A bomb hoax delayed a night for
more than an hour Tuesday after-
noon, prompting investigations by
federal and local authorities.
U.S. Air flight 338 was runway·
bound in preparation for its trip to
Pittsburgh \\hen airline officials
were told shortly after 1 p.m. that
a bomb was aboard, an official
"ith the Federal Aviation Admin-
istration said.
The Boeing 737 was moved to 3
remote area or the airport "'here
the 58 passengers and six crew
members remained aboard as the
luggage compartment was evacu-
:ued and scoured, airport spokes-
woman Pat Ware said.
No explosives were found, she
anJ other officials said.
The scare began when a man
who already had checked in a
piece or luggage reported to air-
line officials the he'd lost his tick·
ct, the FAA officia l said.
With the bag aboard and the
plane pulling away from the gate,
the man ''indicated it was too bad
he missed hb flight because there
was a bomb in the baggage," Ware
said.
"I don't know if this gentleman
\\as just irritated that he missed
his flight and (thus) said some-
thing that was totally inappropri-
ate," Ware said. "A situation like
this is always treated very seri-
ously. This is a very serious of-
fense."
The man walked away before he
could be detained by airline of·
ficials or airport security. He was
described as being between 45 and
SO years old.
Both the FBI :ind Orange Coun-
ty Sherifrs Deputies are investi-
gating the incident, Ware said.
Airline records should be de-
tailed enough to lead authorities
to the man, Ware said.

connection with the incident as of

ange County Sherirrs Department

Ware said it was unclear what

"he felt very sorry for the driver.
She went through a messy divorce
and has two children to raise."
Each time, she said, she was too
stunned to respond to the remarks

Rupert, an unusual black
swan and the ferry's unofficial
mascot, spent the weekend
under the care of All
Creatures Care Cottage
Veterinary Ho pital after he
was taken from the water by
concerned ferry employees.
The employees noticed late
last week that Rupert was
swimming erratically and
looked ill.

It's looking like the race for Marian Dergeson's
former state Senate seat will include more than the
three political heavyweights who've already begun
their sparring.
With four days lefl lo tum in.the required 40
voter sign:itures to qualify for the March 14 ballot,
e ight candidates already have paid their filing fe es.
In addition to retired Newport Beach
Assemblyman Gil Ferguson and Assembly members
Doris Allen CR-Huntington Beach) and Ross
Johnson (R-Placentia), the field looks like it will
include an eclectic group of Sacramento outsiders.
Those seeking the post range from Madelene
Arakelian, the co-owner of a waste-management
company, to Dan Worthington, a photographer and

Shalimar Drive and Wc~l 18th Street have
compla ined that crime in the
neighborhoods has left them no choice but
to convert the rarports into enclo~ed
garages.
Many owner~ have completed the
conversions without proper permits from
the city's building department. A nd,
according lo city officials, most of the new
gurages don't meet city code specifications.
The stafrs plan would bring those
properties into compliance with city
standards and ullow other property owners
in the same area to conve rt their carports
in the future.

Wo rthington, 59, a Costa Mesa resident. "There are
enough problems for all or the other candidates to
address that it leaves an open door. As )OU know
one of the candidates h~s moved into the di~t rict (to
run fo r office) and that's called ca rpet bagging.''
Johnson will move to Irvine if he officially opts to
run. ·
Worthington al so noted that John~n and Allen
won re-election to their Assembly posts in
November. .
"It costs approximately $340,000 for the state to
administer a special election," Wo rthington said. "If
one of those Assembly people is elected, that's
another cost that the people of this stale are
bearing."
Financi al waste by incumbents was a recurring
tone.
"Looki ng at the slate of (big·name candidates) ..
. there's no one there 1 want to represent me," said
Ruper, who lives On the Newport Peninsula. "I
don't think they really want to represent me. They
just want another job because of term limits.
"The people are not going lO be happy with that
k.ind of representation," Ruper said ... They're too
smart. I just think it's time that somebody who
works ev~ryday and pays taJCes and has employees
(gets elected)."
Palitz, too, spoke of pure motives.
''I want to do something good for the county on ~
state level'," he said. "I have a lot of good ideas."
Politz fancies himself in a May 9 runoff election
wi th Ferguson.
IC no candidate secures more than 50% of the
vote on March 14, the top Republican will face the
top Democrat in May.
Palitz and Arakelian both are registered
Democrats. The other six candidates all are
Republicans.
Out Arakelian, who said she's not affiliated with
Democratic Party officials, contends that partisan
squabbling won't become a part of the race, at least
in the primary election.
She said she'll run a clean, but' aggressive
campaign.
Deing assertive isn't something she has a problem
with, Arakelian said.
"I'm the lady that stood up (at a county board
meeting) and told the supervisors to resign,'' ~he
said.
A rakelian also lost a bid in a primary election to
take on Republican Congressman Bob Dornan.
Donations rescue museum program
As a result of recent donations, the Newpo rt Har-
bor Ar\ Museum has announced that its "Partner
Program" has been. saved.
The program, which provides financial assistance
for in-museum and in-cl:issroom art education, was
saved by donations from grour.s including the Fluor
Foundatio n, Rockwell, the W1ldier Foundation and
the Santa Margarita Company.
The donated money will be used to provide fund·
ing for buses to the museum, as well as in-class ori·
entations.

Why don't you meet with us to discuss the accident that killed our daughter, Pam, last February 22, 1994? You showed such compassion for the Huber family,
even traveling across country to attend Denise's burial service. You are obviously committed to the community since you made time to herd cattle down Fafrview road
to the Orange County Fair. At the scene of the accident, the driver's ex-husband, a Marshall, was telling our neighbors what a good tnan you are. Therefore, we don't
understand why such a good, compassionate man won't make time to meet with us.
On two separate occasions we requested that you be present at meetings scheduled with Captain Brooks. You were never available. On January 19, when we
again requested a conference with you, through your secretary, you told us-that you would not meet with us. That the investigation is dosed. · . ·
For that reason and so that the people who live, w ork, attend school here and visit our busy city will be alert to the fact that Pedestrians do not have the right of
way in Costa Mesa, J am writing you this open letter.
We find it appalJing that, according to our daughter's file, in Costa Mesa a driver can hit a ped estrian, say she is sorry, say she never saw the pedestrian, say s)'le
sneezed twice and the Costa Mesa Police Dep a rtment will find the pedestrian primarily at fault. Your department does not care that the driver drove a 3,000 pound van
530 feet down a guiet, straight residential street on a dear moming without seeing our daughter drive up in her bright, red car, open the door, exit, dose the door and
almost completely cross the street. Pam was just a few steps from our driveway and safety. Your officers ignored the fact that the driver, if she had been alert, could have
adjusted her sp eed, turned left onto Carmel, completely stopped or swerved just slightly to avoid hitting Pam. Our daughter would be alive today. Instead at the scene,
one of your officers told m e that it was "just an unfortunate accident, the .driver sneezed ." While at the scene of the accident, the drive r was allowed to make

since the ped estrian was deaa, they (CMPD) had to believe the driver. Your offi cers also offered excuses for the driver such as Pam was w earing dark clothing and it
was shady. Chief Snowden, your officers wear dark clothing and must occasionally park on shady streets. If one of them were struck and killecf would you accept this as
an excuse and tell their families the same?

The m ofJling after w e buried our Pam, lnvesti$ator Rautus told her father that, "At the scene of the accident, most officers find the fault with the pedestrian, but I
will try to find some fault with the driver." Titis he said shortly after telling us h ow sorry he fe lt for the driver since she had gone through a messy divorce and has two
cruldren to raise. This should have given us a clue as to h ow the investigation would go. But we were very trusting and naive and tl)ought that the CMPD would be
seeking the truth. Your officers had already reached an opiruon and set out to support it.
Why did we have to wait 4 months for a report that Investigator .Rautus was going to complete in a month? And even then your investigators weren't sure who
was ing to complete it. ·
Chief Snowden, your investiga tors did reopen the investigation twice. But why did they have to? Because we tore apart the TCR, the Investigative Supr,lemental
and Sgt. Walker's reinterview of the parties involved. We pointed out the inconsistencies in the driver 's statements, the biases, the incorrect "factuaf diagrams', the
assumptions accepted as fa ct, that witnesses had not been interviewed, and that the driver was never asked what she was do ing while sh e was driving a own our street
prior to the accident. That question still needs to be addressed. We were to ld that it didn't matter what she was d oing. She could have been reading a novel.
After our second m eeting, Capt. Brooks assured us that the investigation was not closed. He would be meeting with Traffic Superiors and going over the case. In
a Jetter that informed us of their decision, he referred to Officer Rautus' time I distance study and upheld the irutial conclusion that the pedestrian was primarily at fault.
In his letter Captain Brooks also stated that, "1 would very much like to find that the primary collison factor is inconclusive, or that your daughter was not at fault, but.
that cannot be supported by the facts. "It should be noted that the passenger 's statement was left out of the consider~tion df facts.
We called. to ask .what happened to the passengers statement that while sitting in the rear seat area on the passenger side, anq looking out the right side window,
"FROM THE CORNER OF HER LEFT EYE SHE SAW MOVEMENT. UPON SEEING THE MOVEMENT SHE THOUGHT THAT JS WAS COMING FROM THE
PARKED VEH1CLE ON THE RIGHT SIDE OF THE ROADWAY. SHE RECALLS SEEING LONG DARK HAIR PASSING THE FRONT PASSENGER 1XX>R AREA." We
would like to point out that for thfa 11 year old to sec Pam from where she was sitting it would mean that PAM WOULD HAVE HAD TO ALREADY PfSSED IN
FRONT OF THE CAR AND SUBSEQUENTLY BEE N ACROSS THE STREET -NOT STILL CROSSING. That would be supported by the fact that Pam s purse was
fo und in front of our son-in-law's rarked car. We were told that as a child s he was probably confused. I call your attention to the fact that the CMPD has established the
DARE Program for 6th Graders (1 and 12 year olds). Apparently someone in the CMPO feels that this age is capable of handling important information and keeping it
straight. OUr 12 year old certainly remembers the events of that morning. ·
Since we were n ot capable of chal1enging the time/distance study, in December we hired Charles Plemons, an expert in Collision Analysis and Accident
Recon s truction, to go over Officer Rautus' time/ distance studies and alJ the other CMPD reports. This is why we requested a meeting with you. Using the Bruce Herms
1970 studies as presented in Basic Collisio11 A11altfsis'and Scene Documentntio11 by David A~ Castell and Steven Moss, h e came to the conclusion that as far as the CMPD
calculations went their condusion was correct. 'BUT HE FOUND THAT YOUR DEPARTMENT LEFT OUT ONE LAST CRUCIAL STEP! He also found that there was an
ERROR in Officer Rautus' mathematical computations. Mr. Plemons corrected the calculation and c.arried out the last step (just 1 /2 second in time) and found that the
ONLY REASONABLE PRIMARY COLLISION FACTOR TO ASSIGN TO THIS EVENT IS THE VAN DRIVER'S SEEMINGLY TOTAL INATIENTION TO THE
DRNING TASK. Therefore, the driver was the primary fault in the accident of Flbruary 22, 1994. . ·
Mr. Plemons reviewed the basic fa ctors of this incident with Mr. David Casteel, whose work the CMPD appears to have relied' upon for analysis. Mr. Casteel
con curred with Mr. Plemons in his findings concerning the primary collision factor.
. In ligpt of Mr. Plemons findings, Chief Snowden, I publicly request that you amend our daughter's file to show that the primary fault of the accident is with the
dnve~ .
During the last 11 months I was repeatedly told by Attorneys who have practiced more than 30 years, by retired policemen, by investigators, and by men still
active on the police force that the re is what they referred to as POLICE PRIDE. Once a condusion has been reached, a policeman will not change it. In the words of the
accident reconstructionist we have a better chance of the heavens'opening and the angels singing. I happen to believe m miracles.
We have spent a great deal of time (as my full notebook shows) ana money on this investigation (as our savings book shows). Our daughter is dead and nothing
we do can bring her back. To the CMPD Pam was just another "unfortunate accident", another statistic. To us she was beautiful and wonderful and worth every effort to
show that she was not the primary fault of the accident on February 22, 1994. J ( .. .

Pamela's little red car for four
months, at the department's re-
quest.
"It was torture for us to have to
look at that car every .single day,"
Paradis said. "Finally, we couldn't
stand It anymore and we moved
the car over to (Pamela's) grand-
mother's."
111en, the fnmily received a copy
of a police report detailing the ac-
cident. In it, the investigating of-
ficer says that Pamela was the
"primary cause" of the accident.
But, while reviewing the docu-
ment, Paradis said she spotted in-
consistencies. ..

accident, and sh was allowed to

Paradis fought to reopen the
case, arguing that the lead investi-
gator had failed to interview all
witnesses, includ ng an 11-year-old
passenger in the van and a neigh-
borhood girl who heard the impact
and saw Pamela being thrown
onto the sidewalk.
"There's no way that accident
was her faullt" Paradis said. "She
had already crossed the street,
walked almost all the way past the
van by the time she was struck.
Her body hit the passenger side of
the va.n.
"And, nobody has asked the
driver, 'What were you doing?
Why didn't you see her?' "
So, Paradis said she requested a
meeting with Snowden.
"l wanted to tell him about the
inaccuracies," she said.
Dut instead, she was put in
touch with police Capt. Dave
Urooks, who she claims only "of·
fcred excuses."
"He said there were shadows
that day and our daughter was
dressed in dark clothing," Paradis
said. "And finally, the officer sit·
ting next to me stated something
to the effect that since Pam was
dead, they were going by what
(the driver) had told them.
"Then, I tore the report up, and
I wrote letters to Chief Snowden,
the investigating oflicers and the
City Council."
The case was reopened a few
weeks later with another officer
handling the investigation. But,
the findings were the same.
The case was reopened again.
Still, no change.
Dy this time, it was already No-
vember.
"My husband and I decided that
as our Christmas gift to each
other, we would hire our own ex·
pert to go over the repons and
conduct his own investigation,"
i.hc said. "\Ve told him that we
wanted an objective opinion. We
want to know if what we came up
wit h was correct, or if what the
Police Department came up with

In his report, South Pasadena-•
based collision analyst Olarlcs
Plemons Jr., wrote that the de·
partment•s reports "do not carry
the analysis of this event far
enough to obtain a proper und~r
standing of what occurred" and
added that "a reasonably attentive
driver with an unobstructed view .

proper evasive action."
Again, Paradis attempted to ar-
range a meeting with Snowden.
That was just two weeks ago.
"My husband spoke to Chief
Snowden's secretary and said he
wanted to set up a meeting, that
he had smoking-gun evidence that
their ~port was wro~ and the
secretary told my husband what
days Chief Snowden was avail·
able," said Paradis. "She called
back later and 1aid that the chief
would not be meeting with us, that
the investigation was closed."
That's when Paradis decided 10
take out the ad.
"It's just been so frustrating to
me," she said. "We decided to go
ahead and put the ad in the paper
because it's our only leverage."
And it may have helped.
After hearing of Paradis' inten-
tions, Snowden contacttd the Cam·
ily -three times in the last two
days. He has said he will accept
any "new evidence" the depart·
ment receives.
But, Snowden said, it still might
not change anything.
"Threatening to go to the news·
papers is not going to force me to
change the facts in their favor," he
said.
"We have inve tigated that re-
port three times. We've had the
(California Highway Patrol) take a
look at the investigation. We've
spent hours and hours going over
every detail with the family. But,
the facts remain the same.
"I do sympathize with them. 1
can understand their passion and
the hurt. That's why the depart-
ment has s~ent so many hours on
this. There s not a death in this
city -whether it's the result of an
accident or a crime -that doesn't
affect everyone in this department.
"But, at some point, the family
has got to let this go." -----

~Almon Lockabey's recent passing brings
f o~ a memory recall of the old watch.
I
t can be painful to get one's Daily Pilot news a week
after publication via mail to New Mexico on sorrowful
occasions when the big headline teJls our little world
that Almon Lockabey is dead.
1t doesn't fit. Al was always there at the Pjlot or out
cruising the waters in his boat.
~fan_Y people we'~e known over the years have passed
on and their friends have said, "Well, we did expect it since
they had not been strong ... " And the voices trail off.
But Al? Nah, Al was always going to be there. Even if he
retired (which he did a few years back). the mind and heart
would conjure up a picture of him always being there. What
could be more natural?
13ut, as mo~t readers know, he died at 85 Friday morning,
Jan. 6, 1995, and the news still tugs at the heart.
We last spoke with Al just before be retired. We related a
story about a unique catamarnn righting device that we could
send ~im, but ~nly if it sounded kosher, meaning the invention.
Happily, he said, "Sure, that's legit -send it."
From our past years together, l once sensed he wasn•t too
excited about catamarnns. Still, I recalled he was a solid
newsman, regardless of any personal likes or dislikes. His stance
since beginning with the S:fn Bernardino Sun in the mid-40s was
simply, "Get the facts. Stay with Lhe facts. Never waffle when
you've got it right."
This writer had been at the old Globe-Herald and Pilot about
five y~ars before Al was piped aboard as a. boating editor and
part-11me news reporter.
At any rate, Al sensed it was a positive to confer with this
corner early on l>ince l had been the sports editor and the one
responsibl~ for any rnajo~ boa1ing news. I only knew enough
about boating to gel a fair story across, but not too detailed on
specific action. S1ill, \\C would have a list or the winners.
· Anyway, Al sat down and said, "So, uh, your role with
boating was ... "

1 interjected, "l was the poor man's boating
editor."
Never expecting that from a stranger, Al
slapped his thighs and laughed heartily.
That was the beginning of a fun-filled
relationship that would endure for 35 years. I
doubt we ever had a conversation without
some humor interlaced between one subject
or another. ~
If J rccaU, I was 27 and he was 50 when we
first met in 1959, so we were positioned for
another hilarious perception.
After puffing on his pipe for a moment, he
politely said, ''I understand you'fe the city
editor, which makes you my boss."
It prompted this comer to look skyward
and laugh. The laugh was infectious and he
was soon glowing with a rich smile. There
was no need to explain. It was tacitly
understood. Herc's an old pro with seasoned salt in his veins
showing no resistance to working with a plebian news
supervisor.
He could surf:lce with some fantastic yarns that came from
intense digging for every germ of news. Young reporters would
swoon ove r such feats. Al simply turned in his valued stories
and walked off lightly. He never boasted.
Actually, he had a habit of poking fun at himself.
Any so-called bragging was constantly directed toward his
lovely wife Virgioia, son Logan and daughter laura. He had
every right to be proud since they were class ac1s. In fact, Logan
later became a sterling lifeguard for Newport.
This corner was astonished the fin.t time we carried an
assignment over to Al and discovered he was a hunt-and-peck
typist and amazingly fast with that method.
The Pilot newsroom was stuck wilb its own "Battle of the
Dulge" in those days -new staff, more desks, more equipment,
an Associated Pre s teletype operation. And one could discern
makeshift scenarios.
Al's desk prompted a grin. lt was actually a small table and
had 10 be forced up against a hallway wall. With that, the
advertising ~taff could squeeze by Al's table, which featured an
archaic Corona typewriter that rocked back and forth since it
was out of b:ilance, possibly from having tumbled to the floor ·
several times.
With good humor, I once asked, "Do you think you will ever
have a de!>k of your own?"
H e peered over his horn-rimmed glasses to remark, "Do I
look like Shakespeare?"
We both laughed, before I replied, "Well, no! f'ac1 is,
you don't even look like Hamlet or Othello or that dramatic
bartender at the Ensenada cantina."
Al !>afd,.''Thanks," then returned 10 his typing with a grin.
And I couldn't imagine that Al would ever bo lured into
putting his yarns on VDTs, which replaced the typewriters in
the newsrooms.
Only once did I feel Al was putting off on a s1ory. J had
~bscrved the old WWll B-17 bombers rusting along the air base
fence line. He made a note, "I'll get to it," he said. It wasn't
vital -just a feature idea.
Possibly, three months had passed and no story, but we never
had any harsh words. My approach every 2-3 weeks was to s:iy
something like, "Al, I have a faint recall of some old war planes
parked out there somewhere ... "
He ~milcd the fir~t time, grinned the second and laughed the
third. Finally, he said, "AJI right, you win." It turned out to be
o good s1ory. We were both pleased.
Before I left for another daily paper after Christmas, 1961, Al
caught up with me and said, "I want to tell you one thing
before you leave, Don." He paused with a slight grin, then
asked, "Why don't you ever get tough with me? I could have
used it."
I had no answer for this spcndid human being. Deep down,
the answer would have been: Toughness is for slackers, not
self-starters.
To me, it wos Al's way of extending an oblique salute without
soundina preteAtious. He knew 1 would offer no response to
that quc.tion. So, I just slapped him on one &houlder and
nodded a fond farewell throuah the door.

was as thick as the mud it !>logged
through for nearly two rain-)oaked hows
en route to a 3-0 Pacific Coast League
w{n over cross-town rival Costa Mesa.
Just six days ago, Coach Jenny Tavares'
squad h:id yet to record a victory in 13 tries, a period
Tavares ref erred 10 as a "dry spell."
But Tuesday's triumph was the third straight for the
Eag\es (3-11-2, 3-1-1 in league), all against PCL com-
petition, giving them sole possession of second place
after the first round or league play.
&tancia begins second-round play Thursday against
visi1ing University, one game behind the Trojans (4-0-
1), who they tied, 0-0, in the league opener. The Ea-
gle~ pushed ahead of third-place uguna Hills (3-2-0),
which handed them their lone first-round lb!>).
Conversely, Coach Dan Johnston's Mustangs (7-8-0,
0-5-0) left the soggy Estancia field in the midst of a
nearly month-long victory drought. The Mul>t:.mg~
have lost six straight af1er winning seven of their first
hine.
"We're oh-for-'95," said John!>ton, who agreed to
come to Estancia as the "ho~t." due to the Mesa
fields being almost totally submerged by rainfall.
Johnston couldn't help note the two teams' shirting
fortunes. . ·
''{Estancia) had a rough pre!.eason, but they've
hung in there," Johnston said. "That's "hat our kith
ha"e got to do now. Our girb are at the ~tage now.
whe re they really have to belie'e in them~!!hes."
The Mustangs were not withoui intemity agaimt
the Eagles. Bui Estancia's equally consi!>lent effort,
despite the game-!tlowing conditions, produced 18
solid sho1s, including the trio that got by Mesa keeper
Kelly Rinderknecht, dampening her otherwise out-
standing performance.
"She gave us our money's worth,., Tavares said of
the Mesa senior, who finished with 13 save!>, including
