BY DAVID furrz, STAFJ Wann MARINERS MILE -The newly hired president and chief operating officer of the Balboa Bay Club said Tuesday he intends to inject a set of "higher stand· ards" into the 46-ycar-old play- ground for the rich. Henry Schielein, who previ- ously worked ~s general manager of the award-winning Ritz Carl- ton ·Hotel in Laguna Niguel, wouldn't elaborate on what sorts of changes he intends to make, saying only: "It's going to be fab- ulous." Schielein said he probably will begin with the club's dining areas, adding touches of elegance wherever possible. "It has a lot to do with the type of menus we have and the class of wines," he said. "Jt's going to be a full-class establish- ment." He said members won't see any immediate changes at the club. "It will take a little time. You don't just walk in and throw ev- erything around. We will first work on our menus and try to add a little excitement to them." Dave Wooten, president of the International Bay Clubs Inc., the Balboa Bay Club's parent com- pany, announced Schielein's ar· riva l on Monday. "We are fortunate, indeed, to have a person with Mr. Schie- lein 's international reputation join the Balboa Bay Club," Woo- ten said. Under Hedges' plan, the expense of a few kegs of beer, chips and dip and a disc jockey wouldn't come close to matching the $500 it could cost hom if the Newport Beach Police Department shows up uninvited. The Police Department currently bills party-throwers for its peace keeping efforts if officers respond to noise complaints more thun once during a 30-day pertod. ' The cost is approximately $50 per hour per officer, for a maximum or $500. But Hedges, who lives on the sometimes rowdy Balboa Peninsula, Y.ants the department to consider billing hosts the first time around. Hedges said last week thal he wants to discuss the idea nt a future council meeting. He did not elaborale on his plan. lie .. is out o f town this week and could not be reached for comment. At least one fellow council member. Jan Debay, said she's not sure Hedges' proposal is worlh all the fu ss it might cause. "Asking for billing on the first call ... She said the Police Department recently assigned two officers to work on West Newport's party problems and to build community spirit. Helen Titus, a Costa Mesa resident. for 27 years, dies Helen Elizabeth Titus, a 27-year resident of Costa Mesa, died Aug. 11 at Park Superior Convalescent Hospital in Newport Beach. She was 85. Mrs. Titus was born July 22, 1909 in DuBois, Pa. and lived for 40 years in Corry, Pa. before .moving to California in 1967. She was married for 62 years to Warren W. Immigrant claims a female friend took his pants and money and left him on the beach. "It provides some room for speculation," NcwPort Beach Po- lice Lt. Paul Henisey said of the incident, wtiich the vic1im origi- nally reported as an armed rob· bery. Miguel Antonio Chacon, 23, re- cante~ his story on Tuesday. Po- lice now arc investigating the crime as a grand theft. Speaking through an interpreter, Chacon admitYed to police that he knew the w.oman and that she didn't have a gun. But he said he wants his pants and money back anyway. "Apparently there was some sort of friendly relationship," Hen- isey said. "They went down 10 the beach together and she wound up leaving him, taking his pants and his money." . The edited version of the story is a far cry from what Chacon told police on Monday afternoon, shortly after the unnamed woman left with his pants. Chacon originally told police that he was walki ng out of an im· migration office on lhe 700 block of Valencia Strtet in Los Angeles at about 4 p.m. Monday when a young Latina woman asked him for directions to Alvarado Street. He originally reported that when he got inside the car, de· scribed as a gray 1988 Nissan with a blue interior and on "HD" stick- er on the rear window, the woman turned a small Handgun on Chacon and said, "Don't move or I'll kill you." She then go1 on the freeway and drove to Newport Beach, he said. When they arrived in Newport the suspect ordered Chacon to take off his pants, which contained $SOO cash, hi~ immigration paper- work, green card and social secu- rity card, accordin~ to Chacon's first account of the tncident. She gave him a pair of swim- ming trunks and then sped away, he told police. Henisey said police have had a difficult time talking with Chacon because they must use a Spanish interpreter. The interpreter is linked to the Police Department via telephone, Henisey said. "I've done it myself, and I know it's difficult to get facts and figures under those cir· cumstances." The alleged thief is described as a 24-year-old female known as Ali· cia or "Ali." Chacon said she has a dark complexion with shouldcr- length hair parted to the right side.
