By Mary Ann Harmon, Staff Writer NEWPORT-MESA -After two hours of debate and student input Tuesday, trustees decided to post- pone a vote on a districtwide dress code policy, but not before . students defended their fashions and fads, from baggy pants to bare midriffs. Some of the 25 students who attended the meeting said the proposed policy is too extreme and restricted the ways they like to express themselves. Monday night, the City Coun- cil allocated $125,000 in federal grants to YES, a non-profit group, rather than the $210,000 the employment program ongmally requested to help purchase the 18,000-square-foot National Charities League bwlchng at 114 E. 19th St. ·we're looking at large cut- backs by the federal government who will cut community develop- ment block grants by 50% next year.· Mayor Joe Erickson said "Therefore, several hundreds of dollars to one program isn't wise .... I need to be fair to other pro- grams who also need grants." As a result of allocating funds to YES, the Downtown Communi- ty Development renovation pro- ject will be delayed a year, and the Single Family Loan Program for low-income families will expe- rience cuts -four low-and very low-income households may not receive funds dunng bscal year 1995-96 accordmg to a city report. However. the council's Mon- day deos10n IS not final. In order for YES to receive the money from the oty, the seTVlce must deVJSe a l<>af repayment program that is satisfactory to the city; and an environmental study on the bwlchng's foundation must be favorable.
