Serving the Newport-Mesa community since 1907 Council backs up support for extension By Evan Henerson, Daily Pilot NEWPORT BEACH -At the request of the. city of Irvine, the Newport Beach City Council reit- erated its support of extending Newport Coast Drive from the San Joaquin Hills 1Tansportation Corridor to Bonita Canyon Road. The City Council voted unani- mously Monday rught to send a letter stating its position to the city of Irvine. The council took the act:lon despite concerns from residents that Newport Beach wasn't fighting hard enough for residents' nghts to use a public road free of charge The letter also will state that, whilP council members may pri- vately dgree that Newport Coast Dnve should be free of charge, the city will not support a law suit challenging the 1Tansportalion Corridor Agencies' ability to charge a toll on the stree t. Although the source of the project's funding is ultimately uncertain, U1e city of Newport Beach hopes the extension will eventually be complete d. That extension, in theory. would keep motorists from driving through Corona d el Mar to reach MacArthur Boulevdrd once the transportallon comdor is com- plete Several opponents of the toll road objected to the councirs let- ter, clairrung the two cities should work together to defy the 1Tans- portdtion Corridor Agencies. Software may help city reduce crashes Thanks to funds from a stale grant, a new computer software program is expetted to reduce the frequency and severity of traffic collisions citywide. The City Council on Monday approved a service contract to Crossroads Softwdre to develop a pro1ect called the Traffic Collision Records System, which carries a $58,000 price tag. But the amount will be reim· bursed 100% through a grant from the state Office of Traffic Safety upon the pro1ect's comple- tion in about 12 weeks. The city hdd applied for the grant in past years but had been derued for Jack of state funds until 1994, when the request was finally granted. "It's been a long time coming," said Armando Rutledge, assistant engineer for the city's transporta- tion services division. The project will provide trans- portation engineers, traffic enforcement police officers and administrative personnel with quick and accurate information to detect patterns or improve prob- lem areas on city streets. "The more information you have regarding traffic statistics, the better it is to understand exist· ing conditions,• Rutledge said. The procedure is tedious and requires a lot of staff time to tabu- late and analyze copies of reports manually to spot trends in the city's traffic systems, Rutledge said. The new computer program - which will connect the police traf· fie division to the city's public ser- vice and transportation division - will have the capacity to digest detailed data more efficiently. -By Carolyn Miller POLICE FILES ing clearing. QUOTE OF THE DAY ·1is probably th hardest level UJ <XXJdi ... • -Bill »VRKMAN VJ Day: Images of triumph, tragedy • Former Newport Harbor athletes were around the globe, contributing to the final outcome. T here were a number of sides to Japan's surrender on Aug. 14, 1945, in Tokyo Bay, a day that became knows as V-J Day (meaning Victory over Japan) out of World War II. The calendar here read Aug. 13. It would lead to one msijor celebration that one day 50 years ago, but never again. Even then, the celebration was not about glorifying Vernon Fitzpatrick don cantrell war. Any cheers, hugging and tears flowing was a bout world peace and joyfully anticipating relatives and friends coming howe. Another side would find tragic episodes returning on mental and emotional levels. And when grief diminished enough. many were inclined to go on with their lives and melt old broken records of despairing . The mood was more intense during the war itself when cursed and sorrowful incidents were actually happening or would soon become a reality. One thing for certain, harbor area military personnel were everywhere across the globe contributing to the end. In fact, one of the sailors observing the final ceremony where Japan's dignitaries were signing terms of "unconditional surrender" before Gen. Douglas MacArthur (circa Sept. 1945) aboard the U.S.S. Missouri in Tokyo Bay was Billy Sbeflin, Harbor High varsity grid center, 1940-41-42. He was aboard a nearby landing craft. And before Christmas 1945, sailor Joe Munfz, Class of '45 and a 1943-44 Tar grldder, was on a naval landing craft off Nagasaki where his outfit had the task of shipping 2,000 Marine occupational forces to that region of Japan. Muniz and crew were once offered a tour aboard an LCM landing craft. The run up one big river allowed a distant view of the destruction where an atomic bomb had leveled the city. "It was a hell of a sight,• Muniz iaid. "In fact, to be honest, it was dowruight sickening. We could see ,. Japanese waving a~ us along some river side road in a friendly way. It was an odd feeling." And months before the end, there were hellish happenings and sinall world connections. While Lt. Edward Stephens, a gunnery officer aboard the destroyer Cassein Young, was being shattered by kamikaze (suicidal) pilots off Okinawa, his giant gridmate of 1941 at Newport, Manuel Muniz, was on Okinawa faced with a ground battle for his life. Both men were wounded and both earned the Purple Heart during that period of time. Upon Joe Muntz his hospital release, Stephens was ordered by the Navy in San Diego to train for a planned invasion of Japanese shorelines. You encourage them to get good grades, so they don't have to work at a car wash.• • Among the problems Workman encounters in the summer are guys getting hurt while playing on their own. This year, for example, a promising offensive line- man, Scott Ehlert (6-foot-5, 290 pounds), injwed his leg motorcycle riding in the dirt, an accident that required surgery earlier this month. Ehlert, an All-CIF Division IV selection in 1993 for Irvine Hiqb, is expected to be out until mid-season, which means he'll probably miss the entire year. Welcome to community college coaching.
