If they dose the pie r to fishing it will be discriminatory to the fishermen who can't afford Lo bJJy licenses and to dads and young kids who want to go out and rty it. The American Civil Liberties Union should be notified that the law would be dis- crimin:itory. It's unfortunate that New- port Beach is de:iliog with the problem this way. All, or the majority of the benches are completely occupied by fishermen. I'd like to see fishing banned on all the piers in Ne" port Beach. In fact, we couldn't find a place to sit because all, what should be benches, arc covered with fish guts. So, l \\Ould definitely support a full-time, 24-hour, seven day a week ban on fohing. Fishermen can find some other way of fishing. The most serioµs pro61em of the Ne"'port-Mcsa School District had its roots in the ill-conceived actions of five trustees -persons we entrusted to keep our school district healthy. Dul they let us down! These five men and women voted to hock the school district's funds :ind future on a Ponzi scam not one of them understood. Now, the currenl board seems mainly concerned only with problems they may face in getting opcr:iting funds from a bankrupt county fund. This is the le)Ser of the worries raced by the Ncwport-Mes:i di)trict. The real disaster is set for a lilllc less than six-months from now - June 13, 1995 -when the improvident and unethical $47 million gambling debt comes due, with interest! Let's face it: one of the problems th:it brought on this crisis was the anitudc of five mcmberS of the previous Newport-Mesa School District Board of Trustees. Anyone who ever allcndcd their meetings was fam iliar with the closed-minded altitude toward public comment. Obviously, none of these five trustees was familiar with the quagmire of "creative finance." Any pe™>n who re3ds the Wall Street Journal or even the business section of The Times should have been aware that interest rates were likely to go up, and the value of the bonds they ''ere bc111ng on go do\l.n. Common hor)e sense and ordinary responsibility would have told them not to bet on falling intcrclol rates. Sure, they thought they htid .. financial advice" -Merrill-Lynch. But the ac.J, ice was self-sci"\ ing -like asking a u)ed car salesman to tell you truthfully, the condition of the car you are contempl:ning bu}ing from him. Dut, more than stupidity -and that's all one c:in call it -the five trustees who voted 10 g:imble taxpayers' money violated a basic ethic:il trust. You don't gamble with someone else's money. Nor do you risk public funds, belling on something beyond your comprehension. What's the olution? I don't think it's going 10 come in closed meetings of the Board of Trustees. We need open meetings, anc.J "c need them now! After all, a S~7 million debt is a load on the backs of every taxpayer in Newport Deach and Costa Mcs:i. Why should we trust a board that got us into this mess 10 get us out? School boards tend to be made up of people who lack experience in financial problems. There arc probably hundreds of citizens in Newport Beach and Costa Mesa who are more experienced and could · contribute far more to the solµt ion of the problem than any trustees who occupy sc.lls on the dais at H3rper School. They should be heard and their concerns and solutions addressed. At the moment, the district is in much the ~ame position as lhc widow who had a mortgage held by the heartless b:inker, and no money to p:iy it. Dut our school board, rather than laking the bull by the horns, seems to have assumed the position of an ostrich with its head in the sand. On the brighter side, the loan which was guaranteed by bond it purchased at full value (and arc now worth only about 80 cents on the dollar) are of relatively short maturity. If they can be retained until their maturity in a few years, they will be called at 100% of their face value -or S47 million. In the meantime, they are earning fairly good interest. . "It's a very expensive hobby," Maloney said. "I mean, it's insane. It's crazy. I'm asked why we do these things." Well, why do you do these things if it's so insane? "Because it's there, l guess, and the competition," he said. "Golrs too slow, and I can't play cards, and l 've always been around cars. "Dut there arc times when you go broke and you say you're never going to do it again. You sell everything: t~e helmet, the -car, the gas cap, the trailer, the trailer hitch, the tools and the gas can. Then in a couple of years, you're back at it, and you're buying a helmet, a car. a gas cap, a trailer, a trailer hitch, tools and a gas can." Maloney, 61, a television and video producer who lives in Corona del Mar, doesn't experience that type of transfer much. He's fa r too appreciative of vintage sports car racing. Aside from personal gratification, the passion of competition and the thrill of victory on the course, Maloney is also instrumental in getting the word out off the course. He runs Motorsports Productions, Inc., in Newport Deach, \Vhich is close to a deal that would create a cable s1a1ion all about c:m ... auto racing, restoring. car reviews, personalities, women's views, foreign cars, etc. "It 's like the Golf Channel, or trave l, or cooking," Maloney said.
