BY EVAN HENERSON, SrAJ,, W1.nu SANT A ANA -School dis- tricts such as Newport-Mesa Uni- fied could receive up to 93% of the money they had invested in the county's bankrupt investment pool, optimisticaJly in time for the next school year. County supervisors unanimously approved the proposed settlement agreement Tuesday. rr 80% to 90% of the pool's 19.4 creditors also support the proposal, cash- strapped school districts can begin plotllng out their futures. Representatives from the Qr- ange County Business Council cautioned, however, that the agreement is a platform for im- provements, not the solution. Missing revenue will not be avail- able without across-the-board re- ductions, privatiza tion efforts, debt restructuring and probably a tem- porary tax as well. These efforts will have to take place both at county and city levels. Under the terms of the agree- ment, cities W<?uld only get back 77 cents on th e dollar in the im- mediate fu ture with the bulk of the remaining 23% to be distrib- uted over the next 15 years. Ten percent of the cities' investment ic; contingent upon the county being successful in its lawsuits with Mer- rill Lynch brokerage firm. Newport-Mesa Superintendent Mac Bernd said the proposal ap- pears to be a solid one. "ll's prob- ably better than what most people expected," Bernd said Tuesday. Newpo rt -Mesa, which has roughly $80 million frozen in the pool, would get an irnmediate 77% return on its investment and a county-issued promissory note for another 13%. If the county's re- structuring efforts go according to plan and the revenue is in place, the note could be cashed out by June 30 -the eve of the ne~t fis- cal year. School dbtncts could eventually earn up to another 3% in interest. W hen Tim Blake became a ''buddy" for AIDS patients. he dida't rea11y expect to ever be °" the receiving end of the counxling service. But five years after the Costa Mesa resident helped launch the AIDS Services Foundation's buddy program, that's what happened. "I originally started when I was healthy -u an AIDS buddy or emotional counselor," said Blake, who was diagnosed as HIV-positive in 1986. "In 1993 1 had my fi rst life threatening illness -then there was a role rev'ersal and I was supplied with services from them." Blake didn't stop his volunteer work; in fact, he went on to help implement new education and awareness programs. For his courage and coptioued commitment to AIDS patients, Blake, 39, will receive one of the Orange County Fcdc,ration'a second annual Tate Pride awards, presented to "unsung heroes" of the ... SIRIOUS TRIATMINT When you walk into ProSport you can't help but gef the feeling that you have been there before. It's not the autographed jerseys on the wall or the _green physical therapy tables arranged in a row that give you this reeling or deja vu. It's the way you are greeted by Donohue and his staff as you enter his establishment. "It's a good laughing atmosphere," Donohue said of the attitude at ProSport. "We are very personal, not like the (physical therapy) mills." Despite the light-heartedness, his . patients' injuries arc no laughing matter to Donohue. His .philosophy stresses a hands-on approach that entails stretching,, strengthening and posturing. "(I am) more aggressive thnn most. I know what it takes to get people bnck, stronger," he snid. His desire to work with these student-athletes seems to stem from the fact that he too was a competitive high school athlete, acquainted with the benefits of physical therapy: "(Physical therapy) was kind of a cool thing," Donohue said. "13ecause football was a big part or my life.". his patients is a unique type of athletic sanctuary, in\vhich physical improvement, as well as emotional support are provided when _an injury prevents an athlete's body from performing at the level it used to. His gift is not only in his healing hands, but the way he rclatei. witJ1 the youthful athletes that frequent his therapy tables. His business has become a daily reminder of the days when athletics were first and fore most on his mind. This "old athlete" may not feel that same athletic pressure today, but Donohue still has enough youth left in his legs and fire in his spirit to play in a weekend .rugby league. He hos also recently taken up the sport of surfing. Donohue says he doesn't foresee a chain of ProSports in the future. What's more important, he said, is lo focus on improving the personal service the one Jamboree Road facility provides his clients. "I don't want 10 places," Donohue said. Santa Ana Water Company · cited llY health deP81'tment The Santa Ann office of the St:ite Health Department has required that Santa Ana Heights Water Company no- tify customers of a lapse in its bacteria sampling system. To avoid incurring any further sanctions, the local water company was required 10 issue a press release and notify its customers, on their next billing statement, of two sam- ples that were neglected to be taken on Nov. 6 and 20. "All it was, was that the lab was not able to take sam- ples because the lock (at the sampling station) was not working;"said Marilyn Roak, secretary manager at the water company. Roak said the lab failed to notify the water oompany that no samples were recorded until almost a week after each separate incident, and that they are no longer doing business with th e lab. The private water company serves approximately 2,000 customers north of Newport 13each and east of Costa Mesa in an area of unincorporated Orange County. Roak said that their customers were never in danger and that the water company's bacteria samples have al- wnys come back negative for dangerous levels of bacteria in the past. . Well, anyway, I began this essay by noting that it's birthday time again, which should be an opponunity to impart a few nuggets of Wit & Wisdom collected through the ages. Unhappily, though, that would make a very short column. It's amazillg how little I've learned since 1921 A.O. To paraphrase the old saying, if I'd known that I'd be living this tong, I'd have taken notes along the way. So let's dispense with the nostalgic stuff. If you want sniffing remembrances of the last seven-plus decades, read ony issue of Modern Maturity. What's surprising, of course, is that I've made it this far. Well, there were the Boy Scout hikes and the table-tennis tournaments. But the supreme test came at Fort Lee, Va., when the brass said I couldn't graduate from OCS without doing 25 push·ups. Local school trustees will discuss the matter during closed session on Tuesday night. And, the dis- trict's Surplus Property Committee and the Orange County Fair Doard will consider the proposal during their meetings later this month. Described by city officials as a "win -win-win situation," the project would work as a three-way agreement with the city of'Costa Mesa, the Newport-Mesa Unified School District and the Orange Coun ty Fairgrounds. lt would add two lighted soccer fields, three lighted' basketball courts, a practice football field, a new running track and two paved parking areas. The athletic facili· ties would be available for use by both the city and the school dis· trict, and the district could receive additional revenue by leasing the parking areas to the fairgrounds for various events throughout the year. But on Monday night, a number of Mesa Del Mar homeowners - many of whom learned of the pro- posal through a flyer that was passed out in the neighborhood over the weekend -claimed they would wind up losers if the pi:oject • ever wins final approval. Most of the residents who spoke were concerned that the develop- Hnent would bring more noise· and traffic to an area that's already "overburdened" by the nearby Or- ange County Fa,irgrounds, Costa Mesa High and Orange Coast Col· lege. And, a provision to include a 5- acre buff er zone between the play· ing fields and nearby homes did little to ease their distress. "I don't care what kind of a buffer you have there, it will not work," said one resident, Gary Perez. ' A few homeowners voiced con- cern that the development would hurt their property values, a point Mayor Joe Erickson disputed on ·Tuesday. · "Youth athletic fields are in es· sence a park, and it's been my ex- perience that parks increase the property values," Erickson said. "And on the issue of noise, we're 'talking about children play· ing and children laughing. Sure, when the kids score a goal, there's some cheering. But, I don't view that as noise pollution." But, the comments didn't come as a surprise to . Councilwoman Mary Hornbuckle or Costa Mesa Youth Athletic Committee mem- ber Mike Scheafer. "It's one of those 'Not in my back yard' things,' " Scheafer said. "Everyone's in favor of building more playing fields, they just don't want them next to their home." Hornbuckle said she was sympa· thetic to the residents' concerns, but was quick to emphasize tflat many of the problems discussed could be 'SOived by limiting hours of operation and taking other pre- cautionary measures. . "I think anytime you're looking at a project that's close to,1somc- one's house, of., course they're going to be quite concerned," she said Tuesday. TIM BLAKE B lake, who will be honored for his "outstanding contributions," joined the AIDS Services Foundation volunteers in 1988. ASF, located in Irvine, offers the full spectrum of support for people with AIDS -everything from emotional support to nurses. The organization currently serves about 650 men, women and children in different stages or the illness. With the 1993 chanac in the status of his illness also came a change in Blake's services: he helped implement the ASFs Speakers Bureau and offered his services as a panelist. Through the bureau, Blake travels all over the countr to speak to groups about what it's like to live with AIDS. "Oasically it helps to put a face on AIDS -this is what a person with AIDS looks like," he said. Each speaking engagement usually includes two other people who have been infected differently, hopefully providing everyone in the audience someone to whom they can relate. For Dlake, who said he was very conservative and rarely spoke about his personal life, public speaking was something he had never dreamed he would be doing. "TI1at was really hard in the beginning to do that, to be pllblic," he said. "But when I started getting feedback from students -telling me, 'It made me think about AIDS' -it was really worth it. "J feel -and this 'may be dramatic -but if anything I say helps save one person's life so they don't have to go through what I've been through, it is worth it." Now a member of ASF's board of directors, Blake said his relationship with the organization has changed his life. "rrorn diagnosis -thinking my life was ended -to having this incredible family," he said. "It's an incredibly rewarding experience. I l\ope 1 can do this till my dying day." "Mondays I call my Volunteer Day -I work mornings at AIDS Walk and nights at ECCO," he said. Tudor is involved in a variety of tasks, from assistin~ with events to picking up and sorting the mail and taking phone messages. And Tudor pointed out that ECCO docs not just support gay and lesbian candidates and issues. "They support people who arc for choice, for people having the right to be themselves," he said. Tudor became a volunteer for petsonal reasons. "1 have friends that have died of AIDS, and every time you think of them it never gets easy," Tudor said. "It's really sad when you see them so healthy and vibrant, and the next time you see them they are very gaunt and ill." Tudor hopes to help educate people about AIDS and, through knowledge, keep other people from becoming infected. "We still have people who think that if you talk to someone with AIDS you are going to get AIDS," he said. "We've got to get the education out there -especially to the young ki ds. They think they arc so powerful, that nothing can go wrong with them." And Tudor is thrilled to be recognized for his efforts. "There's so many people that are out there 1hat arc trying to make a difference," Tudor said. "It's nice to be part of the group." Behrend gave an example of the time she and another volunteer had delivered food to 3 man two days before he died. "We'd seen him go steadily downhill," she said. "We kissed him goodbye for the day and when we got to the car I said, 'My God Paul, that man's going to die.' l just cried and cried and cried. If it had not been Paul in the car ·wi th, me I don't know how I would have gotten home." The volunteers do more than simply provide food -they also provide comfort to make the patients' final days as pleasant as possible. "We bond with these people," Dehrcnd said. "We don't just drop food off on Monday -we sit, we talk, we hug, we touch." That bonding makes their job even more difficult. "One thing we realized early on -and it's pretty devastating - our food service program isn't going to save anybody's life," she sa id. But Behrend said the opportunity to meet wonderful people and help them outweighs the sadness.
