Despite assurances from coun- cil members and city administra- tors who said the action will give the city more leverage over the cemetery, the people who live above it said they don't want to see any more mausoleums. The cemetery has permission from the county to build 50,000 square feet of support structures. About 43,000 square feet already have be~n built. A general plan amendment wou ld give control of the cem- etery's expansion plans to the city. The city would then require the cemetery to apply for a con- ditional use permit and site plan review -both of which require public hearings -before the cemetery could build anything. In granting the permit, the council could impose conditions on the cemetery to lessen the project's impact on Spyglass. They could even,.equire the cemetery to put grass rooftops on the mausoleums. Spyglass residents maintain the cemetery has been a bad neigh- bor. They said Pacific View has dumped piles of dirt behind its existin,g mausoleum, creating an eyesore for the folks who look down on it. Pacific View officials maintain the dirt and construction equip- ment are only temporary. They said they will work with neigh· bors to come up ·wi~h an ogrcc- able proposal. "I'm the culprit who designed this plan," said Robert Levonian, a G1end;ile architect who special- izes in building cemeteries. "We will provide a design th;it does not impede the view." Spyglass residents repeatedly asked the council not to take any action and effectively kill the pl;in. But according to City Attorney • Bob Burnham, Pacific View could decide to take the city to court if the council deliberately stonew;illed the project. He said the cemetery may argue it al- ready has the right to use the land as a cemetery. In voting against the general plan amendment, Sansone said the plans call for structures which would be unattractive to the people who live in Spyglass. "I think that Chinese wall through there is repulsive," S;in- sone said, referring to a wall of "&arden crypts." Cemetery officials said more and more people are choosing cremation over burial, so more mausoleum space is needed. Planning Director Jim Hewicker said Monday the city has been negoftating with the county to determine now to divvy up the sales tax revenue from Santa Ana Heights businesses. · Although county officials have expre!>sed an interest in cutting the area loose, they want to keep almost all of the sales tax rc\'enue, Councih~oman Evelyn Hart said. The cilY of Laguna Hi lls is challenging the county in coun ove r a similar issue, City Manager Kevin Murphy said. He said it may be wise to see how the case turn!> out before proceeding with th e annexation. of Santa Ana Heights. · ' Once that's resolved - which officials hope will be · within a few months -the' city can apply to the Local Agency Formation Commission, which reviews annexation requests. That process would take about five months. From th ere, Santa Ana Heights residents would vote on whether they want to become part of Newport Dcach. Crean said the community has been wanting to annex to Newport Beach fo r more than 20 years. "Why should it take a ye:ir, or even 20 minutes?" Crean s:iid. "l haven't talked to anybody who lives around hen: who hasn't been fo r it. Somebody here a couple of years back took a poll, aml it was something like 89CC in favor of i 1." An additional S 150,000 to $200,000 a year would be needed to provide Santa Ana Heights with Newport Dench-type services. Murphy said city staff currently is calculating whether annexation would be worth the expense. Once that's completed, which Murphy expects will be in a couple of mon ths, the city will have a better idea of whether to proceed. · Santa Ana Heights residents will be asked to pay the cost of .annexation. Murphy said he doesn't know what the cost will be until the city's cost:rcvcnue analysis is completed. Annexation of Santa Ana Heights has been a goal of Newport Beach Mayor Clarence Turner since his election to the City Council almost eight years ago. He said the city has been stu d> ing the feasibility of annexation since the 1970s. "Can't we jui.t inake a decision?'' he asked city administrators during Monday's study session. "Let's put it out there and let the citizens decide whether they want to proceed." Also on Monday, staff gave the council a two-year timellne for annexing the West Newport Oil property. Stretching from Coast Highway to 19th Street, the 500 acres along the Santa Ana River is presently an active oil field and one of the last, large undeveloped areas in Newport Beach's sphere of influence. All but 75 acres of the property are in county territory. West Newport Oil Co., which operates the property for O\\ ners Mobil Oil Co. and Rancho Santiago Partnership, planned at ane time to build about 2,000 homes, a neighborhood shopping center, a couple of parks, an elementary school and a new four-to s~·lnne road. Those plans have been put on hold. The other large, unincorporated area within Ne,\port's reach is Newport Coast -The Irvi ne Co.'s lush development nestled in the hills between Corona del Mar and Laguna Deach. Councilman John Hedges pushed Monday for a speedy annexation or Newport Coast, but staff recommended waiting until the area is more developed. Hedges said that doesn't make any sense to him. ''It seems to me it would be in the interest of the residents, • the landowner and the city to annex it as soon as possible," he said. ''Why wait? The county will end up with all the revenue." 1195 Baker, Costa Mesa TODAY ICllNCI "WNO DONI In'' Children ages 10·14 can dust ror fingerprints, ldcntiry microscopic fibers to uncover clues and h~lp Sherlock Holmes solve a mystery in o special forensic Science workshop today and April 5 at the Uiunch Pad, 3333 Bear St. in Crystal Court in Costa Mesa. Chatman hero for Mustangs BY RlCJl.AR.D Dui-m, Sroan Warru NEW p ·o RT DEACH -Charles Chatman had strug- gled enough from the right side of the plate, so with the ga me on the line in the bottom of the seventh inning, he decided to switch rather than fight. Chatman, Costa Mesa High's junior center fielder and leadoff hitter, crushed a game-winning, two-run double that reached the right-field fence on one hop, scor- ing Jeremy Starns and Matt Droe- samle with one out to give the Mustangs a dramatic 4-3 victory over visiting Orange Lutheran Monday in the second round of pool J>lay in the Pride of the Coast Tournament at Newport Harbor High. Chatman, a switch-hitter, batted right-handed against Orange Luth· eran southpaw Tom Howard in his first three at·bats. He grounded out and struck out twice. Jn the seventh, however, Chat- man switched to the left side, and promptly ripped a 2-2 curveball to the wall, scoring Starns from third and Brocsamle from second, and making a winner out of Mesa left· hander Ryan Steck, who went the distance. "I kept telling my~lr. 'Right man, ri&ht spot,'" Chatman said. ''(Howard) struck me out two times before, and I figured he'd pitch me inside, because he was throwina everything on the outside corner when I was battina from the riaht side. "I moved up, I was on top or • It didn't look that bad early on for Es- the box, I choked up and I crowd- ed the plate. 1 was daring him to pitch me inside. He could either do two thing-5: Throw a strike, or hit me." Howard (0-1), who entered the game wi th a 1.87 earned-run aver- age in 15 innings pitched, threw a strike. ~hatman took him deep. But the Me sa speedster wasn't sure if the not-so-speedy Broe- samle, who had to make sure the ny ball wasn't caught, would score. "I got around first Mse and l saw Mall rounding third, and l thought, 'What the heck?' " Chat· man said. "l didn't know if Broesamle was going to make it," Mesa Coach Doug Deats said. "But it was a nice inning. That was a big, clutch hit. Thal was as clutch as it gets for us.'' Steck, who struck out eight and allowed only four hits, earned his inaugural victory of the season, as Costa Mesa improved to 4-7. "I felt like I could throw a strike whenever I wanted to," said Steck, who has the word control inked under the. bill or his cap. "It lookc<\ at (my cap) quite often today, and I'd just rub it on my arm. This was my best perform- ance of the year." The Mu!itangs, al o led by Eric Estrella's three hits and Josh Cant's continued hitting tear (four-game hitting streak), were twice succcssf ul on slashes, moving runners into scoring position with- out giving up an out.
