Today • State Speaker Sam Collins was ·.Balboan W e have all been reading and hearing· a great deaJ recently about the office of the speaker or the California Assembly, conceded l>y all to be one of the most powedul offices in state government. A little-known political fact is that Orange County can boast or having had two speakers of the Assembly, Ted ~raig and Sam Collins. In the early days there were two Robert Gardner The Verdict Assembly districts in this county, one comprising the northern part or the couoty, the other comprising the southern part of the county. The northern Assembly di strict gave us both of our two speakers. I'm afraid that until Earl Stanley and Bruce Sumner came alon~, the southern Asscntbly district didn't seem to furnish any outstanding Sacramento leaders. Ted Craig from Dre a w~ our assemblyman from the northern district of the county. Ted eventually became the speaker. · However, Ted left the Assembly in 1936 the same ycilr I started to practice law and become acquainted with some of our county leaders. While I knew Ted rather well, I knew him as a ~nd of cider statesman of Orange County Republican politics. Sam Collins was another matter. We Balboans looked upon Sam as one·or us. He had a house at 12th and Central (now Balboa Boulevard) and spent his summers here. Although his legal home was in Fullerton he was a local fixture, and we thought of him as one of our own. Sam was a handsome man, very erect, very ou tgoing, very personable. In those days he was what we called a man's man. When I first became aware of Sam Co llins he was the very popular district attorney of Orange County. Then he ran for the ' United States Congress and was elected only to lose that job a few years later when the Democrats in control in Sacrament o genymanded his district so that a Democrat from Riverside could beat him. No thing daunted Sam. He ran . for and was elected to the Assembly from the northern district of Orange County. After Ted Craig had decided not to run in 1936, Tommy Kuchel ran for the Assembly and was elected. He was the only Republican elected to public omce in that year of 1936, the year of a nationwide Democrat ic landslide. Then Tommy went on to be state co'ntrollcr and later United States senator. Sam was elected to that Assembly scat. I n Sacramento Sam was an instant success, and he quickJy established himself as one of the most popular and effective members of the Assembly, respected by Republicans and DcmOqrats alike. He became speaker of the Assembly and as such became one of the most influential men in our state Capitol. No less an authority than Govw Earl Warren said that Sam Collins was the second most powerful man in state government. Then disaster struck. A national magazine, I think it was CoUien but may be mistaken, ran an article charging that Sam Collins was a stooge for Artie Samish, one of the most powerful lobbyists in Sacramento. Sam denied the charges. So did Samish. No charges were ever brouaht but Sam Collins WIS finished u I politician just because a national magazine charsed that he wu a scoundrel. Since 1975, High Hopes brings new life to head-injury patients I t could happen to anyone. One moment able to w;.tlk, talk, sec, smell, tastc~or remembe r what it is that you did five minutes ago. The next, in a hospital bed, life as you know it altered forever. It's everyone's worst nightmare, and the students at High Hopes Head Injury Day Treatment program have lived it and arc surviving it. Doctors, lawyers, college stu- dents, secretaries, professional baseball players have been through this program and know what it is like to spend years gaining back what they once never thought twice about. Adults with traumatic head injuries come to the Costa Mesa program, based at the Rea Community Center on Hamilton Street, to start a lifelong process towards full recovery. With a variety of disabilities, both mental and physical, each individual works for increased independence in hopes that one day they may return to work or school. His friend driving Jost control or the car, and Nicks was thrown out through the sunroof and pinned between the car and the· sidewalk. Nicks spenl eight montbs in Che hospital, and another scvel\ weeks confined to a wheelchair. Those weeks, Nicks recalls, felt like yean. 1bc frustration and anaer he initially felt threatened to keep him in the wheelchair forever. But he wu bleucd" with a sense of determination to moYe on. Yet results over the years h:ive exceeded even the highest hopes. An average of 12 people a year who were told they would never walk again end up on their own two feet. Brent Hickman, a High Hopt:s student, was unable to talk when he first arrived at High Hopes; ''Now, they can't get me to shut up ," he said. Start ed in J 975 as a support group fo r 40 families of head injury patie nts, High Hopes was basically lhe only alternative to institutionalization at that time. Presently, the nonprofit program helps 45 students; each student spends an a\ierage of 3 to 4 years in High Hopes. High Hopes addresses all aspects of in· jury, ranging from the physical -paraly-La· tion, loss of vision -to the mental -the loss of memory or inability to express thoughts ·through words. The recent trea~urer's election appeared to be a Republican baule to unseat one of the few Democrat positions holJ in ·orange County. Perhaps if it . weren't an election filled with typical Orange County politics, we all would have had the opportunity to understand the symptoms of Orange County's financial illness and collectively found a way to avert the current situation. Then again, life has a way of happening regardless of bow we attempt lO avoid sudden turns. Their continuing incompetence is demonstrated in their on·going excuse that Citron's fund wall irresistible base d on it!'l return. That b not bad for a conscrvat ivc fund which the public assumed he '"~~ running. But some of these culprits knew he wa!>n't. And the rest should have. · Citron wasn't operating a conservative fund. He was leveraged to the eyeballs and juggling radical-risk chainsaws. In the league that Citron"~ playing in, 8.6% is a pathetic return! Funds in this league generate returns over 25% in good years and average bcuer than 15%. T hese f und'I arl! managed by highly skilled traders \\ho arc paid annual compensation in the millions for their c>.penise and performance. How could an)onc in·the·know think that this $104,000 a year treasurer \\as qualified? How can they be impressed by a return that is u fraction of what a high·rbk portfolio shoulJ bl.! yicldi11g'? They have condcmneJ th emselves. They arc either still lying to us, or arc pathetically incompetent. Either case dcmunds th~ir dbmissal. In the real worlJ, a situa tio n like this ~ould be handled much more decisively. The treasurer, chief financial officer/chief :idrninistrativc officer, and CEO \\Oulu not have been allowed to rc::.ign. We arc seeing denial, cover-up excuses, finger·pointing, on-going cronyi!>m, secretive maneuvering, ~losed ·~loor meeting!>, and 1mpcn 1ous arrogance. "It's a sea," one prospective shopper said of the gridlock as she drove through the aisles hunting for a space. So how did the city of Newport Beach get stuck with so many im- pcrf cct trees? In the 1950s, the Ficus nitida was a favori te choice of residential developers, many of whom did not anticipate the tree's expansive pattern of growth. Today, with the city reaching full build-out, homeowners arc seeing the effects or inadequate growth space, particularly in more crowd- ed residential areas such as the Balboa Peninsula. C.UIY LUICSCtt, DAILY PILOT With plenty of room to grow, the Ficus trees outside Newport Beach City Hall haven't been a problem. · Once they had located a space (often after 15 to 20 minutes), consumers descended upon the shopping center hunting for bargains, exchange values and after-Christmas sales. Nearly every store in Fashion Island had a "Sale!" sign in the window, but it was the larger department stores such as Broadway and Robinson's-May -with 40%-50% off sales -which attracted some of the largest crowds. "They had a great sale on men's shoes," said John Maier of Irvine, clutching tWQ Broadway bags. "We have two Ficus trees in front of City Hall which are big and have open space and aren't causing problems/' said · city Park and Tree Superintendent Marcy Lomeli. "As opposed to the ones down in say the Corona dcl Mar business district, which are packed in tightly." Even those who witness the damage admit that the trees arc scenic, albeit badly planned. "But whe n they were planted years ago, there was no consideration given to what they were going to do to the hard- scape." Homeowners have vowed not to put up with destructive trees if remcdie,s arc available. Harbor View Hills is requesting that all of the association's 120 Ficus trees be removed and replaced. "We'll share the costs, if that's what's necessary to get the project started,". said Harbor View Hills Association President Bill Ginter. "We don't have a huge budget, but we may have a few thousand dollars in the treasury. "The city should really be doing something: Call a halt to any more Ficus trees." Outright removal is not as sim- ple as it sounds even if the tree is causing damage, city officials say.
