Appeal delays acdon against • coastal Inn ~While motel doesn't have to close yet, owner still facing numerous problems~ COSTA MESA -The owner of the problem·plagued Coastal Inn motel filed an appeal lhat puts a hold on a recent Planning Com- missio.n order to shut .down opera. tions, but 1he owner's troubles arc still for from over. · While inspecting the lodgings at 2374 Newp, ort Blvd. on Monday, city building officials found numer- ous problems that remain at the property "'-the most glaring of which was sign.s of insect infesta· tion. "The evidence was very visible," said city building supervisor Tony C'De Baca. "While an inspector was checking to sec if a smoke de· . tector was in working order, the cover popped off .and a bunch .of insects fell out." CDe Baca said the inspector~ also found that a temperature re- lief valve on a water heater th at supplies hot water to "a large number of units" was malfunction· ing, creating a potential for dan· ger. So, inspectors issued an order prohibiting -its use pending repair and reinspection. The city also ordered repairs to the parking lot,. a project which the owner, Suresh Sheth, initially said he could not afford. Last week. Shcth's attorney, Thomas · · Tedesco, said he. hoped to reach a compromise with the city on that matter. Meanwhile, the manigers of the property on Friday began moving tenants -most of whom live at the motel -out of two problem ,buildings into a newer building that has been cleared by the city: Some residents made the move, while others chose to find other lodgings. "We were going ro move out anyway; this just sp~eded it up a liule bi1," said one man who had beeu staying at the property with his family for a little more than a week. For years, 11eighbors living near the property have complained thot some Coastal Inn tenants havi; been involved in prostitution and drug activity. 0Although Sheth claims those tenants have since been evicted, police are still called to th e property to handle va rioui. problems. Dut, 1he owner's problem!. reached a boiling point earlier thi!. yea r, when a group of residcnb launched a rent strike, complain· ing of substandard living con· ditions. Their action captured the attention of city building inspcc· tors, who in May slapped Sheth with more than 1,000 cod~ viola- tion. Since then, the city has kept a watchful eye on improvement ef· forts. While many improvement!. hiwe been made, a number of other repairs have yet to be com· pleted. "What we wou ld like to see (Sheth) do is correct the prob· lems," said C'De Baca. "We're looking for compliance, not to shut the place down entfrely." December 7, 1994 COSTA MESA -Just days after being bounced as carnival operator at the Orange County Fair, B&B Amusements filed a protest Tuesday over the three-year contract that was awarded to a competing amusement firm. B&B Amusements had run lhe midway at the annual fair for a decade, but was passed over last week when the fair board awa rded the carnival pact to Ray Cammack Shows, a Arizona-based company. Fair officials said that Cammack impressed them wilh... ns reputation for providing a safe and family-oriented carnival. As part or the contract, the fair will ~ive 35% or the ride admissions up to St million and 25% beyond that. The fair will also earn 40% of the pre-sale carnival tickets and $200,000 a year in capital improvements. t B&B has suffered its share of public relations setbacks in recent years. In 1993, a ride operator was arrested and later convicted of molesting several girls in the casnival's haunted house. The same summer, eight people were injured during a roller-coaster ride mishap. And last summer, a worker was electrocuted. · . HOTELS ·. and motel industry to further re- j' Cine the proposal. The matter will likely come before the council again early next year. This isn't the city's first stab at such an effort. In the early 1980s, the city established a Tourism Bu- reau, appropriating $180,000 over a three-year period . to the agency. Fre• P•9• I "l really don't think it would put Costa Mesa hotels at a com- petitive disadvantage," Bodington said. "Irvine's (tax) is cµrrently 9%, and they are working on the same type of (proposal) over there, which could bring their (tax) up to 10%." Wilh close to 40 lodging proper- ties in the city, the proposed tax increase could generate as much as $380,000 per year for the dis- trict, an amount that more than covers anticipated start-up costs, according lo staff reports. Meanwhile, city staff will work with members of the local hotel But poor funding and a lack of clear-cut objectives led to the bu- reau's demise. The second effort was reared in the form of a non-profit agency - the Tourism Arts and Promotion Bureau, which raised funds Crom both the public and private sectors for a variety or activities. But, ac- . cording to a city staff report, that effort failed in part because of "overall, unrealistic expectations." l 72Q,D Santa Ana Ave C.M . 6 6,QJ37 Call the Contractors that can provide you roith all of your Landscape ancl Masonry needs. • Pcrsooallzed Designs with Complete Landscape lnstallaUons • Over 40 Years of Combined Scnicc In Oi:angc Cowity •References Throughout Orange County FARN WORTII LANDSCAPE COMP~'Y 548-5132 Uc. #4-21070 GLAS ELL MASONRY OMPANY 434-7744 Llc-.t~ COME ON ... And w~ter officials probably aped their brows upon hearing uesday's news that the county ls been forced to declare Chap- 1r 9 bankruptcy to protect its as- :ts. Unlike less fortunate districts, 1e water district had no funds in- :sted in the pool and, therefore, ill suffer no loss as the county ices a financial crisis. "We're very pleased. We've een confirmed in our investment ractices," said district spokcs- oman Mary Urashima. "Conser- uive investments arc the right nd safe thing to do with the pub- c money." The majority of the district's ~nds are invested with the statc- 1anaged Local Agency Investment und ($3 million) and with the rivately-}leld Fidelity State and .ocal Government Asset Managc- 1ent Fund ($13 million), Urashi- 1a said. The $13 million in the 1anagement r~nd arc bond funds > be used for major district rojects, while the $3 million is armarked for emergency pur- oses. The bulk of the district's $114 1illion in total assets are com- rised of "property and equipment JCh as reservoirs and wells. . Although the district often had ·cquent opportunities to invest in 1e pool since its inc~ption several years ago, the district's gcneraJ manager and board of directors believed the pool represented too much of a financial risk, according to officials. . "The district has a long-standing policy of conservative investments with money which represent public funds," Urashima said. "Our three main criteria arc safety, liquidity and yield emphasis on preserva- tion of principal. The pool did not meet the first two categories.'' The water district was one of only a few county_ agencies that declined to invest in the county pool. According to board member Himk Panian, the di~trict just wasn't comfortable with the coun- ty's practice of investing in risky, hig~ield bOnds. Panian added that other agen- cies faulted the water district be- cause of its decision not to join the pool. _ · "We were teased by some of our fellow agencies for not being willing to take the risk," he said. "They couldn't understand why we didn't want to take advantage of an il\vestment opportunity where · the yield was so high. "The most important .thing is to make ·sure that the taxpayers' money is secure," he said. "That's one of the top priorities at Mesa Consolidated. And the county fund did not lend itself to wh'St we thought was a sound and secure investment." "You do get a high return. But when you get a high return like that, you have to ask what the risks are. And Mesa Consolidated decided not to take that kind of a risk."
