Nol household names I must admit. Not in the same category with Hitler, Stalin and Mussolini. Not even wi th.. Manny, Moe and Jack. Dut they \\>tre names known to all Balboans duri ng the '20s and '30s. Callihan; Gorton and Nnylor were the three Newport Beach police officers who handled the t11rbulcnt crowds that surged between the Rende.tvous and the drinking and gambling spots on Main Street every Saturday night during the summer. These crowds made Bourbon Street on a big night look like a Sunday school picnic. These crowds were highly volatile, with a high alcoholic content and had obvious riot possibilities. George Callihan, Kenny Gorton and Frank Naylor. Callihan was slim -and quiet. Gorton was stocky -and quiet. Naylor was big -and quiet. I never heard any one of the three ever raise his voice. Not one of them ever had a minute's training in crowd control. T hey were naJurals. Somehow they could walk through a ·noisy qowd, serene, self-possessed, unflappable, spreading quiet, never making u fuss but somehow keeping that raucous, half-drunk crowd under control. It couldn't be done but they did it. We never had a riot or even a large-scale disturbance The Verdict while those three were patrolling Main Street on Saturday night. If a' fight started they ~ould qui etly separate the gladiator:, and advise them to tal.e their right out to the beach. When th ey did the} soon reali.tcd -----th e futility of slogging around in deep sand in the pitch dark and slugging :n ... ay at almost invisible opponents so back to the crowd they woukl come, too tired to cause any more trouble. I don't remember seeing any of the three ever making an arrest but they did, many nrrests. The story was that if you go t out of line stay away from th e dark alleys leading to.Main Street. If you got too close a long arm would reach out, snatch you and you \\.Cre on )our \\ay to the slammer v. hile your friends looked around and asl.ed, "Where's Joe?" Palme said she and Pizarck hope the council will help the communities "get back on track" in develo.ping agreeable al- ternatives to the bridges. "We will do whatever is neces- sary to get thos.Qi bridges off the mast.er plan of Jiigh~ays," Palme said. Costa Mesa Mayor Sandy Genis will be meeting with officials from the other cities about the matter. Hampel said the new .project could bring the city as much as Sl.4 million in sales tax revenue annually and 300 new jobs. Amel officials began considering a departure from the original plans about four years ago, after noticing a decline in the need for office space and an upl>wing in the retail market. ' Francisco-b3Sed i.ubsidiary of the Dank o( Tokyo, to take over the Dank oC Newport's insured ac· counts and some of its assets. As of July 29, the bank had $163 million worth o( deposits, state banking authorities suad. As of Aug. 10, about SS million from 134 accounts exceeded the FDIC's $100,000 per ~1ccount insurance cap, according to officials with the federal insurer. Andrew Porterfield, a represen· tativc of the FDlC, said customers with more than SI00,000 in the bank will get back 50% Of their money beyond the SI 00,000 limit. The balance may be returned to depositors tkpenJing on whether the FDlC -as receiver -is able 10 !.ell the bank's $168 million in asset!>. The cash could be tied up at least l\\O years -if not gone for- C\cr, Porterfield \aid. Wealthy depositors aren't the only ones who stand to lose large amounts of money because of the bank's collapse. Typically, in a bank failure, the shareholders lose their entire investment, according to the state banking officials. Th\! Dank of Newport has rid· den rough waters for the past two years, due in large part to home· owners defaulting on large loans . because of the sour real estate market. The bank began to visibly teeter l:i~t )Car, shortly after the sudden departure of longtime bank presi· dent Ron Rodgers. 1 he bank !iucd Rodgers in March 1993, alleging Ro~gers em· bezzled from expem.e accounts (or his personal use. Porterfield would not comment specifically on the lawsuit. "With any litigation that's going on, we review it to sec what's going on with it," he said. Union Bank will phase ou t all five Bank of Newport branches during the next few weeks, tellers told customers on Monday. Union Banks arc located within one block of most Bank of Newport lo· cations. Bank of Newport customers doing business Monday at the Dover Drive branch said they probably will stick with Union Dank. Several of them stopped at the .front door of the bank to read the ''Notice to Depositors" posted by the FDIC. The notice informed customers of the Bank of New- port's closure and subsequent tak· over by Union Dank. Most patrons shrugged tbeir shoulders and went inside, banking as usual. Others simply shook their h~ads and said bank failures arc a sign of the times. "I don't think I need to be upset unless they Jook my money," said one woman as she walked in· side the bank. "Talk to me when 1 come back out." Whe n she walk.ed out of the bank a few minutes later, she said it doesn't matter much to her that the institution closed. ''We don't have to go very far," she said, pointing toward the Union Bank one block up Dover Drive. The 24-year Newport Beach res· ident blamed the 22-yenr·old bank's "demise on the city's popula· lion of "nouveau ri ch" and "yup- pie who spend it today and worry about it tomorrow," For the Bank o( Newport's 118 emplo)'ccs -many of whom ha'c eatber lost their jobs or will soon -Monday was di mal. "Somebody who 1s here from the FDIC commented that our employees urc so close, like o fam- ily," said one employee who asked not to be identified. "We've liter· ully had people who have worked here since day one." Richard Luehrs, president of the Newport Harbor Chamber of Commerce, called the bank's de· mbc ''tragic." "The l3ank of Newport has a long and involved history with the community, particularly with the chamber of commerce," Lu ehrs said. Luehrs' wife, Susan, worked nine years as the bank's vice presi· dent in charge of marketing. She became unemployed on Monday. "We had wonderful customers. They stuck. with us because they wanted a Dank of Newport," she said. "We were the bank of New- port Beach. It 's going to be tough on everyone." The Bank of Newport becamo the seventh bank in the state and the I J th in th e nation to close this ye:ir in financial ruin. By contrast, only one of 200 U.S. ban~ failures occurred in California siX years ago. "The rolling recession has rolled .out here," said Stan Cardenas, chief deputy superintendent of the State Banking Department. "It's clear that the entire country did not go into the recession at the same time. The overnight deliveries currently arc trucked to Orange County from other airports, Most Newport Beach residents and ci ty officials adamantly oppose bringing cargo nights to the air· port. Newport Beach city administra· tors say otherwise. They believe the extra flights could open up the Airport Settlement Agreement to scrutiny. HEAT ,, ...... ' Officer Eric Dauer. There arc 11igns, however, that the heat wave may be loosening it s hold. The projected high today in Newport Beach is 78 with an overnight low of 67, according to the Nation;il Weather Service. Inland temperatures arc expected to be in the low 90s. "Everything will be dropping as the coastal low reforms," said Stuart Seto, a weather speciali!.t. The temperature dropped suddenly -but only briefly - Tuesday as a 20 to 25-knot wind gusted up the coast. The wind was spun off from a Baja thunderstorm, according to Seto.
