BY TtNA BollGATrA, su,, W&rta& COST A MESA -The Planning Commission on Monday ordered the management of the long- troubled Coastal Inn residential motel to close up shop within seven days, citing the owner's laclc of "good faith" in completing city- mandated rQpairs. The owner plans to appeal the commission's decision to the City Council. City officials have kept a watch- ful eye on improvement efforts at the 86-unit motel since May, when code inspectors found numerous building violations at the property at 2374 Newport Blvd. The prob- lems ranged from poor general up- keep to rat and insect inf es talion. Innocent students have been known to walk near the building, minding their own business, and -swoop -they were recruited by band director Rob Henthorn to p~ay the clarinet, trombone, even the saxophone. That's how "Mr. H" got his tuba players. "It got so bad that people who had friends in band wouldn't even come near here to visit, becausc•l'd try to get them to join," Henthorn said, laughing. And Henthorn teaches them all bow to play from scratch. to clean up the property. While many of the problems have since been corrected, a number of re- pairs have yet to be completed. On Monday, Sheth had asked the commission for a JO..day extcn- siop, saying that would allow him enough time to finish the remain- ing work. He blamed the delays on finances and poor coordination with City Hall departments .. Shcth's attorney, Thomas Te- desco, said the owner's· intentions were good. "From what I've seen, he's going in the right direction," Te- desco said. "Yes, he still has a lit· tic ways to go. But, ce rtainly, the property is in better condition that it was three months ago. If he was allowed to operate then, he should be allowed to operate today." But. the commission cited at least one priority project -re- pairs to the swimming pool -for which plans had been submitted after the 90-day period had ex- pired. "These problems have been going on tong before May, and certainly since August, when (Sheth) agreed to the 90-day pe- riod ," said Commissioner-Libby Cowan. "You have not shown to me good faith in complying with that 90-day requirement." Commissioner Walt Oa\enport echoed those thoughts, saying Sheth has shown "no dedication" to improvement efforts. "I've seen Mr. Sheth's cred- ibility kind of fade away," s:iid Davenport. "I understand that it can take a while to submit plans to the city for approval, but "hen Newport Harbor High band director Rob Henthorn has built up the music, department from 19 students to 60 in two years. you submit them only a short time before they arc to be done, well of c9urse the work isn't going to be done in time." Many of the tenants live at the property, which is to remain closed until Sheth completes the required work and obtains city ap- provals. "A lot of times there may be underlying reasons why we sec problems repeat themselves," Gonis said. "Enforcement alone is not the solution to thole problems. "You're still going to receive a traffic ticket if you're doing 25 or 30 mph over the posted speed limit. There are pros and cons on both sides. I have never ~'Ored auc:omatic roulioo because there could be times (present council excluded) when an automatic rotation ~ould not be in the best intcrc5t of the city. When it v.as brought out in the light, it was defeated by perhaps the largest m1rgin in the city's history. As such that person should rcOect what is perceived to be the position of the city be it political or otherwise in any arena· in which the city is to be represented. Thi.$ is especially true when the city is caUed upon to ta.kc positions in the numerous inter-governmental agencies and committees of which Newport Beach is a part, and which governs this county. They are too numerous to mention, but believe me they arc important. John Hedges was the unanimous selection of the Newport Beach City Counci to be mayor. She should not be alla....ed to represent the people and, perhaps more imporunt, she should not be allO\\ed to appoint any more of her followers to anything! While I could go on, I merely state that it is depressing after working so bard to elevate the position of mayor lO a higher level of respecability only to find it slashed at the kneecap by a diigruntlcd columnist. Just why they needed a night watchman always baffled me. What I was watching no one was going to steal. From midnight to 8 o'clock I just stood there and watched all the sewage from Los Angeles arrive in a big 12-foot pipe. After I left a crew came and spread the stuff around on drying pans, but I never stayed around to watch that part of the operation. There was one drawback to that otherwise chal- lenging job.
