PLANE SENSE Wet roads account for nearly one m1lhon car accidents annu· ally The chief cause of this pro- blem is the dangerous circum· stance known as hydroplaning. This occurs when the tires can· not sufflc1ently divert water away from the patch where the tires ordinarily meet the road. As a result. the tires actually ride atop a small wave of water to create a dangerous driving condition Most drivers rnstinc· t1vely back off their accelerator pedals gradually when they begin to experience the rpushy steenng and hre drag assooat· ed with hydroplaning This 1s the CQrrect response. A harsh turn or braking action can other· wise send a hydrop4l\mng car into a skid Cars equipped with armlock braking systems can be e.xpected to avert such skiddtnQ situations when braking ana turning occur simuhaneously. • l91 Ho1•1 ........ "It's a jo~e." said MoorJach, who r:rn against Citron in the June elcctior'ls. "l'm mad. You don't borrow to invest. ll's a technique that's too b,ig a risk to \ake. You'.ve got guys on Wall Street losing money all th e time -what makes a school board and financial di· rector ttlink they· can predict, wi th accuracy, interest rates a year from now? It's faith at best and gambling at worst." Moorlach also questions whether Ci tron had the power to extend a guarantee to safe- gaurd the four agency's princi· pal on their investments. ··Citron made .it on his own which is an abuse of power," he said. "He wan1ed to be a hero. He gave the m some thing creative -that's crazy." Moorlach said Citron wrote a letter of guarantee for the '93- 94 year, but said during the election when he asked the county for proof of one to cover '94-95, none could be found. "IC this deal does fail, it would be a i.ad legacy to leave by boarp members going off ... what a tragedy that one vote -. cauted," Moorllicb Mid. "'They could leaYC lhe district so dam· aged it would take yeus to re· cuperatc." The school district re~ived a Sl.l million return iu fmt year in the investment pool, and in May, the 1rustces voted S-2 to roll over for another year the investment fund that matured in June. Decker and Judy Fran- co were the two dissenting votes. "l vo ted 'no' because it had become clear to me that what the county trc'asurer was doing was fa r too risky for public funds with obvious rising inter- est rales," Decker said. "I re- gret that more of my colleagues had not been with me on this." He said his concern now is whether the largest investors - such as the Orange County Transportaf ion Authority and the Orange County Sanitation District, which invested hun· dreds of millions of dollars - will withdraw from the county's investment pool. "If everybody stays togeiher, we won't suffer any loses," he said. Because of the Sl.5 biJlion "paper" loss, the school district will receive about $400,000 less on its investm ent than pro- jected, Fine said. • "h's simply a decrease in the amount of earnings we ex- pected to make,'' he said. "It's not money we had to give up." ......... v titlo pme. The champioaship pme was originally scheduled for Saturday night. Officials at Newpon Harbor and Servile, with the CJFs bless- inJ. are in the process today of ob· taming Orange Coast CoUegc for Friday ni&ht, at 7:30. This Sailor team was not sup- posed to be the fint. Widely panned in August as in- experienced. undersized and over- matchcd, even the program's rpost optimistic veterans doubted they'd be one of four Orange County high school teams still drilling well into December. Similarly, some area football ob- ~rvers wondered aloud if the Sail- ors could win a single Sea View League game. But Newport pulled off "upsets" against Foothill (Sept. 23), Sa- vanna, then ranked No. 1 ln Divi- sion V (Oct. 6), and three-time defending CIF champion Irvine (Oct. 14) to earn the No. 1 rank- ing in the Division. ~d the dr.:arn season rolled on. "h 's bard for me to believe some of the things that have hap- pened to us," said senior receiver Jon Benzinger, days after catching a 52-yard touchdown pass in the final minutes to snatch victory No. 9 from impending defeat against league rival Santa M.argarita, Nov. 4. The fourth of Harbor's six come-from-behind vi ctories, the triumph over Santa Marg~rita helped cliDcb the ec:bool'• fin& ouuiabt lea1uo cbampioubip since 1983 . Indeed. IM recurrin& aood for· tu.no that tw led interference for the Newpon-Mesa Uoified Sc:bool District's winningest prep footbaU squad ever, has prompted many ao stamp a "Team of Destiny'' label on ill •s-man roster. "J think there arc cenain teams in certain seasons which just have a Cinderella-type year where ev- erythil\g goes good for them," said Corona del Mar Hi&h Coach Mark Schuster, after bis Sea Kings fum· bled away a chance at a game· winning chip-shot field goal with 20 seconds left in the annual Bat· tie of the Bay (O~t. 21). "U New· pon isn't having one of those years, 1 don't know who ever will." Stoic Jeff Brinkley, who bas col· lccted 31 of his school-record 11 victories during the last three of his nine years as head coach, en- dures such talk with a subdued smile. It was Brinkley who Jed the Sail· ors to a runner-up finish in the 1992 Southern Section Divisfon IV playoffs, compiling a then·school- record 11 victories before a l0-8 defeat by Irvine. The school's previous -and only -trip to a CIF champion· ship game, in 1942, also ended in disappointment (a 39-6 loss to Bo- nita). "It's quite an accomplishment to be playing in the finals for the sec- ond time in three years, but our 'goal wasn't just to get there," Brinkley said. "We want a title." "I think (head coach Dan) Glenn put them in an advuntageous situation by taking this team up to Stockton and playing them (St. Mary's) up there. . "Now, after beating them up there, it's the other way around . (in terms of crowd support), and that has to be a psychological boost." · • The predominantly partisan Newport crowd. \\hich numbered'" J ,926 for the late session, had plenty to cheer about Saturday as the Sailors a}lnexed the state crown with a 15-4, 16-14, 15·10 verdict over St. Mary's. "(The Sailors) also have the advantage of having been through this before," Drande noted before the match. ''This is their third straight year. "hile it's a ~hole new thing for St. Mary's." I3rande, the match's announcer, offered same observations as • the match progressed. 'They won 't let up. They were second last year and I think they _ want it too much.' • "Newport seems pretty focused," he said during warmups. "That's \\hat I said, they've been there before. "She knows that if you give Newport much of a head start, it could be too much to overcome," Brande said. "l don't know if (Newport Coach) Dan (G tenn) remembers how to call timeouts. I tried to show him by pulling my right hand in a "T" on top of my left." Dut the timeout docs nothing to stem the momentum. Three more points in succession on the same serve makes it 104 and produces another timeout. "They (the Rams) are rattled. That's the beauty of being in" the third year in a row in this match."
