NEWPORT BEACH - A Har· bor Patrol operated without uni· tormed sherifrs deputies is hardly an outlandish prospect, according to Fifth District Supervisor Marian Bergeson. The Harbor Patrol, which main- tains a station in Newport Dcach, is one of several county services which could be privatized or taken over by' cities, Bergeson said. The supervisor recently met with former city Marine Director Dav id Harshbarger to discuss a proposal to privatize the harbor patrol. The proposill would include ju· ri sdiction over Huntington Oeach, Sunset Harbor* and Dana Point, according to Dergcson. '!It's an intriguing concept, but (Sheriff) Brad Gates is resisting it strongly," Bergeson said. "l'll con· tinue to push. I th ink the prob· lcms could be ironed out." The proposal, according to Bergeson, calls for a scf\ ice that would not operate 24 hours and would be staffed by marine sakty officers rather th an sworn sherift's deputies. An adjunct plan might include cont racting with the city to use city lifeguard!>. · · The concept proposes a savings of Sl.75 million. However, Sheriff G'atcs 1~ cunc~rncd about the -ef· fects of opcr.lling the harbor pa· trol without !>WOr n officers, accord- ing to 13ergcson, who believes a lifcgunrd·opcratcd harbor patrol "ould be appropriate. The program is fully funded by the J<jwanis Club and supported with the help of volunteer in- structors. Most local-folks will remember Knowlton from her five-year engagement with the Showcase Singers at Five Crowns restaurant in Corona del Mar. She's also sung at countless other venues • here, many for charity functions. What only n few admirers lnew •was that Jan's traumatic memories, suppressed for more than four decades, began surfacing only a few years ago. Working with consultants and author MJchocl Newton, known for investigative books on the Ku Klux Klan and the FBI, she's painfully assembled a shocker. Her story leaves no doubt that her psycho father, George F. Knowlton, viciously murdered a Hollywood actress, Ellzobcth Short, dubbed The Black Dahlia, back in January 1947, nnd was suspected of having committed other horrible killings. "It is one of the most enduringly fascinating crimes in American history," blares the book's cover. "'But the mystery of the Black Dahlia murder remained unsolved for nearly half a century, until now. "Even if it isn't paved, the owls will still be in danger -it's the same thing," he said. " They should at least have a 100·foot radius away from the owls or something." see where the owls live. Chris has watched the owls in their habitat off the high school track ever since he was in junior high. "I think they (city leuders) should protect their home," he suid. Local performers are being sought for the third annual Newpo11 Beach Festival of Art, which will be held Memorial Day weekend (Muy 27-28} at Newport Dunes. Presented by Spectacular Moments, :l non-profit arts festival company based in Carlsbad, the free local event "was creuted to increase urt appreciation in Southern California communities, especially among the youth,'' said Deflnis Dolan, Spectacular Moments president. local students, the festival features dance and music from around the · world. Costa Mesa Civic Playhouse and Orange County dunce ensembles will also perform, but Dolan said there is still room for more local performers. The association met Tuesday wilh leaders of the city, Newport· Mesa Unified School District and the Orange County Fairgrounds to give input on a proposal to put In l\yo lighted soccer fields, three .lighted basketball courts and a practice football field with a new running track on the 18-acre site of 1he former high school farm, which is right next to the Mesa del Mar community. Fields would be for youth ac- tivities, an idea ttiat has drawn support from many local athletic organizations. . . . The proposal is under scrutiny by the thtee·agencies. ' The 60 or so residents at Tues- day's meeting weren't exactly root- ing for the idea, but they weren't completely against it, either. Many wanted specific answers before making a decision either way. Other homeowners in the group, which ranges from senior citizens to young families, were concerned about keeping people off the fields after hours and enforcing the pro- posed c:irly "lights·out" rule. PATROL From Page 1 The Newport Dcach City Coun- cil recently merged its fire and marinc departments, claiming that the two departments each had an cmph<1sis on public s:ifcty. Neither Gates nor Harshbarger could be reached for comment Tuesday. Assistant Sheriff and Chief of Operations Dennis LaDucer said the sheriffs depart· ment would be willing to consider any proposal that would reduce costs, allhough he noted th<1t :iny :.igcncy that provided harbor patrol services -public or private - would be competing for the s:.imc county revenue. "We all have :i vested interest in seeing this done as economically as possible," LaDucer s:iid. ' Dut the letter wasn't reassuring to Chris, who said it was probably written to keep him from speaking on behalf of the burrowing owls, · . · Costa Mesa Mayor Joe Eri~kson fielded most of the questi~ns and invited residents· to become a part of the process by attending meet- ings and offering input. After hearing the plan, one woman didn't like the idea one bit. "As for as I'm concerned, the city can buy my house," she said. "I don't want to have anything to do with this." Another possible idea for the farm w:is proposed two months and Parks Department. Therefore, the elimin::ition of $4 million from the sheriffs budget will likely not affect harbor patrol operations, LaDucer said. "The bankruptcy has provirled us an opportunity to step back and say, 'The l:indsc:ipe has changed and we still need to economize,' " LaDuc..:r said. Neither LaDuccr nor acting City Marine Director Tony Melum said they h:ive seen or reviewed any proposal to take over the Sheriffs Harbor Patrol. County and city ad- ministrators have discussed various concepts over the years, but have never reviewed a specific plan. "Unless the sheriffs indic:ite they're going to abandon or leave the harbor, there's really no rea- son for us to put together a pro- posal," Mclum said. "We're hop- ing the h:irbor patrol rem:iins in the harbor. It's a great deal for the city." Chris first fell into the media spotlight last month, when a Daily Pilot stocy described his concern about a proposed spo.rts c;omplex that would be built on the high school farm ~nd surrounding fields. He said the plan would disrupt the lives of burrowing owls who have lived there for years. Since then, Chris has been interviewed by a local TV station 'and a naturalist, who asked to ago by former school board tr~stec and Newport Beach deve loper Tom Williams, \\fho offered to buy the site from the Newport-Mesa Unified School District for $10 million. He secs 10 single-family homes on the site, priced in the $200,000 rnnge. Response to this plan from homeowners-has been less favor- at>le than the sports complex. Even the school district's surplus property committee recommended According tQ conceptual sports complex plans being citculated by the city,, Newport-Mesa Unified School District and the Orange County Fairgrounds, parking will be available along Arlington Drive for fairground e,vents, near the owls' underground residence. The city doesn't plan to hold more meetings on the subject un.til the school district determines whether or not the farm is su rplus property. Trustee Ed Decker told resi- dents th:it the board may vote on the fate of the farm at a meeting in May. In the meantime, he en- couraged feedback.
