Another storm expecteil
today with rain falling
the rest or the week
Rainfall ... Tue.sd.ay's storm -the mos t recent in
a series of blustery Pacific-spawned storms -
dropped nearly two inches of rain in Newport
Dcach, bringing the total for this year to' 6.88
inches. Another storm -the fourt h to ·move into
the area ,this year -is expected today. Rain is
anticipated on a11d off for the rest of the week.

Flooded ... The deluge flooded sever~)
intersections and forced the closure of several
rq;ids -including 19th Street on Costa Mesa's
West Side and Dalboa Doulevard in Balboa. Balboa
was closed to all traffic from 15th Street to the tip
of the peninsula.

fears .. ~Employees at numerous local firms were
either sent home or told that they could go home if
they were anxious about their home or family. All
employees at Pacific Mutu:il Life in Newport
Center were told to le:ive and eniployees at nearby
Irvine Co. offices were also told they could go
home.

On alert .. ; Emergency Operations Centers in ~
both Newport Ocach and Costa Mesa were
reopened Tuesday. They were opened during last
Wednesday's de luge and were inaugurated during
last year's fire~torm.

OnJoan ... Newport Dcach loaned two swift
watcr·trained lifeguards -Brent Ranek and
Michael Hinze -to L~guna Beach to assist in
rescues and evacuation in that storm-battered city.

The storms have been a boon to businesses
that provide delivery service -part icularly
local restauran ts.
While Sant iago Valdez, manager of Gina's
Pizza re staurant in West Newport, lamented
a 50% drop in in-store business, he
acknowledged that "There's definitely a lot
more de liveries."
Despite gelling soaked to the skin and
having to naviga te around closed streets and
traffic tic-ups, delivery people were jovial
about their jobs.

bought this year and schools won't ec any new
equipment that's not necc sary to safety due to cuts

county's multi·billton bankruptcy.
The Newport·Meso Unified School District will
make more than SS million in pe nding cuts ond dip
into reserves in order to make it through to the eniJ
of the school year. Michael Fine, director of fisca l
se rvicCJ, anaounced Tucsdoy nigh!.
The, Cult. or spcndini "su pensions," a the district
ref crs to ahem, co ll for no spending . that 1s not di-
rectly related to teaching, learning and payroll.
That also means a hiring freeze on classified staff,
no instructional consultants an d no travel and con·
ferenccs unless related to financia t matter~.
The spend in&: plan wa de~igned to get the ~chools
through June on available ca)h flow without offecting
classrooms or laying of( teachers. In all, the plan re·
nect $2.7 million in cub.
Superintendent Mac Bernd pointed out that the
plan can be changed as the county and the di trict's

dollars, two members of the Or-
ange Q>unty Sherifrs Harbor Pa·
trot have opted for early retire-
ment.
H:irbor Patrol ~gt. Dean C.Ordell
and marine mechanic Jack Deus,
who have a combined 67 years of
county service, have ended their
tenure. Dy ~cccpting the county's
offer to retire before J:in. 10, the
two employees will earn all of
their gu:irantccd benefits, includ·
ing sick leave and vacation time.
"Together these two guys arc
the heart and backbone of this de-
partment," said Harbor Patrol Lt.
Dick Ofson. "We hate to sec them
go, bul everybody deserves the
time to hang it up and start enjoy-
ing life.''
Cordell and Betts said that they
had both contemplated retirement
in the near future. The filing o(
Chi.ptcr 9 bankhiplcy on Dec. 6
and the county's orrcr to guaran-
tee accrued benefits, they said,
firmed up their decisions.
"If I had planned on staying an-
other four or five years, J wouJdn'l
have done this," said Cordell, 58.
"1 was probably going lo stay an-
other year, so when lhey offered
this package, I decided to accept
their offer."
The county's offer docs not in·
elude multiple incentives. R:ither,
as Cordell noted, it guarantees
that the employees will receive re-
tirement benefits to which they
would be entitled even if the coun-
ty was not fa cing a financial crisis.
Employees who ncccpl the off er
will receive sick leave and v3cation
payments in a lump sum in June,
followed by addition:il installment
payments in June of 1996, 1997
and 1998.
With 34 and 33 years of service
respectivelY., Betts and Cordell be·
lieved that their jobs were not in
jeopardy. Retirement incentives,
howeve r, we re another matter.
Betts,, who faces surgery today,
said that he will use the county's
\\Orker's compensation benefits to
help pay for his med1c:il eitpcnses.
Like Cordell, he said that the time
was right 10 make the dccbion.
"l kind of h'atc to leave," he
said. "I'll miss the waves and the
blue slues. l\e spent half my life
here. But there are other things I
want to do."
A former county employee of
the month, Betts, 68, said he will
use his down time to travel and to
take classes at Orange Coast Col-·
lege. Beus, who has a pilot's Ji.

Hospital in Newport Qcach, ac·
cording to a private study that was
released Tuesday.
T he four-year aMlysis by
Healthcare Data Source, lnc.1 of
data from 10 hospitals across the
county determined that Hoag has
the lowest mortality rate and
charged the lowest average priCe
for standard coronary artery by·
pass surgeries.

most recent government data

Center in Orange was ranked as

Lieberman, who sold it back to the
league Monday, was not revealed.
