The skateboard ban would allow the city's Community Services De- partment to post "No Skateboard- ing" signs al the City Hall Civic Center, the Neighborhood and Downtown community centers, and the Costa Mesa Senior Cen- ter. According to Keith Van Holt, the city's Community Services di- rector, damage due to skateboard use has been reported at oil four sites. "There is a place on the sou th • side of th e Neighborhood Com- munity Center where kids like to ride their skateboard s along stair rails, and we have about 500 kids a week involved in gymnastics - kids 3, 4, 5 years old. Bv EVA..'IJ H£NEJlSOS, STAFF Wann. City officials in Newport Beach and Costa Mesa hinted Tuesday that they will file lawsuits within the week against the county in order to recover withheld property tax funds. The county had claimed a por- tion of these funds to recover a port ion of the losses to the coun- ty's investment poo l. Costa Mesa could be t11king .ic- tion "within the next few days," uccord~g to Mayor Joe Erickson, who !isserted that the county should not have tied property tax fund s to the bankruptcy issue. "It's our opinion that that's our money. lt was never the countfs money," Erickson said Tuesday. The city lost· approximately S 1.6 million (including funds withheld from the city's redevelopment agency and sanitary district) <lur· ing the county's first distribution of property taxes last week. City officials ha'e been consulting legal representatives of other cities to determine the city's options, said Costa Mesa City Manager Allan Roeder. ' "The property ta;< money tends to be overshadowed because of the amount of reve nue in the invest· ment pool," Roeder said. "But th is is perhaps as important if not more so. "Part of the statement being made by all this is that those prop· erty taxes are assets of the county of Orange, not that they are sim: ply the collection agency on behalf of the city." Both Newport Beach and Costa Mesa are expecting some property tax funds today but offrt:ials said they are now unsure how much money they will get in light of re- cent developments. Cities and municipalities across Orange County were outr:iged at the announcement last ''eek of the county'~ plans to withhold be· tween 8% and 10% of propeny ta:< funds. The move became nec- essary, according to a statement from the cou nty controller-auditor, in orde r to make up reduc1io ns to the county investment pool, esti- mated to have suffered a $2.02 bil- lion loss. The county laid cla im to a por- tion of all property tax revenues collected between Nov. 9 and Dec. 6, the date the county filed for protection under Chapter 9 bank- ruptcy. Walsh, a 15-year police vet- eran who has spent the last 10 in a Newport Beach uniform, currently serves as president of the Orange County region of the Drug Abuse Resistance Ed- ucation -or DARE -pro- gram. The selection also makes Walsh eligible for a similar honor from state officials when they select a recipient in March. "It was a very nice Christmas present," said Walsh, who learned of the award last week. He was reluctant to take credit for the dedication that earned the honor. He instead thanked colleagues in his and other po lice departments, teachers and school ad- ministrators, and his family. Walsh has worked as a DARE officer in local schools for the past three years. He's also served in the department's juvenile detective bureau and as a motorcycle officer. Sgt. And a third anchor, Rog- ers Sound Labs, .went out of busi- ness. And the customers were no· where to be fou nd. With construction on the 55 Freeway and Triangle Square in full swi ng, a trip to the strip mall hardly seemed worth the hassle. "And, things were still pretty grim in the summer of '92," said Sam Jones, the center's on-site property manager. "There wasn't much of an optimistic forecast, ex- cept that Triangle Square was opening up, with Edwards The-. aters and Nike Town. We hoped they would bring traffic into the region." While Triangle Square' was gear- ing up for its grand opening, the Courtyards was switching gears with a new management company. l"he owners of the mall, the 11· li nQis Teachers Pension Fund, contracted the company Jones works for -Simon Management, to accomrrlodate the facility; Can- yon Park is "too hard to find"; and most residents are opposed to any type of development at Fair- view Park. Newport 8MCh/Colta M ... Dally Piiot in Indianapolis -in hopes of turning things around. · With solid properties like the Mall of America in Minneapolis and the Forum Shops at Caesar's Palace in Las Vegas on its r,.esume, Simon Management seemed a trustworthy guardian for the teach· ers fund's troubled child. "We have a relationship with them on other properties and joint ventures," Jones said. "They basi- cally said to us, 'Please help,' even though we have no ownership in the Courtyards." So, the firm went to work, and the center's first big break came last year, when Super Crown bookstore moved into a corner shop. "That's what really started it all," Jones said. "Things really turned around after that. We got Famous Footwear to come In and occupy the old C&R (Clothiers) spot. "We were still working with some of our smaller, long-time tenants, trying to help them hang on. But, we lost a few." Still, a number of those long- time tenants -like Clothestime, Strouds, Sav-On and No Substi· tutes deli, remain there today and uy that buaineu Is 11eadily im· proving. ''We were sort of here all by ourselves for awhile," said Bobbie Otipperfi'eld, senior assistant min· ager for Strouds. "We saw a lot or stores come and go. "But, we tried to remain opti· mistic. We knew that Triangle Square and the completion of the (rccway was going to generate a lot more interest in the area. "Now, we're just starting to build up again. Business has dcfi. nitely increased, and you can see life coming back into the center. It's been really good for us." But, according to Jones, the firm didn't just wait for Tria(\gle • Square to open up. The group also reconfigured stores aRd juggled a few strong tenants into other loca. tions. Strouds, a big draw for the shopping center, moved into a shop twice the size just a few doors down. And -Moby Disc just rcne\Oed its lease and will be mov- ing into a larger spot right next to Super Crown. Probably the most remarkeable change, however, has been to the center's food court, its most trou· bled spot. The food court had been de- signed to house six small eateries. Out, according to Jones! the center had a tough tim e keeping tenants. No Substitutes was the only shop that was able to tough it out. "So now, instead of having sLx small food court tenants, we di- vided up the remaining space' into two spaces," Jones said. "Rubio's rish Tacos just moved in to one of the spaces a couple weeks ago, and we just opened up La Con Cuisine of Thailand. That's a fine dining, sit-down-type of restaurant as opposed to fast-food take-out." And, Jone said, in March, the center will be welcoming two more new tenants -Ethan Allen furni· ture and D.P.'s Coffee Hoose. The firm!s next major rosk is finding a ·tenant for the center's large corner store at 19th Street and Harbor Bolevard. "We need a tenant that will use a minimum of 3,SOO square fee t," Jones said. "We've had a lot of smaller stores interested in the spot, ~ut the owners· want to hold out for that cornerstone tenant that will really identify the cen- ter." LOS ANGELES -.Costa Mesa High senior football standouts Charles Chat- man, Dewayne Crenshaw and Jason Weir have all been named All-CIF Southern Section Division VIII for the second straight year. Crenshaw and Weir repeated on the de- fensive and offensive lines, respectively, while Chatman earned recognition at run- ning back, after making the defensive team at cornerback as a junior. The squad, selected by sportswriters on the Amateur Athletic Foundation of Los Angeles' All-Southern California Board of Athletics, also honored three Laguna Hills High standouts, including tailback Bren- dan McGraw. Chatman, the Daily Pilot Pacific Coast League MVP, was also the Newport-Mesa District Offensive Player of the Year after amassing 2,512 yards in just 11 games. Chatman's regular- season total or 2,297 yards was an Orange County record, an$f he exploded for 414 yards on 43 carries against Aliso Niguel, coming 4 yards shy of matching the county single-game high set by Dana Hills' Jim Chatman Gleed in 1979. A 5-foot-10, 170- pounder, Chatman battled McGraw all season _ for the county rushing title, en route to eclipsing the school and district single-season yardage marks established last fall by Costa Mesa's Binh Tran. He also scored 29 touchdowns. Crenshaw, who opened the season with 251 rushing yards and five touchdowns against Ocean View, battled injuries all season, which focused his contribution on defense as a dominat- ing end. Weir Though Crenshaw finished with 879 rushing yards, he con- sistently qrew double- team attention on de· fense. Weir, a 6-1, 245- pound senior guard, took over for' 1993 Division Vlll Player of the Year Bryan Luxembourger as the featured blocker in Coach Myron Miller's ground-oriented of- fense. The Me sa trio, which helped lead the Mustangs to the 1993 Division VIII cham- pionship game and an outright PCL title, paced the squad to a 7-3· 1 record this sea- son. The Mustangs, who finished second in league behind Laguna Hills, were defeated by Norte Vista in the first round of the CIF playoffs, 28-12. BY D ENNIS BaOSTEIUfOUS, Sro1.:rs W1.rn1. COSTA MESA -In a game which featured all the intensity of post-season play, the Costa Mesa High girls basketball team found a way to defeat Capistrano Valley, 50-49, TuC"Sday night to cu;lvancc to the championship semifinals or the Mustangs' own Winter Classic. Koo Kim, who had drilled a pair of clutch three-point shots earlier in the fourth quarter, drained a pair or Cree throws with 13 sec- onds re-maining to give Costa Mesa the come-Crom-behind win. Both of the pressure Cree throws hit nothing but net. "We had confidence that Koo would come through," said Mµstang head coach Len Whitacre. "She's had games where she's gone 11 for 12 and 10 for 11 from the llnei so I'm not surprised." After the free throws, Mesa still had to survive a hectic final seconds. first, a clean steal by Cyndec Arellano appeared to salt th e game away, but she was guilty or a traveling violation with four seconds left. But that just left Capo (7-3) a· des- peration attempt from near mid· court which fell way short. The Mustangs (8-3) will face Lake Washington in tonight's 8 p.m. semifinal mntchup. In the other semifinal at 6:20, Huntington Beach and Woodbridge square off for the right to play· for the tournament tille at 7:30 Thursday. "This was a Cun game tonight against a quality team," said Whitacre. "The effort on both sides was excellent." Mesa needed to cmnk it up late in the game when it found itsiK down 47-41 with three minutes to go. Corri Lurmann, who 10TH ANNUAL DAILY PILOT COAST CLASSIC was to foul out just a few seconds later, hit a short jumper to make it 47-43. Then Raeme Payne scored from inside wit h two minutes left and it was 47-45. Capo, however, took a 49·45 edge with about a minute left as center Jennifer Garrett mu scled inside and scored. Kim then took over the spotlight. From the top of the key, her three-point at· tempt banked in and il was 49-48 with 50 seconds left. Kim then forced a held ball with 2.7 seconds remaining, but the pos· session arrow favored Capo, and the Cou- gars kept the ball. A traveling violation gave Mesa another chance. Kirn worked the ball underneath, tried a reverse layup which failed, but was fouled giving her the opportunity to win the game at the line. DeGrazicr, Corona del Mar High's 6-foot senior guard, did a little or this and a little of that, while teammate Brian fracalosy, a 6-2 senior, played much bigger-than his size, doing a number on Huntington Beach's 6-6 twin towers Matt Jones and Clay Chilcott in the blocking out department. With the play of DcGrazier and Fra- calosy, along with a whopping free.. throw diCCerential between the two schools, Corona del Mar (8-4) held on to defeat Huntington Beach (6-4) on Tuesday, 48-45, in the Sea Kings' sec· ond pool play contest of the Daily Pilot Coast Classic at Estancia High. "We're asking (DeGrazier) to do a lot of things," CdM Coach Paul Orris said. "We're asking him to play point guard, and score, nnd play defense against (the opponent's) best guard. It's tough to do all three of those things, but he handled it real well." DeGrazier scored 15 ~ints, had three rebounds and a ~air of steals.
