Hamilton Water Rake contin-
ues to attract cus'tomers all over
the world. The latest report
from Newport Beach restaura-
teur/inventor Bill Hamilton is
that the state of Guerrero,
Mexico, has purchased 10 of
the harbor-cleaning vessels,
which pick up everything from
floating trash and debris to
spilled oil.
The Mexican state reportedly
plans to use the Water Rakes
in Acapulco and neacby har-
bors. The contract is valued at
more than $750,000 and all of
the vessels will be built here in
Newport Beach.
The Water Rake, created by
Hamilton and pal Art Gronsky,
is already used in Long Bene~
and Marina del Rey, as well as
in Ne\\!port Beach.
Company leaders add that
the Guerrero contract demon-
strates the benefits .or NAFT A

cludes an Intel PC and 15-inch
monitor and is valued at S2,500.

City" game on PC CD-ROM
and Sega CD format.

has been grounded.
Local jazz bands, mariachi
groups, solo m:.isicians, com-
munity carolers, barbershop
quartets, collegiate ensembles
and the county's touring opera
company were scheduled to en-
tertain those arriving and de-
parti ng from the airport every
afternoon and evening through
Christmas Eve.
"Due to the county's current
fina ncial crisis, l do not feel it
would be prudent 10 underwrite
the performances this year,"
Millcrmcier said.

like larger eyes to let in more light,

cool. or course, you can't expect to
fi nd exactly what you want; I'm sure
there wou ld be agonizing choices like
beauty or brains? Blonde or
brune tt e? There might even be a
choice of gender for those willing to
swap their curves for a brawny male
fortress -or vice versa.
Meanwh ile, l must make do with
what l have. My house and 1 have
come a long way together and it has
served me well, conside~ipg the wear
and tear it has endured. While still
functional, the heat isn't adequate,
and the beams creak. J always keep a
large can of Three-In-One-Oil to
lubrica te my rusty hinges so I can get
ou t of bed in the morning.
My principal problem is the
vintage plumbing. When chaUenged
with hot, spjcy foods or gourmet
delicac ies such as Wild Mongolian
Meatloaf, the banging and gurgling
arc terrifying.
The most challenging hassle for
male dwellings is the loss of sfiingles
on their roof. Howeve r, going bald is
more cosmetic than dangerous since
there's no leakage to spoil their
brain. Fortunately, new shingles are
easi ly replaced in a number of styles
that look like the original.
Every old-fashioned house has an
atlic. Mine is traditionally cluttered
with memorabilia that I should have
tossed out years ago. Unfortunately,
the chaos and cobwebs have
!ihort-circuited my memory. I have
difficulty in rec~lling vital 'i
information like my secret Pin ·
Number fo r the ATM machine. Or,
on an especially blank day, my
telephone number, Social Security
number, and date of birth.
Since th~ upkeep on my antique
dwelling is geqing increasingly
expensive, I'd like to apply for a
home loan, but l wouldn't get much
from a real estate appraiser. Thank
heavens for my maintenance men in
white jackets wh o arc dedicated in
keeping me in my ancestral home.

UnderprMleged children get
chance to see boat parade
More than 500 underprivileged and abused
children from the Orange County area will take
part in the Newport Harbor Boat Parade during
-Kid~Night Monday.
The fifth annual event, sponsored by Catalina
Passenger Service, will treat area youth ages 6 to
18 from Children's Hospital Pediatric Cancer
Research Foundation, the Orangewood Children's
Home, Make A Wish Foundation, Olive Crest and
many local shelter homes t<> an evening aboard
the Catalina Flyer, a 120-foot craft that regularly
offecs service to Catalina Island.
The children will be able to watch the Newport
Harbor Christmas Boat Parade from the Flyer, ·
which will depart at 7:30 p.m. from the Balboa
Peninsula.
Kid's Night is organized by Balboa residents
Geoff and Carole Landon. Refr.eshments are
donated by the Bahan family, owners of Royal
Catering.

Newport has been a harbor for strange nautical flisplays
since first gondola with lights cruised thro~gh in 1908
T ~e 86t~ Annual Christmas Boat Parade
1s making the rounds of the harbor with
more than 100 lavishly decorated boats
nightly through Friday. ·
Newport is a natural for boat parades of any
kind, and the harbor has seen strange, beautiful
and downright weird nautical displays since Paul
Sc~rpa poled his gondola strung with Japanese
lights around the neighborhood on July 4, 1908.
Paul's gondola parade caught the attention of
Joseph Beck, who owned the Balboa ferry, and
he developed the canoe parade into an elaborate
summer parade festival in 1919.
In 1941, an estimated 150,000 spectators
watched from shore as huge floats from every
city in Orange County as well as San Diego and
Long Beach navigated the parade route, and
then watched an hour-long fireworks display
from Lido )sic.
There were no more parades during the war
years, but Gov. Earl Warren was in the lead
beat when the parade began again in 1946. In
1949, the parade was discontinued because the
streets of Newport could not handle the parade ·
crowds and the regular flow.of summer visitors.

In 1946, the Newport Chamber of Commerce
and city employees began a charming custom of
c.iroling from a floating Christmas Tree, a barge
towed by a tug boat and surmounted by a lighted
Merry Christmas sign and strung with lights,
which made its way around the harbor several
night s before Christmas.
The barge was replaced by the Balboa f crry
boat after it alm ost capsized under the carolers.
Cabin cruisers were becoming popular with
Newport Beach yachters and a few of these,
strung with light s, began to follow the ferry boat
on its nightly rounds.
There it was, a Christmas parade that grew
each year. It was called the Festival of Lights
until 1969, when it was officially christened the
Newport Beach Christmas Boat Parade of Lights
by its originator, the Newport Harbor Area
Chamber of Commerce.
Tonight, and for the rest of this week, more
than 100 gaily decorated yachts, sailboats and
cabin cruise~s will fall in lin e for;. two-and one·
half hour parade around the ln.rrbor.

begin anew after the fair board opted to reject a bid it had tentatively OK'd. A Santa Ana woman skipped out of
the Costa Mesa city jail Saturday
morning after being arrested for
driving with a suspended license and
-provjdingi'nlse information, Costa
Mesa Police said.
Betty Jane Willis, a 53-year-old
transient, was stopped about 12:30
a.m. Saturday near Newport
Boulevard and Bay Street. A records
check showed her to have outstanding
warrants for burglary, assault arid drug
paraphernalia possession totaling
$20,000.
She was transported to the jail and
later escaped while police were
booking her, Sgt. Gary McErlain said.
Willis is a black woman with brown
hair and brown eyes. McErlain said
anyone with information should call
Costa Mesa Police at 754-5280.

Orange County Philharmonic Society to underwrite 14 music education
programs for youth. ·

kindergarten thr~ugh high schoo~ and for youth concerts at the Orange
County Perfornung Arts Center 111 Costa Mesa.

school district managed to pile up ·
SS million in its reserve account
·1as1 fiscal year -but that money
is now frozen in the troubled
county inveslment fu nd, trustees
learned last week.
Ironically, just ~the district is
in 'the midst of a financial crisis
triggered by the county's bank·
ruptcy, the board of trustees Tues·
day reviewed an audit report th at
spoke glowingly about the district's
financial shape last. year .
Dut the document, which is re-
quired bf ~lute law, also called for
bc!tter tracking of money collected
by cafeteria workers and for lllU-
dent activi ties.
The financial audit report out-
lines the district's financial state-
ments, compliance with the law
and a review of financial controls
and process. The report was com-
piled by auditor Jeff Carter, part-
ner with Vavrinek, Trine, Day &
Co., Certified Public Accountants
ba5cd in Rancho Cucamonga.
Trustees si mply accepted the
audit report at their regular med~
ing Tuesday. The document wi ll
get closer scrutiny during a Jan. 24
study session with th e school
bo:ird and members from the Citi-
zens Audit Committee, said

The nearly two-year-old suit was
sclllcd withou t litigation and with-
ou t requiring a si ngle deposition,
according to Newport Dcach at·
torncy Thomas E. Miller, who rep·

"That's very unusual," Miller
said. "The case was very well or-
chcMrated by mediators and there

between the plaintiffs and defen-
dants with an eye towards getting

numerous construction defects· in
their condominiums. The 162-unit
condominium development. com-
prised of three buildings, 1:. lo·
catcd above Pacific Coast Highway·

Defects included roof and deck
leaks, concrete .cracks in driveways
and garuges, sound isolation prob-
lems, missing firewalls and plumb-

to accommodate for the projected
growth in population.
The City Council reviewed the
proposal during a study session
last week. And, the members rhl-
licd behind the idea.
"If you or I buy a house from a
developer, that developer has to
pay a fee for park (improvements
and development)." Mayo,.. Joe
·Erickson said on Frida)'. "But, an
apartment developer doesn't have
to pay that fee."
During the scs~ion, ErickSon
,said the current practice of only
levying the fee to home developers
"isn't fair."
. And Council woman Sandy
Genis echoed those thoughts.
"Costa Mesa has the larges t
percentage of apartment com·
plcxes in the county," she said.
"That could explain why we have
some people complaining that we
don't have enough parks for all
the people here."
Bui, the fee won't be instituted
for at least several months. Such
an ordin:ince woul<.L have to now
through a number of channels be·
fore no:iting into adoption.
First the City Council would
have to adopt a plan that outlines
the city's future plans for park de·
vclopmcnt and recrea tional facili·
tics or develop a capitol improve-
ments plan.

We walked the streets,
·dejected. Passed street vendors
selling green papaya salad.
Passed big bubbling vats of
chicken-head soup. A, half-dozen
Buddhist monks, resplendent in
orange robes and freshly shaved
heads, stood under a tree eating
ice cream.
It was nearly dusk when we
decided to swing by the U .S.
EmQassy. Surely someone there
would take us in. We walked up
to the entrance gate. It was
locked. A sign on the door read:
Closed for Thanksgiving
Holiday.
Forget it, Paul said. He· was
probably right. We spent Easter
in the Himalayas, Memorial Day
on a flight to Samoa, H alloween
in Duon Ma Thuot, Vietnam.
The only holiday that went
half-way to custom was the ,
fourth of July in Tonga, where
Peace Corps workers invited us
to join them at their hot dog
roasting, beer swigging, balloon
tossing barbecue. Thanksgiving
would just have to wait another
year.
Dack at our guest house, I
opened our guide book and
scanned the section on Lao
cuisine. Laap, minced meat
mixed with herbs and spices, was
the national dish, but l figured
the occasion called for
:.omcthing special. We could try

kiwi mot, fish soup with ant
larvae. Or perhaps khai p:ien,
dried river moss topped with
sesame seed ...
I tossed the book and picked

polo ponies. I was out of my ·
mind. "Um, yes," l said, "Sorry
to bother you at home, but 1 was
wondering if you mig~t know
where l could find, I mean, um,
where there might be a
Thanksgiving dinner tonight? I
realize that sounds ridicu ... "

could just make out the tinkling
of fine chin~ and silver in the
backgroun_d. I was interrupting
his Th:inksgiving dinner. "Yes,"
I said. "See, we're on this
year-long trip and ... "
The ambassador was laughing.
"1 really don't know what to tell
you," he said. "Maybe you can
find a local restaurant that
serves turkey Jaap." Yuk, yuk,
yuk.
An hour later, we were sitting
in a busy cafe, overlooking the
Mekong. The crowd was mostly
Lao; at the table nex t to us, ·a
Westerner in a business suit
sipped his beer, looking lost.
Dire Straits played on the
!ipeakers overhead. Across the
Mekong, the lights of Thailand
sparkled.
The menu offered goat, eel
and catfish, but we ordered
chicken. Paul raised his glass of
Lao beer. "H appy Thanksgiving,
s<vectie," he said. l raised my
bottle of 7-Up. It wasn't until
the next morning that we
discovered. a pumpkin pie in the
window of the Scandinavian
Uakery.
"Oh, yeah, we sold lots of
them," the bakery owner sald.
"Lots of Americans living in
Laos. Yesterday was
Thanksgiving, you know."
"Yeuh," 1 said, "l know." I
bought ~ loaf of bread and a
dozen butler cookies. Paul got a
cinnamon roll. ''Sure you don't
want that pumpkin pie?" the
owner said. ''It's my lasl one."
No thanks, 1 said. Not
interested.

IF CASTER'S OFF
One of the least understood
aspects of wheel alignment is
called ··caster." This refers to
the forward or rearward tilt at
which the front axles are
attached to the vehicle (as
viewed from the side of the
car). II the upper attachment is
tilted back at the top behind the--
lower attachment, 1t is called
positive caster. Negative caster
results when the upper attach-
ment is forward of the lower.
Positive caster ·has the etrect of
making the front wheels act as
if the car were being pulled
from the front and lmed up
behind the point of pull With
too little caster, a car will tend
to wander. making it feel
unstaole at high speeds. Too
much easier causes hard steer-
ing and may also result m
excessive road shock and
s~lmmy,
HINT: Camber and tow are the
other aspects of wheel
alignment.

team, suffered a knee·injury during Son
Diego State's season opener against

"She will undergo surgery in January to
determine the extent of the tear," said a
San Diego State spokesman, who
confirmed it wa~ an anterior
cruciate ligament injury.
"She hos been working out on
her own, running on it," th e

sure of revenge when the two teams got
together for a •rematch in the seventh·
place game of the tournament.
Manuel Arts prevailed, 57-38, but only

time lead and trailed by just four. entering
the final period.
The Toilers (3-6) put the game away by
outscoring Newport, 22-7, in the final pe·
riod. The Sailors (4·6) were paced by

Classic on Friday, salvaged
a pair of victories on Saturday and Sunday
to claim the consolation championship on
the Pirates' floor.
Sun.day's 67-66 victory over L.A. Trade
Tech provided tht capper as fou r Pirates'
fin ished in double figures scoring in a
game which they held on after taking a
46-39 halftime lead.
Kathleen Kelly led the way with 19
points, while teammates Jamie Shine (14),
America Robl~o ( 12) and Flo Luppani
(11) chipped in with critical baskets.
Tina Afan and Luppani had seven and
five assists, respectively, and Shine wa~
tops on the bonrds with nine as Coast im-
proved to 13-3 overall.
The l>irates easily advanced into Sun-
day's consolation final with a 95-75 victory
over El Camino.
Stephanie McNamara was 10 of 13 from
the floor and fini)hcd with u tcam·high 23
points, while Jamie added 21, along with
14 rebounds.

sidelines and get on the field by joining
the Women's Recreation Soccer League
this spring.
The league, which begins Feb. 2, is for

remarkable man. More
than anyone else in
l'Jewport Beach, he was a
bridge between old times and
tnodern times. I doubt that
here are many people
•nywhere who can match his
tecord of having been president
of the Newport Harbor Area
Chamber of Commerce on two
occ~sions, 25 years apart.

The
Verdict
Theo was
president of
the chamber
in 1937 when
this town
consisted of a
couple of
villages on the
peninsula plus
a scallering of
houses on the
island, Corona
del Mar and
Newport
Heights. Jn
1962, when he
became
president the second time, the
community had grown into a
modern city of substantial size
and facing the problems of such
a city.
Theo literally grew with the
town. We had the old timers
and the new generatjon. Theo
was both.
I arrived in Balboa as a child
shortly after Theo opened his
auto repair shop. Just how that
was converted to Theo Robins
Ford Agency is quite a story.
One day shortly after Theo
had opened his auto repair
shop on Bay Avenue, in back of
the Knight Apartments and
across from the fire station, a
couple of men approached him
and said they would like to buy
his shop. They said ihat with
that shop they thought they
could get a Ford dealership.
Theo said his shop was not for
sale, then rushed up to Los
Ang~les, contacted a
representative of the Ford
company and before the day
was out, the Theodore Robins
Ford Agency was born.
I dare say I am one of the
, f cw people who bought cars
from each of his four locations.
Some time during the rnid-'20s,
I bought a second-hand Model
T from him for $25. That c~r
lasted me through my school
years and, as far as I know, is
still running. Then I bought
Ford station wagons from him
at his place on Newport
Boulevard, his place on Pacific
Coast Highway and then from
his present location on Harbor
Boulevard.
There Theo's son, Bob,
carries on the family tradition
of service to the community
having just this year been
selected by the chamber of
commerce as its man of the
year, an honor Theo had
received in 1966. •
Theo was either president or
founding 'member of such
community or~anizations as the
American Legion, the Lior;is
Club, the Exchange Club, the
Boys Club and the Bank of
Costa Mesa. However, the
activity he took the most pride
in was that he was a founding
member of the Newport Harbor
High School Board of Trustees.
For his services, an auditorium
was named in his honor at the
high school.
I also owe Theo a debt of
gratitude for that part of his
career. Through him l was able
to get a job carrying lumber on
the labor gang for the
contractor who was building
_Newport Harbor High in 1930.
As a child I knew Theo
because I lived with my
brother-in-law, Dick Whitson,
and the Whitsons and the
Robins were close frtends. They
and the Frank Finsten and the
Cayton Thompsons were all
about the same aac and the
men were all World War l
veterans. Theo had been a
combat pilot and after the war
spent a couple of ycan 11 a

flap over banners was averted
Monday night when the City
Council granted permission for
flags to fly high around South
Coast Plaza to promote Cirque de
Soleil. the popular circus show
that has allracted '· hundreds of
people to the mega-mall in years
past.
Banners have been the source of
more thao one council nap over
the last couple of years. Debate
over the use of banners reached a
boiling point this time last year
when Triangle Square officials put
up holiday banners without per-
mission on public property.
There was no debate Monday
night as the City Council granted
th e request, 'despite a law that .
prohibits banners that do not sup-•
port a non-profit group or event
or an official holiday.
Out the circus plans to do~tc
opening-day receipts to Childhelp
USA, a non-profit group that
helps abused child~cn and their
families. A local ChildHelp t:J-SA
chapter is located in Newport
.O~aeh.
The modern, multi-cultural, the-
atrical citcus will be in town Janu-
ary through March. South Coast
Plaza management al>ked the city's
permission to hang 70 promotional
banners on light poles located on
Dear and Bristol streets and Sun-
flower Avenue during the show's
run.
The circus has given other open-
ing night benefits for ChildHclp in
other cities throughout California,
and by the time the show hits
Costa Mesa, $300,000 will have
been raised for the organization.
Since the benefit is a charity
eyent, the council approved the
banners, also allowing for 10 more
banners than the law allows and
for a few extra· weeks of hang
time.

COSTA MESA -Store owners
won't get fined right away for way·
ward shopping carts under a new
law adopted in a 3-2 City Council
vote, Monday night.
The· new law will go into effect
March 1 and will require the city
to contract with an outside service
to pick up carts that have been
left around town and hold them
until the owner nas been notified.
To get the carts back, the store
would be required to pay a fee .
The punitive charges originally set
at $250 per cart have been re-
placed with an amount to be de-
termined by the council al a later
date.

kiosks, they might view them as a
novelty or a confounding puulc
that hurts their eyes.

Costa Mesa Police officials and volunteers at the
West Side substation are gearing up for
Wednesday's day-long (oOd and toy giveaway to
local needy families, but still could use a handful
o( donations.
This year's progra m will provide food and gifts
for 175 families -that's 530 children and 330
adults, said Officer Darell Freeman.
At the substation, there's still a need for turkeys
and hams, along with new, unwrapped toys, ·
Freeman said.
On Wednesday, the items will be given to
needy families, already selected by officials at
Costa Mes.a's eight elementary schools, he said.
Donations can be brought to the substation, 567
. W. 18th St., between 8 a.m. and 4 p.m., and
Freeman asked that those donating perishable food
all ahead to make sure there's enough refrigeritor
and freezer space.
This is the program's ninth year.

County treasurer's investment

However, with payments due in
January, the city of Newport
Beach may qualify for distribution
funds in the weeks to come.
"Although after today's hearing,
the term 'emergency funds' would
be a misnomer," said Ronald Rus,
attorney for the cities of Newport
Beach, L:lguna Hills and Fountain
Valley. "Now we're talking about
potential for early distributions
withiRI a range that doesn't give
any p<>ol participant preferential
treatment over any other."
