The Costa Mesa City Council tonight will dis- cuss whether to draft a city law banning cigarette vending ma- chines. The city's Substance Abuse Committee, which has been mcch ing for several months to discuss the issue of local tobacco control, will formally ask the council to pursue such an ordinance. . The council meets at 6:30 p.m. in the city hall council chambers at 77 Fair Drive. 0 WHATS IN A NAME? ... Is the Newport Harbor Area Cham- ber of Commerce going through an identity crisis? In its October newsletter, the chamber asks its members whether the organiza- tion's name should be changed to the Newport Beach Chamber of Commerce. The common logic behind this, states the newsletter, is that New- port Beach is where most of the chamber members are located. Plus, some f ecl Newport Beach bas better name recognition than Newport Harbor Area, according to the newsletter article. The chamber actually began in 1907 as the Newport Beach Cham- ber of Commerce. But in 1919, a Balboa Chamber of Commerce also· emerged. Eventually, the two came together to form the N9w- port Harbor Chamber. And in 1976, the word Area was added to the name "to better reflect ... the surrounding communities-compos- ing the membership," says the newsletter. 0 COFFEE TALK ... Local java junkies who catch Fox Television/ Channel 11 's new sitcom "Party of Five" at 9 tonight may think they're experiencin~ deja vu. Set in San Francisco, "Party of Five" is about five children, rang- ing in age from l to 22. whose parents are killed in an automo- bile accident. Tonight (and later episodes this season) the brood will hang out at a coffeehouse that is so ... familiar. "When Hollywood needed a coffeehouse environment, they came to Orange County for Oicdrich's," explained Steve Lupi- nacci, chief executive officer of the Costa Mesa -based coffeehouse chain. New York Times Magazine readers found out what's cooking at Costa Mesa's most unique shopping experiment • in the Oct. 9 issue, but all's not well at The Lab, according to writ- er Stephen Drucker's piece. Genis agrees that illegal immigration is a problem, but she doesn't think Proposition ,., 187 is nece~sarily.the answer. Keeping chil· dren out of school might send them to the streets, she said. Regardless of her .opinion, Genis said she doesn't like the idea of the council en· dorsing any measure on the ballot. "It seems inappropriate for representatives of the people to tell the people how to vote," Genis said, adding the agenda item appears to be a campaign stunt.
