warm~d up. Jed was
going for a lot of winners, and he
hit them at th e right time, and he
made some grent defensive shots.
"Nothing came easy for Geoff;
but then again nothing came easy
for Jed. Rig'ht now, it looks like
(Weinstein) is the

Singles standouts Rob Horansky, Mike Leo-
nard and Patrick Wydra did their part emphatically, each
sweeping, and between the three of th em, allowing but two
points to the opposition.
Dut it was juniors Tom MacDuff and Kevin Radisay who
held the real key to the victory with their sweep in doubles.
The two right-handers. combined for 6-1, 6-4, 6·3 tri·
umphs over the three Mustangs' doubles teams to salt it
away, improving Estancia's record to 6-2 overall.
