Under the new statute, people wanting to open adult enter- tainment businesses -including book stores, cabarets, "adult mo· tels" or movie theaters -must apply for a permit. In orCier to gel the permit, mer- chants must adhere to several rules regarding the physical and operational aspects of the bu i- ncss. Tipping a performer, for in· stance, would not be allowed. In a memorandum to the City Council, Assi stant City Attorney Robin Flory said the new law is an attempt to simplify tfte city's guidelines for adult businesses.
