In early February of that.year, we · received a report from our· education advisory committee (55 members, district and · community) regarding the state of the system and sorne . guidelines for future ' <:onsideration. (High point) I then became aware that our bargaining unit negotiaiions for· 198 1-82 hadjust ended, were acrimonious, and with declining enrollment and shrinking revenues, we would be issuing some 85 layoff notices to our teac hing staff for the 1-982-83 ·· school year. (Low point) The di~trict took a different · approach to collective bargaining starting in March of 1982 and \ye had a contract in place by September 1982 to start the school yea·r .. (High point) Senate Bill 813 came along, lengthened the school day and year, but also provided additional funding. There' also was a new focus on academics and the district had to begin 'to rethink the curriculum and our evaluation or' the .delivc;.ry system_ Tc~cher retraining was offered across tile district to. improve instructional d~livery and . , learning. (High point) The board began to look at se lling off some surplus properti~s. We needed to generate large sums of monies lo begin to refurbish our aging school ~uildings and c~tch up on n1aintcnance of 200-plus acres of school grounds that had lagged ' since passage of Proposition 13. The Corona del Mar Elementary School site was sold. The unused high school site at Bristol and Jamboree, along with unneeded Dayvicw School and a one-.ncr~ site on Placentia and 18th Street, . which h,ouseq food services and Forrest Werner. spent 13 years as a. Newport-M.esa trustee. data processing, also were sold. A much-necped heating .and air-conditioning sys tem. at Estancia High was replaced. The , district daJa-processing majn frame was replaced and relocated to Bear Street. Roofing repair ,. and replacemen t were done; aspnalt parking areas replaced; irrigation systems district-\v.ide weJ.e replaced and standardized;, and the four high sc hools were re-land.scaped. Sale of site monies was . «estrlctcd by ~ 10 certain uses and we tried to ma.~imii:e what was available. {High points} Two of our high schdols, Cproi:ta del Mar and Newp~rt Harbor, received national recognition as exempl ary school I \ HOTLINE programs. Several of'our elementary schools also received national attention for outstanding programs. Our superintendent, John Nicoll, w~s recognized as one of the lOOfoutstanding superintendents of the U.S. (High poiots) . · We'began·having budget problems again in 1990-91 and 1991-92. We couldn't honor our contracted· salary agreements. Then tame the embezzlement. John Nicoll went into the hospital for heart bypass surgery in early November, just as the embezzlement was breaking. · John suffered a serious problem with a bleeding ulcer, which .. ultimately led to his retirement. I was. president of the board at the · time and it was definitely a low point. . . We promptly began a search.,to replace E>r: Nicoll in.January .of 1993 and were fortunate to hire Mac Bernd as our superintendent in July of 1993. Mac has the dishict turned around, reorganized, engaged the community, put us in our best fiscal condition in years and is workin,g on a strategic plan for he district's future. (!:'figh point) One of my original goa ls upon my election in 198~ was a cenlral . offic.e facility housing all the various components in one 19Cation. 'Snoopy llaale' For 28 years, kids of all ages have enjoyed the won- derful Christmas display at 23rd Street aod Santa Ana Ave. *e are amons the many who have grown up with the "Snoopy House." Fox Street Englewood, Colo., 80 110 While many Costa Mesa merchants are unhappy with the city's sign ordinance, citizens seem pleased with the status qu9 S ome Costa Mesa merchants are rallying against what they call a restrictive city sign ordinance, which they say is tough on·busintsses. Under the ordinance, businesses may display promotjonal or temporary signs or banners for a total of 14 days over a three-month period. \Ve asked our ceaders what they think of the law .JJnd got n mixed reaction. Many of the business people say ease up, while most residents say the faw is fine the way it is, or could be even tougher. Following are some responses: I don't know.why Costa Mesa . even bothers having, a sign ordi nance at all if it ~an't remove such monstrosities ·~s the giant T-shirt at the corner of 17th Street and ·Newport Boulevard, which is the uglfest thing in the whole city. It's dirty and it's been there forever. How can the business owner get away with having lhat while tasteful signs like the ones thnt Triangle Square has been hassled about Ip the.past are quesrioned? · If the city is going to have regulations, there ought to be . regulations that are helpful to tlie business and the environment, rather than ones that don't seem to be applied fairly and th at don't mnke any sense. LENARD DA VJS . . Newpon Beach 0 I think the sign ordinance is absolutely a disgrace. We are not business people, but w~ink it's roller) how many business people , : they're.running out. And there's absolutely no ex·cuse for it. Businesses certainly should be _ allowed to have signs. Banners and balloons, and all those horrible· things are really just horrible looking, but they should be allowed the permanent signs. · PAULA and JULIAN ERTZ Newport Beach 0 I think the banner law is fine. In fact, it probably should be enforced more. The paint company that is menlipned in the article actually bad its huge inflatable paint can 'up for three months straight and we got pretly tired of looking at it in the residentiai area here. 0 RAY LAMB Costa Mesa · I feel the bnnner laws are not strict enough if they allow unsightly balloon-type banners to be flown over our city. The tacky signage is unsightly and intrusive and can be seen from surrounding rliMliential properties. I will hot, nor wiJI any of neighbors, support such merchants who have such little regard for the surrounding communi.Jy. I have been personally involved in two 17th Street businesses that have been very successful without the use of any ugly slgnagc. By · producing a q·uality merchandise, using advertising. honest business practices, and superior customer services, these two businesses have in tum J.>roduced word of mouth advertasins, whicll really is lhc most efracient and best advertising and best any busineN -. anti Merehlllt• tl'Y ta catcb the city's an non .... ., 1 'L.&'•l"'.W'O'I ... •Ir.! .,.com Mesa . business people join fon;es aQaillSt s1on ordinance. could want. I would ask Larry LaCassc, and the oth~r 17th Street merchants, to be sensitive to the image their sig~age is impacting on the surroundj!}g residential areas. Thirty-foot balloons and unsightly banners are an insult to the very customers they are trying to attract. BEYERL Y SPURLOCK Costa Mesa 0 I'm one of the owne~ of Faulkner Mower Shop on West 19th Street in Costa Mesa. Stores in the city are one-third empty; which is making revenue way , down. N0w we've got the city giving us garbage about signs. We opened two locations in the city and we've had troubles with sign . orders both limes. Recently the city has stopped us from pulling lawn mowers on the front of our building -there wu some ordinance asainst is I I'*' - 0 , I think th~y should have a sign o~dinance. And for Heave n's sake, get rid of lhat big T-shirt and all of the garage sales and things that are posted on every · corner. It makes a better looking city by far. 1 think <he Cos1a Mesa city sign ordinance is a joke. I think the signage is the worst I've seen. Maybe it compares with Garden Grove. The only thing I can do as a shopper in Costa Mesa, is to boycott the stores with the ij1ow·ups, the bi& signs and used banncn that hana and look ridiculous. So, I definitely don't use the paint store and I , definitely do not go Into that T-shirt shop. KAREN eENNETr eo.aw... - 0 It might be slightly restrictive on the signs, but as far as banners go, I went by that paint store in question and I think .we .could wi!ld up looking real junky if we put banners up all over the place and the big paint can. And I'll tell yo.u, t~e big T-shirt is getting really tiring on 17th Street. I could see maybe liberalizing a little it, maybe going every two month or a couple of weeks. But one thing that businesses may .not realize is that people don't even see these banners after they've been up for a couple of weeks. They just become clutter. ·o JEFF JONES Newport Beach I like having strpng sign ordinances that control the proliferation of unsightly signs in Costa Mesa which, to my way of thinking, produce a lot of visual pollution. I'd like to se• them tighten up the ofdinances even more so we have a cleaner city, a ljttle more like Mission Viejo or Irvine, as opposed to Garden Grove. I don't mind short time variances, such as the city is giving for Cirque de Soleil at South Coast Plaza -I think that's fine.
