NEWPORT BEACH -At the Memorial Day unveiling of their new Garden of Valor display, offi· d ais at Padtic View Memorial Park entertained a gathering of more than 200 people, released a flock of doves and discharged a 4.0-qun cannon. The estimated cost of the six granite monuments and their accompanying nags: $250,000. On Monday night, the City Council nearly told Pacific View to pack up the entire display. Due to what Pacific Vie w administrators call an oversight, ' sion, a large crane shipped in the monuments in time for the Memorial Day unveiling. The six granite-stones are located just inside the cemetery's entrance. They commemorate officers who have lost their lives in military, law enforcement and emergency service. Each monu- ment has space to store 32 ere- But city legislation says other- wise. Any structure more than six feet high needs a permit. When they learned of their error -after the structures were installed - cemetery officials applied for the appropriate permit, according to Pacific View General Manager Steve Schacht. The matter was discussed Monday during a City Council study session which focused on a proposed $77 .3 million budget for the 1995-96 fiscal year. The proposed budget calls fot. among other things, three ne w sworn officers and a $15.4 millioQ capital improvement program. it also leaves the city with $14.8 million in ope rating reserves, which is more than council policy requires. •That reserve is 26.2% o( the (proposed) budget.• Councilman Gary Monahan said Tuesdaj. •And the council's policy is to keep 25% in the reserve fund. • "With this budget, we're approximately $680,000 abov~ and beyond that limit , and ~ believe an extra patrol unit i$ iinportant enough to dip into that $680,000." Adding another p,atrol unit to the department's force would mean the city would have to hire six police officers to man it. The estimated cost of the unit and the officer salanes, benefits and other expenses is a little more than $500,000, according to Monahan. If the latter is the case, there may be family members entitled to the photographs. With the few clue.,5 available. police are assuming the owner of the photos had an affiliation with the film industry and probably lived close to Los Angeles. "For so many signed photos, it appears (the owner) had regular contact with people in the indus- try," said Newport Beach Police Sgt. Andy Gonis. The photographs were seized as part et an investigation follow- ing the Oct. 4, 1994, arrest of Son- dra Joanna Kbosla, 48, who is serving time in prison on grand theft char9es. Police say Khosla stole approximately $100,000 worth of heirlooms -old pho- tographs. jewelry, antiques, china -from elderly people across the country while posing as a home care provid~. FoUowing the thredtening call at about 1:50 p.m .. the building was immediately evacuated while company security personnel conducted a thorough earch of the building located at 700 Newport Cen- ter Drive, according to Newport Beach police who were called to the building to offer guidance and assistance. However. no bomb was discovered in the search and employees were allowed back inside after about 45 minutes, according to police reports. HToday, in the '90s, you can't play hardball with kids like coaches used to," said Llebengood, whose recently- completed spring practice has set a tone of optimism for his 10th season next fall. "Our coaching staff is now using a different approach,• Llebengood continued. "Our goal is to communicate more with the kids-If our players have a problem, we'll listen. We want to get the maximum out of them, because the bot- tom line is winning ballgames. Whatever we can do to help them do that, we're willing to do." The kinder, gentler era of Eagle football will include working with players who hold part-time jobs. "A lot of our kids have to work and we nee.d to be sensi- tive to that." Llebengood said. Their work on the field, however, requires full-time commitment, and Llebengood expressed great satisfaction with the approach of his play- ers this spring. "The attitude and enthusi- asm was there," Llebengood explained. "With all the changes we made (the defense was overhauled, as well), I thought the kids responded very well. There was no 'Oh coach, this won't work' or 'I don't like this.'
