It was 1894. Lumber for the school wos donated by the Mcfadden brothers who owned the nearby whor(, now called the Newport Pier. Local residents had volunteered to build the school. Facing :i budget shortfall of more than $400,000 -even after trimming the city's work force by 33 jobs and skimping on capital improvements -the Newport Beach City Council will decide tonight whether to impose new fees on residents, business owners and visitors. City Man:iger Kevin Murphy will ask the council to charge a head tax for charter boats, increase the late fee for parking tickets, and create registration fees for home security systems. All told, the fees would earn the city an extra $375,000 per year, Mtirphy said. Even if the council approves the proposals, the fees won't go into effect until a second council vote is taken at a May 23 public hearing. TO TH£ DAILY ru or T he Niemiec family moved into its home two blocks north of the Newport . Beach Elementary School in the early 1940s. Every morning Jan, Jim and Babe (Justin) would walk down the alley to the old entrance to che school. Kicking trash cans on the w:iy ho~ from school was always fun . As a J<indergartner I can remember the big room that fronted the boardwalk where we all finger painted on a sheet of white paper and the big mess I would always make. In the aft ernoon all the kids had to take a short nap on the h.mhi,;ood floor while the teacher re!>ted a little, too. We mu!>t have been one wild bunch of kids. A~ l recall in those days it \\as fun to go to school and play with the other children. 1 can remembc~ playing marbles on the dirt playground with Pete Rabbit, Ron Bergeron, .. Johnny Eggert, Tommy Cottle, Larry Hagen, Jackie Schmidt and my best friend Russell. My mother was upset with all the ~e~ing she had to do to repair worn ou t knees on my pants because of this constant marble playing. Tether ball was always exciting and the rusty metal merry-go-round, swings and monkey bars seemed always to be filled with kids enjoying 1h'e msclvcs with this very basic recreational equipment. When the school paved the -playing field next to the ocean with blad.lop the kids didn't lif...e it much (the girls did). Also, as J recall, the bigger kids 1call} didn't buthcr us at Newport Elementary. they kind of lefl us alone as they had <liffcrent recess periods and ''cnt w class in another wing of the sc hool. I liked my second-grade teacher, but I think that Mrs. Walker, my third-or fourth-grade teacher, was my favorite. Don't ask me how I remembered her name, it just came to me as J was writing this. I guess I was a brat nnd I don't kriow how I got the nicknpme PccWce, but I do rcmc(,Tlber getting the back of my knuckles slapped many times by mad teachers who could really handle a wooden ruler. There was one thing that every student at Newport Elementary did and that was to bring trading cards to school. Lunch periods were spent on the school grounds trading cards with a picture of Citation or Seabiscut for cards depicting an old English country side home or a pretty dog. l remember that girls li~ed to trade horses, flowers and other pre11y cards, and it was an activity shared by everyone in the late 1940s ar this landmark elementary school, except for .the teachers who had a difficult ·time getting our attention in class while we continued showing cards to wch other. I still have some of the old trading cards and marbles saved in a box so I guess this was a "special" time for me while I was growing up and getting a c;olid education at Newport Elementary. l\ly fa\orite classroom was the big corner one that had huge windows and it s doors opened up into the hallway where the principal's office was located. All three of the Niemiec kid~ went on to graduate from Newport Harbor High School. My brother Jan still lives in the old beach house on Balboa , Blvd., while my brother Dabe has moved up to Brooki~1gs, Ore., where he says it's like living in Newport Beach in the lntc-1950s. h 's too bad that my son Brook was not able to attend · Newport Elementary, we moved to Tustin before he started school. Every time I go by the old school it brings back gre:ll memories of times past. I must have gotten a good education at Newport Elementary in addition to having a good time and making lots of friends. A law dps for solving city's nnanclal troubles A FEW THOUGHTS ON HOW TO RESOLVE OUR CITY'S FINANCIAL CRISIS -The Newport Beach municipal budget is in terrible shape, with City Manager Kevin .. Local Scene Murphy seeking new taxes to erase a $3 million shortfall, and it behooves all of us to ceme up with money-raising ideas. Jn line with this column's ever-ready efforts to be helpful, herewith a few cutting comments: •Tollbooths: These should be erected on both ends of torn-up streets, where traffic is so snail-paced that the thoroughfares could qualify as scenic drives. Take, please, Mariners Mile, also known as Orange Cone Lane. Motorists ~ sho uld be happy to pay for the leisurely privilege of admiring water-front views, instead of just whizzing by. •Bus Stops: Erect Kissing Booths at strategic si tes, manned by Newport police. (This fund-raising idea has been proposed by a nice neighbor lady, who fervently believes that our officers look really cute in their uniform shorts.) • Eliminate Those Blankety-Dlank Street Sweepers. There are five of these infernar Zambonis making twice-weekly rounds, and their expense is not justified by the piddling $29 fines imposed on unwary curbside parkers. As someone who has personally subsidized this costly program, I recommend that they be replaced by convicts whose sentences included hours of community service. Another suggestion: Have this task be performed by physical phitness phreaks who believe in long walks. • Environmental Impact. Save money on cleaning-up procedures _by teaching pigeons and seagulls to fly upside down. • Economize on Street Repairs. Construct gas and sewage lines in an elevated mode, a la monorails, so that streets don't have to be ripped apart whenever there's an underground leak. Either that, or equip the roadways with convenient zippers. • Utilize Existing Space ror Profitable Purposes. With billboards outlawed on Coast Highway and feeder-lines, why not sell advertising space on those ubiquitous orange cones? Well, these are just a few rondom suggestions off the top of my head. Speaking of which, what's this about imposing a .. head tax on fun-seekers riding aboard charter boats? Good grief, isn't anything sacred anymore? As always, your ideas on additional money-raising ,and budget-cutting arc welcome. But don't tax yourself. 0 OK, HERE'S A CLIPPING THEY CAN CALL THEIR OWN -The recent item about a major expansion program (adding a third chair) at Fast Eddie's tonsorial temple didn't escape the attention of a rival salon. The nice folks at Corona del Mar Barbershop, just a.round the corner on Coast Highway, would appreciate similar recognition, and there are three reasons why this should be granted: 1) Unlike Fast Eddie's, their shop is manned by ladies (wait, there's something wrong with that sentence.) 2) On certain holidays during the year, the distaff hairstylists -owner Donna Koble, Dcboruh Samuels, and Peggy Honeywell -have been known to hug their male patrons. 3) They have a high-powcrc J patron-publicist, erstwhile busi- ness columnist Murtin Brower, who knows how to get ink. On the down side, the females charge more. Their beard trims alone cost $6, whereas Fast Eddie and colleagues, Jack (The Ripper) Sore and Joey Balboa, will occasionnlly overlook this extraneous item, especially when pocketing a sports wager. So now we've J5alanced the barbershop books, providing the women wi1~ equal opportunity.
