The library's humble begin- nings, including the events lead- ing up to its formal estab· lishment by City Ordinance No. 166 on June 7, 1920 and its pub· lie opening in January 1921 with service by volunteers, is chroni- cled in a variety of library re· sources. Samuel Meyer's "Fifty Golden Years" includes photos of the original Ebell Club and the city's first library in East Newport Park, at Balboa Boule· vard and Island Avenue, which opened on May 30, 1929. In "The History of Newport Beach," published in 1931, civic leader H.L Sherman details the library's growth through the 1930s. Dovetailing with that suggestion is a request by the governing boards of the city's library system to hire a full-time city librarian and separate the library frbm the city's Community Services Depart· ment. The city combined. the Ji. brary with the Parks, Beaches and Recreation department in January 1994, appointing former city li- tirnrian LaDonna Kienitz as com- 111unity services director. During a presentation to the council Monday, Vandervon will recommend the council merge ma- rine with parks, beaches and rec- reation and give the library ll Cull· time librarian. Library Board Chairman John Nicoll will make a similar request, one which co- incides with the wishes o( bOth the Library Foundation and the Friends of the Library. Although trustees praise Kien· itz, they say the library has suf- fered from having its librarian splitting her time between th e Ji. brary and community services. The problem has been magnified, trust- ees claim, by the recent departure of Assistant Librarian Tom John- son. S~eral residents will also likely speal< about the proposed reorga· nization. Among them is former city councilwoman Evelyn Hait, who believes the disadvantages of merging fire and marine rar out- weigh the benefits. The city is currently recruiting Johnson's replacement, but trust- ees say the library will not regain its independent status until it has a hands-on, full-time librarian at the helm. "There may be some advan- tages," . Hart conceded. "But I don't see that the merger of fire and marine is one that the city benefits from . Parks and marine are far more compatible .. Lifeguards may be able to provide certain fire department functions to compensate for the loss or fire department personnel in recent years, Murphy said. Fire and marine have histori- cally had similar budgets, said Murphy, who docs not anticipate that tidelands care would change with the merger. "All of the people who take care or tidelands or cleaning the harbor will be coming over to the new department," Murphy said. The fact that three separate Ii· brary-related agencies want a full· time librarian should be reason enough fpr the council to listen, Hart said. But Kienitz believes the 16-month-old Community Services Department is doing better than people give it credit for. "Community Services has been very successful," she said.
