BALBOA PENINSULA -Will
the requirement of an extra quar-
ter be enough of a deterrent, or
should the city impose more dras-
tic measures to regulate parking
on the Balboa Peninsula?
For at least another month, the
City Council will leave the meters
as they are: 50 cents an hour in
the new Palm Str.eet parking lot
and 25 cents an hour at the rest of
the Peninsula meters.
But by mid-August, after the
council hears new Sl.\ggestions
from marketing consult.lint Linda
Congleton, more extreine mea-
sures are likely to come under
consideration.
The "meter review" is part of
the city's business revitalization
efforts. With tighter meter regula-
tions, the city hopes to encourage
shoppers to use the metered park-
ing, while sending longer-staying
beach-goers to other areas.
Metered storefront parking is
typically designed f9r customers
and not for beach-goers or store
employees, city officials say. But
because the meter rates are con-
siderably less expensive' than the
lot adjacent to the Balboa Pier,
beach-goers frequently seek out a
meter and spend a good portion
of the day feeding the machine
every two hours.

Dressing up in military-
style uniforms with shiny
boots and white gloves to
march with American flags
may be tr common practice for
firefighters on the East Coast,
but the Costa Mesa Fire
Department is one of the few
departments on the West Coast
that keeps the color guard tra-
dition alive.
Three years ago, Costa
Mesa Battalion Chief Jim Ellis
formed the Costa Mesa Fire
Department Color Guard, and
today the group remains one of
only two in the county, per-
fonning P1 parades and at fire
department cere-
monies and events.
Today, the Costa
Mesa Fire color
guard will lead the
opening cetemonies
at the Firefighter
Combat Challenge
competition at the
Orange County Fair.

While color guards are com-
mon among fire departments in
the eastern part of the country,
there is only one other guard in
Orange County -that formed
by Orange County Fire Depart-
ment personnel. according to
Ellis.

ning next year, district teachers
can expect fewer days to hone
their skills and to catch up on cur-
riculum changes.
School board members said
Tuesday they will cut the number
of "staff development• days
down to sue next year, even
though state l~w says they can
offer eight.
"I just belleve that eight days
is excessive." sdid board member

ment of nearly every board mem-
ber.
On staff development days.
there are no student classes, pro-
viding a "free day" for students
The trustees approved eight
staff development days for the
1995-96 school year at schools
which asked for them, but voted
to allow only six days next year
and four days the following year.

idated Water Board Member
Trudy Ohlig spent the better part
of half an hour Thursday night
demanding that the district's gen-
eral manager Karl Kemp produce
written documentation of a com-
plaint accusing her of sexual
harassment.
The complaint was apparenUy
submitted to Kemp m the form of
a letter. the contents otwtucb was
not discussed Thursday
Kemp was reluctant to hand
over the document, first saying be
belleved the matter should be

then telling Oblig that he wanted
to consult with the employee

for the last 25 years .

worked at the shop since 1988,
said she admires Morri's talent.

ations. The city and merchants
would need to determine who
would pay for permit or valida-
tion costs. A two-hour limit on
meters would force the police
department to expend more time

"Parking enforcement (per-
sonnel) would have to come by
two times." Edmonston said.
"Since Bay Avenue is a one-way
street, you might need police cars
with two steering wheels" so that
a.ti officer can reach out to chalk
cars parked on both sides of the·

city channels and that the new
billing format is modeled after
existing systems in place at other
harbors.
"You should not be able to buy
a one-foot boat and be charged
$20 per year for a mooring capa-
ble of holding a 70-foot vessel,"

"Most harbors charge by the
length of mooring capaoty. The
fee rate is comparable to harbor
rates along the coast.•
Turner also said that plans to
re-form the Moorers Assoc1alion
would be benef1cal for the harbor
community.

According to Snyde r, the first
step in bringing the Mooring
Owners Association bdck togeth·
er is to obtain a list of mooring
owners from the city. Alter con-

will offer a fishing class today for 7-12 year olds at

Oub Manager Brian Taylor. "It is
a very tactical race, derived from
the collegiate format."
The teams, comprised of for-
mer collegiate sailors from 18 to
35 years old, will race in a two-
man boat called a Vanguard 15,
within the harbor's turning basm.

couple of years, attracting the
hottest collegiate and Afterguard
sailors, as well as many' Olympic
hopefuls.
The takeoff of Collegiate
Team Racing Nationals as a
highly sought after title and the
increase of team racing in high
school sailing programs across
the country has increased
awareness of team racing as a
top alternative to fleet racing.
Also, the establishment of the
USTRA, the United States Team
Racing Association, has helped
to provide venues and regattas
for these sailors, raising
enthusiasm and participation to a
higher level. •
