Marian Berge- son sailed to an expected re- sounding victory for th~ 5th Dis- trict supervisor seat, the race to replace outgoing supervisor Har- riett Wieder appeared clogged in a thre!=-way battle. In that 2nd Distric1 race, early returns showed Huntington Beach Councilman Jim Silva _: with 28.7% of the vote -eking out a slight lead over Huntington Beach Mayor Linda Mo'ulton-Pattersori, who came in at 28. l %. In third place was businsess· woman Haydee Tillotson, with 27% of the vote, followed by former Huntington Beach Coun· cilman John Thomas at 10.9% and former Garden Grove Coun- cilman Ray-Littrell at 4.9%. BY Tam Boa.GATTA, STAFF Wa.iTn COSTA MESA -A decision on whether the Auto Club expan- sion project will be given a green light will have to wait at least until the next Costa Mesa City Council session. Aftet several hours of discus- sion, prolonged in part by Mayor Sandy Genis, the council voted 3-l to table the issue until June 20, creating disappointment and f rus- tration among residents as well as some city and Auto Club officials. "Pardon me while I just groan," Councilwoman Mary Hornbuckle said Tuesday, referring to the pre- vious night's meeting. "It was a painful process to si t through." On Monday, Genis spent a sig· nificant am ount of time question· ing whether the Environmental lmpact Report's traffic study gave an accurate portra)al of 1he fu- ture. The study combined standard traffic projections generated by warehouses, storage facilities and office space rather than traffic projec1ions based solely on office space. "We're biting our fingernails," said Silva, as he watched the early numbers trickle in. "We're just like everybody else, just waiting to see." Moulton-Patterson said she was happy with the way the numbers were shaping up. "We're real pleased because Silva and Tillotson sent out a lot of absentee mail and we didn't," Moulton-Patterson said. But Tillotson said she was con- fident the final tally would be in her favor. "By the time all the precincts are reported, I am confident that l will be in the runoff," Tillotson said. "And it will be a victory for non-politicians everywhere." Bergeson, whose only opposi- tion in the Sth District race was write-in candidate Gene Ather- ton, will be leaving Sacramento after 16 years as a state senator and assemblywoman. "In my opinion I'm moving up," Bergeson said or her early 97.8% victory. "I think the power the Board of Supervisors has is prob- ably the most significant in our system. l look forward to a very rewardina and challenging and ex- citing tenure on the board." In the nonpartisan race for Orange County 2nd District supervisor, a runoff is certain. But it was uncertain which IM> candidates would be facing each other in November. The proposed budget calls fo r S72.3 million ~n allocated funds and allows for SI~. I million in for an expre·ssway to enter the city pertains to the San Joaquin Hills . tollway. "I JUSt do not think It applies," Mayor Clarence Turner said. "It was looked at in 1985 and there was a legal opinion." In a Qlemorandum dated OcL 17, 1985, City Attorney Bob Burn- ham said he believed Section 422 of the charter would not apply to the tollway for the following rea- sons: •The San Joaquin Hills tollway is not intended to .affect the Co- On the run rona del Mar Freeway. •Any necessary authorization already was granted to the council in a 1980 election wh ich allowed the extension of the Corona del Mar .freeway to MacArthur Bou- levard. •The city charter may be pre- empted by state law anyway. In the 1980s, a group of Irvine residents wanted to put a measure on the ballot requiring tollway fees to be approved by voters. An Orange County Superior Court decided that such a measure intruded into a matter of statewide concern and was therefore pre· empted. The decision later was upheld on appeal. Still, City Councilwoman Jean Watt has asked Burnham to re- exami ne the law and render an updated opinion. Jn 1980, Newport Be:ich voters overwhelmingly approved the ex- tension of the Corona del Mar Freeway into the city limits. The measure passed 27,2~2 to 4,195. The argument in favor of t~e road e~tension was written by then Mayor Pro Tern Evelyn I fart.
