I SANG WITH ISAAK ... How many fons of rock star Chris Isaak can say that? Our own Tracey Perkins, a Daily Pilot ad rep, can. Perkins, a die-hard Isaak devo- tee, checked ou t the singer's pro- motional appearance at Nord- strom South Coast Plaza on April 8 and ended up on stage with the music star himself. "l got there early and he wan t- eu a volunteer, :ind being the outgoing person 1 am, I jumped up on stage an<l sang my heart aw~1y," Perkins said. As her parents watched proud- ly 1n the audience, Perkins, joined by another volunteer, sang "Di11y Daddy" with Isaak. "He signed my CD, and if he had been there that evening, I'd have taf...en him to dinner," Perkins said. Quite nn experience for some- one who's only other public sing- ing experience has been in her car, crooning with the radio while ~ruising around the area. The only other performance that migh t match the thrill of her stint with Isaak was in the fift h grade, Perkins said, when she ap- peareu on public television in her school play. Bureau- crats need not apply. That's been the working philosophy of former Costa Mesa city manager Fred Sorsabal, who recently retired from that post in Mission Viejo after almost six years there. "Basically, you try to build an organization with personality," Sorsabal said in an in terview this month. "I was looking for people that were not 'normal' bureau- crats. Risk takers. Decision mak- ers. A humanbt is what I was looking for." Sorsabal was at Costa Mesa's helm from 1970 to 1985, follow- ing two years as assist:int city manager. After a 37-ycar public service career that included time in Ana· heim, El Segundo and San Ber- nardino, Sorsabal is now retiring to the city of Placerville, an area he says reminds him of Fullerton, where he was born and raised. Costa Mesa City Manugcr Allan Roeder, who served as Sorsabal's assistant and was pro- moted when Sorsabal left, said his old boss lived up to l)is own philosophy. "Fred was not one that I would ch:iracterize as your typi- cal government bureaucrat," Roeder said. It is filled with water and rimmed with calloils. It proves that there could have been a Cost:.r Mesa Murina. In 1962, plans were an11ounced for a S90 million development .of 155 acres of unimproved land on · the e<1.st side of the Santa Ana River, a mile north of the Pacific Ocean, which was annexed to the City of Costa Mesa. lt was to be called Keys Marina and would encompass more linear feet of bulkhead in its slips and jetties than Balboa Island and Lido Isle. Costa Mesa would become part of the waterfront, with 1,000 lots, each with direct access to the ocean on the flood control portion of the river. A new bridge would be built at the Coast Highway crossing of the river so larger boats could sail oui to sea. Only the pond, built by engineers to prove that the ground wntcr was sufficient to fill the waterway channels, remains. The Keys Marina story is one of never enough investor money in a time of rapidly escalating land values, increasing environmental awareness, bureaucracy, and miles of red tape in a 20-ycar baulc. The State CoJstal Commission opposed the marina. The Federal Government never allocated promised funds for an Army Corps of Engineers study. Unable to interest the county or neigh· boring cities, Costa Mesa's plans for the marina were put on hold. In 1978, Costa Mesa Councilmnn Dom Raciti tried to revive the Marina plans and called for the fornwtion of a commiuee made up of Newport Beach, Huntington Dench, Costa Mesa and county officials to bring the marina from dreams to actuality. The city owned 120 acres of land between 19th and Victoria streets and the county owned hrnd from 19th Street to the ocean, surrounded by a one-foot-wide strip of Newport Beach. There were still problems. In 1984, a Congressional budget committee sank another revitalization effort by refusing funding for an S80,000 preliminary study of the marina concept. The Congressional committee also pointed out that the mouth of the Santn Ana River is the nesting site for the endangered Least Tern, and as long as the bird was protected, development of the location would not be encouraged. In 1988, the leaky marina plan suddenly got a patch. The U.S. Army Corps of Engineers sent representatives to a city Marina Committee meeting. They said they would review the plans for the 2,500 slip marina, explaining WEATHER the steps and procedures the city would have to follow. Mayor Donn Hall discovered that the State Department of Doating and Waterways has $20 to S25 million available annually for small-craft marinas and harbors. The estimated cost of the marina had risen to well over $200 million. And it was predicted that, even if everything progressed normally down the government channels, and financing was finally in place, construction on the Ma rina would not begin until the year 2000. It a cylinder achieves 2/3s of its total compression on the first stroke and reaches the minimum factory compression specification by the fifth stroke, it has good compression. If the compression reading is low on the first stroke and builds without achieving minimum compression on successive strokes. the indi- cation is that the piston rings are probably not sealing well. If the compression reading is low on all five strokes, a leaking valve is usually the culprit. Low compres- sion in two adjacent cylinders is indicative of a blown head gasket HINT: If all the engjne cylinders have low compression, a "wet compression tesr (done with oil in the combustion chambers) will tell 1f the rings or the valves are at fault NO LONGER SHOCKED? If the front end of an auto- mobile seems to float up and down several times after going over a bump. there is a simple test that car owners can perform to see if worn-out shock absorb- ers are the problem.
