The scenic roadway that follows the cast bank of Upper Newport Bay wiU be blocked off at San Joa- quin Hills Road and Eastbluff Drive while county work crews shore up the slopes, city Public Works Director Don Webb said .• The two-mile" stretch of road has to be closed completely because dirt that will be removed from three or four landslides triggered by last ~inter's rain storms will be piled up on the pavement, he said. Repairs are scheduled to begin Nov. 1 and take 30 days. "ll just isn't safe to allow pedes- trians and bicyclists to walk or ride by and there's not enough room for cars," Webb said. But Frank Robinson, founder of the l,50Q;member Friends of New- port Bay, said he received assur-· ances from the county Tuesday that Back Bay Drive will be open to pedestrians on weekends. Back Bay Drive has been closed several times in recent years be- cause of landslides. The one-way street is popul3:f with motorists, walkers and bicyclists. Schwarzwald, who lives in Newport Beach, said that she has made it a practice to ask every new client if he or she is involved in some sort or physical activity. If the answer is no, she quickly encourages them to take up a sport. "The exciting thing about honing your skills in a sports activity is that you can learn about yourself on two different levels," ~aid Schwarzwald, who runs a counseling practic~ from her Newport Center Drive office. "My activity is ballroom dancing. So, if my coach says to !lle, 'Do you feel yourself leaning on me?' I .can listen to that on two diffetent levels. "On the first level, I can make changes "in my posture or dance steps. Or, on the second level, I can ask myself, 'Do I lean on others? Do I give up my power to move forward on my own?' So, with each dance instruction, I'm increasing my self -awareness." That self-awareness, she said, can help clients take control of their lives. "Many time.s, my clients come in feeling a little bit out.of control, and they experience all kinds of emotional upsets because of it," she said. "With that new self-~wareness, they're going to feel like they have more choices in their lives, and they're going to feel like they have more control." WIN IVIRY GAMI Schwarzwald said she has found that those clients who are already involved in some type of physical activity tend to be more assertive and less hopeless or overwhelmed than those who arc less active. "If they have a sport that they're active in; they might come in because they're troubled about a siluation "that they need to work on," she said. : ''Those who don't huve a sport often feel more Qvercome by the situation. 'Dealing wi'th the problem for them often seems more difficult, and they may tend ~o withdraw and feel more saddened and depressed." This summer, a Los Angeles female resident signed up for fiye classes at OCC. She dropped out and trave led with a-dance troupe in Miami, where she was diagnosed with TB. "l'm wearing my camouflage pants because I heard there was a figh t for two council seats," King told the cbuncil. "So, I guess I'm prepared." As a result of his actions and the behavior of other candidates during . Monday's meeting, city staff will arrange to have a 'police officer present at the next council meeting on Nov. 7, the day before the election. During a break in Monday's mee ting, audience members could be heard asking one another, "Is he joking?" referring to King's · comical appearance. Acco rding to the City Clerk's of· fice, King -who's currently living at the Costa Mesa Motor Inn - may be serious about entering the rnce. He pulled papers for write-in ca ndidacy on Oct. 11, and on Tuesday, the City Oerk'a office re· ccivcd the papers in the mail. But, City Attorney Thomas Kathe said candid~tes are sup· posed to submit the papers in per· son so that they can be sworn in. As a result, the city rejected them. "He failed to follow procedure," Kathe said. ''The elections code has requirements for write-in can· didaJes. They are to submit their candidate statements and nomina· tion PlRCts in person. Since he has failca to do that, we're send· ing them back." Kathe said if King -who filed candidacy papers in Santa Ana in August -had .followed the cor· rcct l?rocedure, the clerk's office would next check the signatures that appear on his nomination pe· tition with the county's Registrar of Voters. Elvis Presley, Jesse Jackson, Ross Perot and Martin Luther King Jr. arc among the names listed on King's pct_ition. According to a spokeswoman from the Santa Ana city clerk's of. fice, it'l .the signature petition that kept J(ing out of lhc council race there. Out of 35 signatures, only 12 turned out to be from legiti· mate registereq voters. Meanwhile, some city officials are still wondering whether King is really serious. "Is he a comedian or a writer and just doing this to get mate· rial?" Mayor Sandy Genis said on Tuesday. "If it is a put-on, he cer· tainly succeeded in making a m6ckery out of his portion of the presentation." But, King was just one of a few individuals who attempted tq use the meeting as a political forum, Council candidates Janet Mc· Cammon and James Wysopal also took the podium on Monday to es- pouse their platforms. And on Tuesday, other council candidates voiced strong criticism of their ac: tions. "We have; our own forum s, the planned forums, where we have an opportunity to talk about our plat· fonns," said council candidate Libby Cowan, who currently serves on th_9' Planning Commission. "We have the opportunity to walk the precincts and talk with people one-on-one, and' I find that is a more appropriate forum 'to discuss our platforms."
