Goastal Inn trial begins Monday • City will seek authority to remove guests and lock up the beleaguer~d motel. By Tina Borgatta, Daily Pilot COSTA MESA -The city's case against the problem- plagued Coastal Inn residential motel is slated for trial Monday, more than a year after Costa Mesa officials hit the owners with citations for more than 1,000 building code violations. The violations ranged from poor general upkeep to rat and insect infestation, according to city building officials. Property owner Suresh Sheth made some building repairs and upgrades in the rooms, but the site still couldn't pass the city's muster. Then in January, city officials yanked the motel's conditional use permit and declared the 86- unit lodging at 2374 Newport Blvd. a public nuisance. They claimed Sheth failed to complete the city-mandated improvements within an •overly generous• amount of time. However, city officials suspect Sheth is still renting some units out. "It's real evident when you dri- ve by," city planner Perry Valan- tine said. "You can see cars in the parking lot, and it's not too hard to tell there are people staying there. They remember their duld- hood as a tune when u everybody knew everyone else"; Newport Harbor High School would close when the Santa Ana winds blew; Costa Mesa was knoWn as the "Goat Hill" and Newport Beach as "Mackerel Flats." uThis was the best damn place for kids to grow up,• said Harry, 78. "The bay was filled with mud flats. I would get money by going m and digging for clams. •Living in Mackerel Flats, we also bad a friendly rivalry (with Costa Mesa residents). You name it, it didn't take much to get con- frontations going between the two." After aduation, he joined the New- port Police Department and became its 13th officer. "When I was in the depart- ment, the kids would blow apart during Easter week -Spring Break," said Harry, who was one of the officers who helped build an addition to the old jailhouse on Court Street. •There were a few fights and drunkenness, mostly with kids in their middle teens.• The Laces still live in the same Newport Heights home they built dunng the late 1940s. When they first bought the lari.d, 'there was "nothing here," Harry said. "In the latter part of the Depression. th.is lot had a sign up for a long time,• he said, referring to the land that his three-bedroom house is built on. "When I called the lady, she said it was a firm asking price - $500. I told her it was too much, but we ended up paying $500 for the lot. Only one family on this block has been here as long as us." ' A GOOD KIND OF HOSPITAL STAY After retiring as a captain from the Newport Beach Police Department and working for a time in a courthouse, Harry began a position with security at Hoag. He spent the next 15. years as the head of night security until he retired and went back to the hos- pital as a volunteer. "When you are active, you can't just do nothing." By Julie Ross Cannon, Daily Pilot NEWPORT-MESA -School district officials are crossing their fingers, hoping the Costa Mesa City Council approves their development plan for the Bear Street School site. The council is set to vote Monday on the project to trans- form the school into a 79-unit housing tract, a proposal approved last month by the Planning Conunission. School officials' hope the plan, which requires a zoning change, will bolster the market value·of the school site. The sur- plus property was appraised last year at $4.5 million. The district's financial ser- vices office began mailing bid information to prospective buy- ers in June. The bidding period closes Aug. 22, when the school board opens the batch of offers. The Oistrict is hoping to use fu,nds from the school's sale to subsidize part of its $8 million loss in the county bankruptcy. If the City Council approves the plan and the winning bid- der wants to make changes to it, he or she will have to seek approvals from the Planning Commission and the City Coun- cil. The development plan con- sists of three different home models that are between 1,800 and 2,200 square feet. The lots are about 55 feet wide and 73 feet deep. "I think part of the problem is that the owner is saying he does- n't have sUffident fundS to make the repairs,• Valantine said. "And I guess if he were to close down completely, there wouldn't be any income, and be wouldn't have sufficient funds to secure the property.• Valantine said the dty's bands are tied at this point. In con- junction with the projeft, work· ,ers are replacing the pevement and sprucing up landscaping along the street's median islands. According to Webb, repairing this stretch of Balboa Boulevard has long been a city priority. Beci\use the road grade is almost completely flat, substantial amounts of rainfall create large puddles of water in the middle of the street. The heavy storms in January illustrated just bow bad the problem bas become, public works officials say. Although Peninsula traffic increases substantially during the summer, Webb said the -workers-were~ begtJnhe work in June. One block in need of repair is directly in front of Newport Elementary School. "The work is noisy, and we bad to complete it when school wasn't in session," Webb said. Project coordinator Jobn Wolter says the work has pro- ceeded according to schedule. The first phase -in front of the school -will be complete by Sept. 1, while the remaining work will continue into October, Wolter said. Workers have closed one of the two lanes in either direction during the day while construc- tion activity takes place. During the eveningS" and weekends, both lanes are open. HThat's helping smooth things out," Wolter said. "Things are working like we anticipated. There's not a lot of congestion.• Public works officials have divided the project into two phases: road repairs between 12tl) and 14th and between 14th and 16t,b. The first phase was budgeted to cost about $900,000, but when the city received a con- tract bid of $825,000, the city used the extra funds to start the second phase, Wolter said. Never agree without knowing what you're agreeing to J oe Collini, BW Sllde and I were divers. One day during the 1950s, Bill scud be had beard of a new road that had been opened to a place on the Gulf of California called San Felipe. So, we piled our families into our station wagons and took off to dive in a new and uncrowded spot. .· --i • • .;I. • -____:__ --~ The new road had just been opened the week before, and we were the first gringos in town. 1 don't know what San Felipe robert looks llke today, but in those days it..was..}ust-~.__--gardner-- shacks along the gulf. There were no hotels, no motels, noth- ing but a shrimp dock and a small cantina. We camped on the beach about a mile from town, and Joe and I decided to visit the cantina, leaving Bill to watch over assort- ed wives and children. · The minute we entered the cantina, we realized we had made a mistake. It was small, dingy and crowded with a very tough looking crowd of Mexi- cans. All they needed was crossed ammwlition belts to look like Pancho Villa's army. All wore machetes, all were ragged, dirty and decidedly unfriendly. We ordered a couple of beers, and as we turned around we noticed that all the Mexicans had gathered across the cantlna and were talking excitedly and point- ing at us. Finally. one of them detached himsell from the crowd, came over to us and began to yell at us in Spanish. He waved his anns and pointed at Joe. Joe asked me what they were ~g about. The only word I could make out was "rojo." I knew that word meant "red," and the only reason I knew that was because my daughter had had a horse named Roja because the horse wdS red. Jqe is a redhead. so I assumed they were talking about Joe's red hair. There aren't many red- heads in Mexico. My logic ~dS faultless. My knowledge of Spanish left much to be desired. I told Joe to agree with the guy Joe did He said, "Si, senor." That did itl The crowd closed in on us and began to push us around and rough us up. We decided to beat a hasty retreat. We got out, and the crowd fol· lowed us. We got into my station wagon. and the crowd tried to turn it over. Fmally we took off in a cloud of dust and Mexicans. We spent an uneasy night on the beach with our families. but nothing happened. The next day the diving was lousy. A wind storm had brought all the mud off the bottom, and it was like diving m a chocolate milk shake. So we decided to go back to town and buy some shri,mp from the shrimp dock. The dock manager. an Ameri- can, walked out on the dock, looked at us and asked, • Aie you the ~ys that caused the not al the cantina last night?• We admitted we were but had not the foggiest idea why we had caused an and-American riot. The guy laugned and told us what had happened. It seems that at that particular time, relations between Mexico and Russia were strained. A rumor had started in San Felipe that a Russian submarine had landed some spies, some "Reds" from that submarine. It sounds silly, but that was what the rumor When Joe and l walked into the cantina, we were just about the first non-Mexicans most of the men in the cantina had ever seen. They became suspioous that we were the spies tbey had beard about. Then when they asked Joe if he WiH a "Red" and he agreed (on my advice) all hell broke loose. The manager of the shrimp dock said we were very lucky to get out alive. The only moral I can draw from this story is to never agree with anyone unless you know what you are agreeing to. An alternative moral is that a btUe knowledge of a foreign lan- guage can be a very dangerous thmg:--- • ROBERT GAJU>NEJll a Corona def Mar resident. Local yacht club rides history's roller coaster TROUBLE · Newport company makes sure moorings stay in good repair By Anna Marie Stolley, Daily Pilot J ohn Brelin knows about deteri- oration. He sees it every day he works. If he couldn't find it and fix it, he wouldn'\t be doing his job. As own- er of Anchor Mooring Co., Brelin seeks out deteriorated mooring chain links and repairs them. Brelin is a licensed mooring inspector and proud of it. "l never expected to be doing this,• said Brelin, 65. "But I like it. J'm my own boss, and I like being out- side. And I like being on the water." Brelin and deck hand Ignacio Vera cruise around the harbor on their 20-foot mule barge, looking for buoy trouble. And they find it. Brelin answers calls from boat owners every day. Although he . responds to the occasional emer- gency situation, most of Brehn's business comes from boat owners who are just following the law. The city of Newport Beach - which rents out as many as 1,240 moorings in Newport Harbor - requires that all lessees have their moorings inspected once every two years. And the Orange County Sheriffs Harbor Patrol keeps detailed records on the mooring inspections, contact- ing delinquent lessees. "Lessees have to overhaul their moorings every two years, because otherwise the chains could deterio- rate, and the t>oats could come loose,• said Carol Mendoza, the Harbor Patrol mooring clerk. Two licensed contractors, Anchor Mooring Co. and Shell- maker Inc., inspect moorings in Newport Harbor and then send completed work orders to the Har- bor Patrol. When Brelin receives a call from a mooring owner, he and Vera respond as qwckly as possible, parking their barge al the mooring site. After pulling up each "ground tackle" (weight, chain and buoy) with a lift, they check the chain for si.gns of decay. Detenorated chain links must be replaced at a cost of $4 to $10 per foot, depending on the size of the link. · The new cha.ins are especially made to reduce chances of deterio- ration. "We use hot d.Jp galvanize-proof coil chain," Brelin said. Besides replacing and inspect- Brelin and Ignacio Vera make a dual effort In securing a chain to its mooring. Started in 1941 by a bunch of enthusiastic sailors looking fQr a reason to race against each other, the club h eld many races for local yachtsmen, including actor Humphrey Bogart. Bogart competed in the annual race to San Clemente, winning first prize for three consecutive years. When he died, his widow, actress Lauren Bacall. deeded the trophy back to the club where Bogart delighted in hours of rac- ing and drinking. The Voyagers Club enjoyed mild popularity in the years that followed, gaining as many as 200 members in the 1970s. But then came troubled times.
